Abstract
Die Prognose der wirtschaftlichen Entwicklung in Deutschland und der Welt für das Jahr 2009 erfolgt zu einem Zeitpunkt, in dem eine schwere Krise des Weltfinanzsystems die Industrieländer und darunter auch Deutschland in eine tiefe Rezession gestürzt hat. Weltweit verstärken sich gegenwärtig die Abwärtstendenzen auf den Güter-, Finanz- und Arbeitsmärkten gegenseitig. Die Finanzkrise hat sich dabei zu einer Vertrauens- und Solvenzkrise der Finanzinstitute selbst entwickelt. Die Kosten der Finanzierung am Kapitalmarkt sind für Banken und nicht finanzielle Unternehmen geringerer Bonität drastisch gestiegen, und die Verluste auf den Aktienmärkten sind erheblich. Die Finanzierungsspielräume von Unternehmen werden zunehmend kleiner. Auch für private Haushalte schränken sich die Finanzierungsspielräume ein, besonders in Ländern, in denen Wohneigentum als Mittel der Kreditsicherung für die Güternachfrage wichtig ist und sich der Preisverfall für Wohnhäuser weiter fortsetzt.
Die Wirtschaftspolitik sieht nicht tatenlos zu, sondern stemmt sich seit dem Herbst mit einer Vielzahl von Maßnahmen gegen Finanzkrise und Rezession. Dazu zählen drastische Leitzinssenkungen, die Entlastung von Banken mittels Garantieerklärungen und Eigenkapitalspritzen sowie Konjunkturprogramme. Dies hilft, die realwirtschaftlichen Folgen einzudämmen, der Wirtschaftspolitik wird es aber nicht gelingen, die Rezession in den Industrieländern schnell zu beenden. Positive Ankündigungseffekte sind begrenzt, weil Haushalte und Unternehmen wissen, dass eine konjunkturelle Erholung erst dann zu erwarten ist, wenn sich der Finanzsektor zu stabilisieren beginnt. Stützend wirkt aber die erhebliche Kostenentlastung in den Industrieländern durch den drastischen Fall der Energie- und Rohstoffpreise.
Die Stabilisierung der Finanzmärkte ist Voraussetzung für eine konjunkturelle „Bodenbildung“. Sie wird sich wohl erst einstellen, wenn zwei Bedingungen erfüllt sind: Zum einen muss deutlich werden, dass die staatlichen „Schutz-schirme“ weitere Insolvenzen systemwichtiger Finanzinstitute abwenden. Zum anderen müssen sich die Preise für Vermögenstitel stabilisieren, deren Werte sich von US-Hypothekenkrediten ableiten. Dies wird erst dann geschehen, wenn absehbar ist, dass der Fall der Immobilienpreise in den USA ausläuft. Die vorliegende Prognose rechnet mit diesen Voraussetzungen für den Sommer 2009.

Abstract
Die derzeitige Lage der Weltwirtschaft ist von gravierender Unsicherheit gekennzeichnet. Ein Einbruch der wirtschaftlichen Aktivität hat stattgefunden; wie lang und wie schwer die Rezession aber sein wird, ist nicht leicht einzuschätzen. Gerade in dieser Situation ist eine Projektion der konjunkturellen, noch mehr aber der wirtschaftlichen Entwicklung in der mittleren Frist schwierig.
Allerdings müssen wirtschaftliche und politische Entscheidungen nicht nur in einfachen Zeiten getroffen werden. Die Entwicklung der wirtschaftlichen Grundtendenz ist eine wichtige Entscheidungsgrundlage. Auch die Lage der öffentlichen Haushalte und ihre Veränderung über die Zeit sind von grundlegender Bedeutung. Zwar werden neue politische Maßnahmen die Projektion schnell veralten lassen, dennoch ist sie eine hilfreiche Bestandsaufnahme im Vorfeld weiterer Beschlüsse.
In der hier vorgelegten Projektion ist angenommen, dass es gelingt, das Finanzsystem zu stabilisieren, und dass sich bis zum Ende des Projektionszeitraums bremsende Einflüsse auf die Realwirtschaft zurückgebildet haben werden.
Unter dieser Bedingung wird das Bruttoinlandsprodukt in Deutschland im Jahr 2009 um 1,9% sinken. In den Jahren 2010 bis 2013 wird es allerdings mit durchschnittlich 1½% wieder spürbar zulegen. Erste Impulse werden dabei vom Außenhandel ausgehen, später wird die wirtschaftliche Dynamik vor allem von der Inlandsnachfrage getragen werden.
Die Lage der öffentlichen Haushalte wird sich im Gefolge der Finanzkrise deutlich verschlechtern. Neben direkten Auswirkungen der Finanzkrise auf die öffentlichen Haushalte – so der „Schutzschirm“ für die Banken – werden vor allem die realwirtschaftlichen Folgen die Haushalte belasten. Insbesondere wenn die Rezession auf den Arbeitsmarkt übergegriffen hat, werden Mehrausgaben und Mindereinnahmen die Defizite anschwellen lassen. Außerdem sind bereits Maßnahmen zur Stützung der Konjunktur verabschiedet worden, die sich belastend auf die Budgets auswirken.
Nach der hier vorgestellten Projektion wird der öffentliche Gesamthaushalt bis zum Ende des Projektionszeitraums deutliche Defizite aufweisen, allerdings wird die Defizitgrenze des Maastrichter Vertrags nicht überschritten.

Crisis Contagion in Central and Eastern Europe

Abstract
Die mittel- und osteuropäischen Länder sind nunmehr auch von der globalen Finanzkrise getroffen. Erstens hat der Verfall der Rohstoffpreise (Öl und Stahl) in Russland und in der Ukraine zu Rezessionsängsten und damit zu einem Abzug kurzfristigen Kapitals geführt. Für alle Länder kommen die Auswirkungen der weltweiten Nachfrageschwäche über den Exportsektor negativ zum Tragen. Schließlich erweist sich der von ausländischen Banken dominierte Finanzsektor in fast allen neuen EU-Ländern als Einfallschneise für Risikoanpassungen internationaler Investoren. Die gemeinsame Folge dieser Faktoren sind zunehmende Einschränkungen der Kredit- und der Geldversorgung und ebenfalls ein Abzug von Investitionskapital. In der gesamten Region zeichnet sich eine starke Abschwächung des Wirtschaftswachstums ab, in einigen Ländern droht sogar eine langanhaltende Rezession. Es ist vorwiegend Aufgabe der Fiskalpolitik dieser Länder, Dauer und Tiefe der Rezession zu mildern. Eine Fortsetzung der bisher verfolgten fiskalischen Konsolidierung oder gar des Konvergenzkurses
für einen schnellstmöglichen Beitritt zur Eurozone ist derzeit nicht sinnvoll. Eine staatliche Stützung der Nachfrage sollte durch die Stärkung eines genuin inländischen Bankensektors begleitet werden, der die Sicherung der Kreditversorgung zum Ziel hat.

Abstract
Im Sommer 2008 hat sich die Konjunktur weltweit abgekühlt. Die internationale Finanzkrise hält an und strahlt nun auch auf die reale Wirtschaft in Europa aus. Zudem spüren einige Länder die Verwerfungen an ihren Immobilienmärkten. Viele Banken reagieren auch in Europa auf ihre Verluste, indem sie die Bedingungen der Kreditvergabe weiter verschärfen. Zugleich haben die von der kräftigen Weltnachfrage ausgelösten Preissteigerungen für Energie und Rohstoffe die Dynamik der weltweiten Expansion der Produktion gedrosselt. Allerdings fallen die Preise für Mineralöl und auch für Rohstoffe seit Juli wieder. Damit haben sich die Belastungen für Unternehmen und Verbraucher vor allem in den ölimportierenden Ländern etwas verringert.
Die Entlastungen bei den Ölpreisen sind derzeit auch eines der wenigen Signale, die für eine baldige Belebung der wirtschaftlichen Aktivitäten in den großen Ländern Westeuropas und in Deutschland sprechen. In den USA kam es bisher nicht zu einer Rezession, allerdings ist die wirtschaftliche Dynamik gering. Die größte Volkswirtschaft der Welt fällt damit zwar als Konjunkturmotor für die Weltwirtschaft aus – anders als nach der Finanzmarktkrise in einigen Schwellenländern in den Jahren 1997/98 und nach dem Platzen der Blase am Aktienmarkt im Jahr 2000. In den Schwellenländern gibt es aber derzeit wenig Anzeichen, dass die konjunkturelle Abkühlung tiefe Spuren hinter¬lassen hat. Deren Wirtschaft expandiert weiterhin kräftig und schafft Raum für neue Absatzmärkte der Industrieländer.

Abstract
Bonitätsbewertungen von Staaten durch Rating-Agenturen sind ein wichtiges Kriterium für international agierende Unternehmen. Da die Zahlungsfähigkeit von Ländern in Abhängigkeit zum Risiko für Währungskrisen steht, sind diese Rating-Ergebnisse auch von Interesse, um Erwartungen bezüglich der Stabilität von Währungen zu treffen.
Rating-Agenturen gewinnen durch die unter dem Stichwort Basel II diskutierten Reformvorschläge zur Bankenregulierung an Bedeutung. Insbesondere hängt das regulatorische Mindesteigenkapital unter dem standardisierten Ansatz von Basel II von der Bewertung der Kreditrisiken durch externe Rating-Agenturen ab. Bonitätsbewertungen, speziell von souveränen Schuldnern, bestimmen damit wesentlich die Höhe des Mindesteigenkapitals von Banken.
In der Vergangenheit haben Rating-Agenturen Währungskrisenrisiken systematisch unterschätzt. Diese sind jedoch für die Bewertung des Kreditausfallrisikos von souveränen Schuldnern wichtig. Nur wenn die währungskriseninduzierten Kreditausfallrisiken angemessen berücksichtigt werden, können die prozyklischen Effekte von Basel II, die vor allem dadurch entstehen, dass im Falle von Währungskrisen aufgrund der zu positiven Bewertung im Vorfeld der Krise schlagartig massive Schlechterbewertungen notwendig werden, minimiert werden.
Die Kritik an der Methode der Rating-Agenturen, insbesondere an mangelnder Berücksichtigung neuerer Währungskrisenmodelle in Folge der Asienkrisen von 1997/8, führte zu Reaktionen bei den Agenturen. So sagte z.B. Sandard & Poor’s die Berücksichtigung von mikroökonomischen Indikatoren zu, die bei aktuellen Krisen als Krisenfaktoren erkannt wurden. In der vorliegenden Arbeit wird untersucht, inwiefern sich empirische Anzeichen dafür erkennen lassen, dass mikroökonomische Indikatoren in der Praxis der Bonitätsprüfung beachtet werden.
Das Ergebnis der empirischen Untersuchungen zeigt, dass traditionelle makroökonomische Indikatoren die Rating-Ergebnisse dominieren. Es können keine Anzeichen für eine stärkere Berücksichtigung von Mikro-Indikatoren in aktuellen Ratings gefunden werden. Es muss daher geschlussfolgert werden, dass weiterhin prozyklische, krisenverstärkende Effekte von Basel II ausgehen. Die Rating-Agenturen erfüllen bislang die Rolle als frühzeitige Antizipatoren für Währungskrisenrisiken unzureichend.

Abstract
In den Industrieländern kühlt sich die Konjunktur zum Ende des Jahres 2007 spürbar ab. Hauptgrund der Eintrübung ist die erneute Zuspitzung der Lage auf den internationalen Finanzmärkten, deren Hintergrund eine weitere Verschärfung der US-Immobilienkrise ist. Überraschend hohe Abschreibungen großer Banken haben jüngst deutlich gemacht, daß die Krise der Märkte für hypothekenbesicherte Titel noch nicht am Abklingen ist. Die Finanzmarktturbulenzen bringen nicht nur erhöhte Liquiditätsrisiken mit sich, auch die Eigenkapitalquoten sind zum Teil schon gesunken. Die drohende Verschlechterung der Bilanzpositionen von Banken in den USA und in Europa hat sich bereits im Herbst in einer Verschärfung der Kreditkonditionen niedergeschlagen. In der Folge wird sich im nächsten Jahr die Kreditschöpfung deutlich verlangsamen; die Güternachfrage wird dadurch spürbar gedämpft. Der Aufschwung in den Industrieländern wird sich im Jahr 2008 aber auch wegen der Kaufkraftverluste der Verbraucher aufgrund der neuerlich stark gestiegenen Preise für Energie und auch für Lebensmittel nicht fortsetzen. Freilich kommt es auch nicht zu einer Rezession. Wirtschaftspolitische Eingriffe werden in den USA die schlimmsten Auswirkungen der Immobilienkrise abfedern, und die Weltfinanzmärkte werden schon gegenwärtig davon gestützt, daß die Staatsfonds von Schwellenländern wie China von ihrer strikten Sicherheitsorientierung abrücken und langfristig renditeträchtigere Anlagen suchen. In den USA wird eine Rezession durch das Eingreifen der Wirtschaftspolitik, aber auch mit Hilfe von außenwirtschaftlichen Impulsen dank des schwachen Dollar verhindert. In der Europäischen Union sind die konjunkturellen Risiken für Großbritannien besonders hoch. Der wirtschaftlichen Entwicklung im Euroraum helfen die günstige Ertragslage der Unternehmen und strukturelle Verbesserungen auf den Arbeitsmärkten dabei, die Belastungen durch Finanzmarktturbulenzen und durch die Aufwertung des Euro im Lauf des Jahres 2008 zu bewältigen. In den mittel- und osteuropäischen Mitgliedsländern dämpft die weltwirtschaftliche Verlangsamung die Wachstumsdynamik nur wenig. Die Risiken sind freilich überall beträchtlich. So steht die Kommunikationsstrategie der Zentralbanken in den USA und im Euroraum vor einer besonderen Herausforderung: Die Inflationsraten in den beiden Währungsräumen werden die längste Zeit des Jahres 2008 deutlich über der von der Geldpolitik implizit oder explizit angestrebten Teuerung von etwa 2% liegen. Die Zentralbanken werden darauf nicht mit einer Verschärfung ihres geldpolitischen Kurses reagieren und müssen die Öffentlichkeit davon überzeugen, daß sie das Ziel der Preisniveaustabilität trotzdem im Auge behalten. Wenn das nicht gelingt, droht ein Rückfall in die makroökonomischen Turbulenzen der siebziger und achtziger Jahre. Im Unterschied zu den angelsächsischen Ländern scheint Deutschland bislang wenig in die Turbulenzen an den internationalen Finanzmärkten verwickelt zu sein. Gleichwohl hat sich das konjunkturelle Umfeld eingetrübt. Die Expansion der für Deutschland wichtigen Außenmärkte hat sich verlangsamt, und die Bedingungen der Kreditvergabe haben sich verschärft. Hinzu kommt, daß sich die Binnennachfrage im Jahr 2008 nicht so kräftig entwickelt wie bisher erwartet. Beschäftigung und Erwerbseinkommen steigen zwar, der Einkommenszuwachs hat jedoch einen großen Teil der privaten Haushalte noch nicht erreicht. Außerdem befindet sich die Teuerung auf einem Stand, bei dem Einkommen und Konsum in realer Rechnung zurückbleiben.
