Abstract
Im Sommer 2008 hat sich die Konjunktur weltweit abgekühlt. Die internationale Finanzkrise hält an und strahlt nun auch auf die reale Wirtschaft in Europa aus. Zudem spüren einige Länder die Verwerfungen an ihren Immobilienmärkten. Viele Banken reagieren auch in Europa auf ihre Verluste, indem sie die Bedingungen der Kreditvergabe weiter verschärfen. Zugleich haben die von der kräftigen Weltnachfrage ausgelösten Preissteigerungen für Energie und Rohstoffe die Dynamik der weltweiten Expansion der Produktion gedrosselt. Allerdings fallen die Preise für Mineralöl und auch für Rohstoffe seit Juli wieder. Damit haben sich die Belastungen für Unternehmen und Verbraucher vor allem in den ölimportierenden Ländern etwas verringert.
Die Entlastungen bei den Ölpreisen sind derzeit auch eines der wenigen Signale, die für eine baldige Belebung der wirtschaftlichen Aktivitäten in den großen Ländern Westeuropas und in Deutschland sprechen. In den USA kam es bisher nicht zu einer Rezession, allerdings ist die wirtschaftliche Dynamik gering. Die größte Volkswirtschaft der Welt fällt damit zwar als Konjunkturmotor für die Weltwirtschaft aus – anders als nach der Finanzmarktkrise in einigen Schwellenländern in den Jahren 1997/98 und nach dem Platzen der Blase am Aktienmarkt im Jahr 2000. In den Schwellenländern gibt es aber derzeit wenig Anzeichen, dass die konjunkturelle Abkühlung tiefe Spuren hinter¬lassen hat. Deren Wirtschaft expandiert weiterhin kräftig und schafft Raum für neue Absatzmärkte der Industrieländer.

Abstract
Dieser Beitrag begründet, warum die Schwere der gegenwärtigen globalen Finanzkrise von der ständigen Verlegung internationaler Liquidität auf verschiedene Anlagemärkte beeinflusst wird. Dieser Prozess kann als „wandernde“ spekulative Vermögensblase bezeichnet werden. Nachdem sie durch den Niedergang des amerikanischen Subprime-Hypothekenmarkts und der hypothekengedeckten Wertpapiere ausgelöst worden war, hat sie sich auf andere Kreditfelder, auf strukturierte Finanzprodukte und globale Finanzinstitutionen ausgebreitet. Die Reaktionen der Wirtschaftspolitik, insbesondere der Geldpolitik, sind bisher nicht angemessen ausgefallen, da sie sich auf eine unsystematische Re-Kapitalisierung der betroffenen und auch verantwortlichen Investitionsbanken konzentrierten. Stattdessen sollte die Geldpolitik darauf abzielen, die weltweite Überschussliquidität in produktive Investitionen zu lenken. Eine sinnvolle Maßnahme wäre die Einführung eines Inflationsziels im Rahmen einer vorwärts-blickenden geldpolitischen Strategie durch die amerikanische Federal Reserve Bank (Fed) und andere Zentralbanken. Damit könnten die inflationären Effekte der gegenwärtigen Liquiditätsinjektionen und der steigenden Preise für Warenfutures reduziert werden. Entscheidend ist auch, dass sich die Inflationsbekämpfung nicht an der Kerninflationsrate, sondern an der tatsächlichen Inflationsrate orientiert, da insbesondere die Preissteigerungen auf den Futuremärkten demnächst in die Kerninflationsrate durchschlagen werden.

Abstract
Der hohe Anstieg der Rohölpreise, Gefahren im Zusammenhang mit dem Atomprogramm Irans sowie die Ungewißheit über die künftige Richtung der Politik der großen Zentralbanken haben in den zurückliegenden Monaten auf den internationalen Finanzmärkten eine größere Unsicherheit bei den Anlegern hervorgerufen. Das führte sowohl zu einer höheren Volatilität als auch zu einem Verfall der Kurse an den wichtigen Aktienmärkten. Auch einige wichtige Aktienindizes mittel- und osteuropäischer Länder folgten dem allgemeinen Abwärtstrend, während Staatstitel relativ konstant blieben. Da über mögliche Portfoliokorrekturen internationaler Anleger auch umfangreiche Kapitalabflüsse in den mittel- und osteuropäischen Ländern ausgelöst werden könnten, stellt sich die Frage, ob aus diesen Entwicklungen für die mittel- und osteuropäischen Länder ein erhöhtes Potential für eine Finanzkrise entsteht. Mit Hilfe des IWH-Signalansatzes zur Analyse und Bewertung des Risikos von Finanzkrisen wurde überprüft, ob dies der Fall ist. Wie die Analyse der Frühwarnindikatoren zeigt, ist für die betrachteten Länder der Ausbruch einer Finanzkrise in den nächsten Monaten wenig wahrscheinlich. Durch eine stabile Wirtschaftspolitik und hohe Wachstumsraten, ein robustes Finanzsystem sowie günstige Wechselkursmechanismen sind diese Länder vor externen Angriffen geschützt. Anstiege des Indikators, die beispielsweise bei den baltischen Ländern zu beobachten sind, fielen allenfalls leicht aus. Im Falle der Slowakische Republik und Sloweniens signalisiert der Gesamtindikator sogar eine Entspannung. Für die Tschechische Republik, Polen und Ungarn weisen die Ergebnisse noch auf Probleme im Bankensektor hin. Diese Einschätzung gilt jedoch nicht für Rumänien und insbesondere nicht für die Türkei. Hier deutet der Gesamtindikator auf einen starken Anstieg des Risikopotentials und somit auf einen noch erheblichen wirtschaftspolitischen Handlungsbedarf hin.

Abstract
Im ersten Jahr ihrer Mitgliedschaft in der Europäischen Union kam es zu starken Nettokapitalzuflüssen in die neuen Mitgliedsländer Mittelosteuropas. Allein die Portfolioinvestitionen nahmen um 18 Mrd. USDollar zu, während sich der Zustrom an Direktinvestitionen verlangsamte. Die Folge der Zuflüsse war eine nominale und reale Aufwertung der Währungen, eine Inflationierung der Vermögenswerte und eine weitere Verschlechterung der Leistungsbilanzen. Die Anforderungen an die Zentralbanken, die Kapitalzuflüsse in ihrer Wirkung auf die Preisstabilität zu neutralisieren und einigermaßen Wechselkursstabilität zu sichern, nahmen zu, führten jedoch zu unterschiedlichen Reaktionen. Während die meisten Zentralbanken Zinssenkungen präferierten, erhöhte die polnische Nationalbank die Zinsen, was weitere Kapitalzuflüsse vor allem im kurzfristigen Bereich nach sich ziehen dürfte. In Kombination mit einem instabilen makroökonomischen Umfeld zeigt der Test mit dem IWH-Indikator für Polen einen beträchtlichen Anstieg des Potenzials für eine Finanzkrise. Trotz der problematischen monetären Effekte blieb das Wachstum von Produktion und Einkommen hoch. Die Wachstumsrate des realen Bruttoinlandsprodukts der Beitrittsregion nahm auf 5% zu, und die Arbeitslosigkeit ging etwas zurück. Ein noch stärkeres Wachstum wiesen die übrigen Länder Mittel- und Osteuropas auf. Ausschlaggebend für die positive realwirtschaftliche Entwicklung war die Binnennachfrage, und hier vor allem privater Konsum und Investitionen. Zwar nahmen auch die Exporte deutlich zu. Dabei spielte aber die Belebung der Weltwirtschaft die entscheidende Rolle. Bei ebenfalls steigenden Importen verbesserten sich die Handelsbilanzen nur unwesentlich, im Handel der neuen Mitgliedsländer mit der EU verschlechterten sie sich sogar beträchtlich. Die Inflationsrate – gemessen am Konsumgüterpreisindex – nahm zu, wofür auch Sondereffekte aus dem EU-Beitritt verantwortlich waren. Für das laufende und das kommende Jahr ist eine Zunahme der Nettokapitalzuflüsse und eine weitere Aufwertung der Währungen zu erwarten. Das Bruttoinlandsprodukts in der Beitrittsregion wird sich im laufenden Jahr auf 4,6% abschwächen. Ausschlaggebend dafür ist vor allem die Abschwächung der Wirtschaftsleistung in Polen, bei der die Aufwertung der Währung den Außenbeitrag verringern wird. Für das Jahr 2006 ist mit einem Wachstums in der Region von 5% zu rechnen. Unter Einbeziehung der Beitrittskandidaten und der Nicht-Mitglieder wird sich das hohe Wachstum des BIP von 6,7% im vergangenen Jahr auf 6,0% im laufenden Jahr und 5,8% im nächsten Jahr abschwächen. Generell gilt, dass die Arbeitslosenquoten in der Region deutlich abnehmen werden.

Abstract
Die aktuelle Analyse der Frühwarnindikatoren für Finanzkrisen des IWH signalisiert eine Fortsetzung der bisherigen Entspannung in den Ländern Mittel- und Osteuropas. Als Ausnahme von dieser Entwicklung gilt immer noch Ungarn, wo entgegenwirkende wirtschaftspolitische Maßnahmen nicht mehr hinausgeschoben werden dürfen. Hierzu zählen nicht nur fiskalische Maßnahmen zur Einschränkung der inländischen Nachfrage, sondern auch die Etablierung einer wirksamen Geldpolitik. Ein positives Beispiel ist Polen, wo das Gefahrenpotenzial einer Finanzkrise durch externe Faktoren, aber auch durch geldpolitische Maßnahmen erheblich gesenkt wurde. Doch eine fiskalische Restriktion muss auch hier noch erfolgen.

Abstract
Die Frage nach der richtigen geldpolitischen Strategie für Länder mit einer nur wenig gefestigten Währung ist nach wie vor offen. Der Wandel der wirtschaftspolitischen Empfehlungen wird wesentlich von Erkenntnissen aus neuen Fallbeispielen wirtschaftspolitischer Experimente bestimmt. Die Wirtschafts- und Finanzkrise von Argentinien bietet eine solche Chance zu lernen. Der Krisenausbruch war mit dem Scheitern des dortigen Currency board verknüpft, einer geldpolitischen Strategie, die in Osteuropa gegenwärtig von Bulgarien, Estland und Litauen verfolgt wird. Der Artikel analysiert anhand des Lehrstücks Argentinien die potenziellen Probleme dieser währungspolitischen Strategie und kommt zu Schlussfolgerungen, die auch für die genannten Länder Osteuropas von Bedeutung sind....

Das Risikopotenzial für eine Finanzkrise stieg zuletzt in einigen wichtigen mittel- und osteuropäischen Ländern (Polen, Ungarn, Tschechien, Slowakei) deutlich an. Wirtschaftspolitischer Handlungsbedarf besteht vordringlich in einer Korrektur der derzeit noch expansiv angelegten Fiskalpolitik. Davon sind für das Jahr 2003 dämpfende Impulse für den konjunkturellen Aufschwung zu erwarten. Positive Impulse werden dagegen von einem Anziehen der westeuropäischen Konjunktur gegen Ende des Jahres 2002 für die Exporte der Unternehmen in Mittel- und Osteuropa ausgehen. Die gesamtwirtschaftliche Wachstumsrate wird im Jahr 2003 mit rund 4% etwas höher ausfallen als im laufenden Jahr. Dafür ist im Wesentlichen die russische Wirtschaft verantwortlich, die ebenfalls von der westeuropäischen Konjunkturbelebung profitieren wird. Unilaterale Euroisierung als eine alternative Wechselkursstrategie in den mittel- und osteuropäischen Ländern

Abstract
Gegenwärtig gibt es 13 Länder, die als offizielle Kandidaten für den Beitritt zur EU und anschließend zur EWU gelten. Mit Ausnahme der Türkei wurden mit 12 Beitrittsverhandlungen eröffnet. Die Mehrzahl der Beitrittsaspiranten sind mittel- und osteuropäische Länder (MOEL) aus dem ehemaligen sowjetischen Block, die sich seit dessen Auflösung in einer Übergangsphase von der zentralen Planwirtschaft zu einer funktionierenden Marktwirtschaft befinden. Eine der wichtigen Fragen, mit der die Regierungen in den MOEL nach wie vor konfrontiert werden, ist die Wahl eines möglichst adäquaten Wechselkursarrangements. Mitte 2002 wird von den Ländern ein breites Spektrum an Arrangements vom relativ freien Floaten in Polen bis zum Currency board in Estland oder Bulgarien abgedeckt. Eine der Ursachen dieser Heterogenität ist darin zu sehen, dass die Beitrittskandidaten den bestmöglichen Ausweg aus einem Spannungsfeld suchen, dem sie sich infolge der Transformation gegenübersehen. Dieses Spannungsfeld liegt zwischen der Vermeidung einer Finanzkrise und der Erfüllung der Konvergenzanforderungen der EU und mittelfristig auch der EWU
