Abstract
Die Beschäftigungsmöglichkeiten differieren zwischen den Bundesländern erheblich. Misst man sie an Hand der in einem Bundesland geleisteten Arbeitsstunden und bezieht diese auf die Erwerbsfähigen der Bevölkerung – das sind alle Personen im Alter von 15 bis 65 –, stehen in Hamburg über 1 280 Arbeitsstunden je Erwerbsfähigen zur Verfügung. Hingegen betragen sie beim „Schlusslicht“ Brandenburg nur 860 Arbeitsstunden. Damit bleiben sie dort um 33% hinter denen in Hamburg zurück.

Deutliche Unterschiede in den Jahresarbeitszeiten
Angaben zur geleisteten Jahresarbeitszeit und zum Arbeitsvolumen lagen bisher nur für die Großregionen West- und Ostdeutschland vor. Kürzlich wurden seitens der amtlichen Statistik auch Angaben zur Arbeitszeit und zum Arbeitsvolumen für die Bundesländer veröffentlicht.

Abstract
Für die neuen Bundesländer ist der Ausbau humankapitalintensiver Produktionen von eminent wichtiger Bedeutung. Davon ausgehend, wird in diesem Beitrag das Ergebnis einer Untersuchung dargestellt, wie sich die forschungsintensiven Industrien, auch in den einzelnen Technologieklassen, von 1998 bis 2002 entwickelt haben. Ausgewertet wurde dafür die Produktionsgüterstatistik des Statistischen Bundesamtes. Die Analyse zeigt, dass die Produktion der Güter der forschungsintensiven Industrien - mit einem jahresdurchschnittlichen Wachstum von 8,5% - deutlich stärker zugenommen hat als die gesamte Güterproduktion des Verarbeitenden Gewerbes in Ostdeutschland (5,9%). Beigetragen zu dieser Entwicklung hat vor allem das sehr kräftige Produktionswachstum von Gütern der Spitzentechnologie, insbesondere der elektronischen Industrie und des Luft- und Raumfahrzeugbaus - weniger dagegen das der Güter der hochwertigen Technologie. Insgesamt zeugt die Entwicklung von einer verbesserten technologischen Leistungsfähigkeit der Industrie in Ostdeutschland. Im Vergleich zu Westdeutschland ist die Produktion von Gütern der hochwertigen Technologie unterrepräsentiert. Auch nimmt nur eine Gütergruppe der ostdeutschen FuE-intensiven Industrien - dabei handelt es sich um elektronische Bauelemente - eine bedeutende Position in der gesamtdeutschen Produktion ein.

Wie hoch sind die Transferleistungen für die neuen Länder?
In der Öffentlichkeit besteht ein ausgeprägtes Interesse daran, wie hoch die Leistungen „des Westens“ für die neuen Bundesländer sind. Offizielle Angaben hierüber liegen seit 1998 nicht mehr vor.

Abstract
Die Wirtschaft der neuen Bundesländer konnte sich zu Beginn des Jahres 2003 der konjunkturellen Flaute in Deutschland nicht entziehen. Die Industrieproduktion ist nur noch leicht gestiegen, die Bauleistungen sind – auch wegen der harten Wintermonate – deutlich gesunken. Darüber hinaus mussten die Anbieter von Dienstleistungen im ersten Vierteljahr Produktionseinbußen hinnehmen. Der Rückgang der Bautätigkeit dürfte sich allerdings aufgrund der Vorzieheffekte im Zusammenhang mit der angekündigten Kürzung der Eigenheimzulage und den Sondereffekten durch die Beseitigung der Flutschäden vorerst so nicht fortsetzen. Nennenswerte Produktionsanstöße werden jedoch wegen der allgemein gedrückten Nachfrage der Investoren und der privaten Haushalte zunächst nicht ausgelöst werden. Erst mit der erwarteten Belebung der Konjunktur im Ausland und deren Ausstrahlung auf das Inland wird die gesamtwirtschaftliche Produktion in Ostdeutschland wieder anziehen. Dafür spricht die fortgesetzte Verbesserung der Wettbewerbsposition vor allem der Unternehmen des Verarbeitenden Gewerbes. Ihnen ist es in konjunkturell schwierigen Zeiten gelungen, ihre Exportfähigkeit zu erhalten und die Lohnstückkosten weiter unter das Niveau der Wettbewerber – nicht zuletzt aus den alten Bundesländern – zu senken. Unterstützt wurden diese Fortschritte durch einen maßvollen Anstieg der Effektivlöhne, wenngleich die hohen Tarifabschlüsse im Jahr 2002 angetan waren, einen wichtigen Standortvorteil für die Unternehmen in Ostdeutschland zu verspielen....

A Commentary - Reduction of the EU´s Regional Aid for East Germany - What should be done?

Abstract
In den vergangenen Wochen wurde wieder verstärkt darüber diskutiert, welche Konsequenzen die bevorstehende EU-Erweiterung für die regionalpolitische Förderung in Ostdeutschland haben wird, und wie diesen Konsequenzen begegnet werden sollte. Die neuen Bundesländer haben heute flächendeckend den Status von sog. „Ziel-1-Regionen“. Damit kommen sie in den Genuss der höchstmöglichen Förderung durch die EU-Regionalpolitik. Die bevorstehende EU-Erweiterung wird dazu führen, dass das durchschnittliche BIP pro Kopf in der EU sinken wird. In der Folge werden alle ostdeutschen Regionen mit Ausnahme der heutigen Regierungsbezirke Dessau und Chemnitz voraussichtlich einen BIP-Wert erreichen, mit dem sie nach den geltenden Kriterien der EU-Regionalpolitik nicht mehr zu den „Ziel-1-Regionen“ gehören werden, und zwar unabhängig davon, ob und inwieweit das BIP in den ostdeutschen Regionen bis zum Zeitpunkt der EU-Erweiterung im Vergleich zu heute erhöht werden kann. Die Übernahme dieser realistischen Erwartung durch die EU-Kommission (die zuvor der Auffassung gewesen war, dass nur Dresden, Halle und Leipzig nach 2006 nicht mehr zu den Ziel-1-Regionen gehören würden) war das auslösende Moment für die aktuelle Diskussion. Die finanziellen Verluste für die neuen Bundesländer werden beträchtlich sein. In der Förderperiode 2000-2006 werden den ostdeutschen Flächenländern von der EU ca. 20 Mrd. Euro im Rahmen der Ziel-1-Förderung zur Verfügung gestellt, das sind pro Jahr knapp 3 Mrd. Euro.

Abstract
Im Jahr 2002 haben die neuen Bundesländer erneut ihre gestiegene Anziehungskraft für Besucher und Gäste unter Beweis gestellt. Nach den vorliegenden amtlichen Daten für den Zeitraum von Januar bis November 2002 kann von rund 61 Millionen Über-nachtungen für das gesamte Jahr in den Betrieben des Gastgewerbes (einschließlich Berlin-Ost) ausgegangen werden. Erfasst werden sie in den Betrieben mit neun und mehr Gästebetten. Die Touris-musintensität, gemessen an der Zahl der Übernachtungen je 1 000 Einwohner, war damit zum zweiten Male größer als in Westdeutschland. Im Durchschnitt weilten die Gäste in den verschiedenen Einrichtungen wie Hotels, Pensionen, Ferienhäuser und -wohnungen sowie Jugendherbergen 3,2 Tage, in Westdeutschland 3,0 Tage. Die durchschnittliche Auslastung der Kapazitäten (angebotene Betten) war mit ca. 36% weiterhin geringer als in Westdeutschland; dort belief sie sich auf etwa 37%.

Abstract
Der Beitrag geht der Frage nach, ob die sachsen-anhaltinischen Kreise an der Grenze zu Niedersachsen von der Nähe zu einem wirtschaftlich stärkeren Bundesland profitieren, so daß dort eine bessere regionale Entwicklung als in den anderen Teilen Sachsen-Anhalts gegeben ist. Dabei zeigt sich, daß das wirtschaftliche Ergebnis besser als im Landesdurchschnitt ist, allerdings gibt es eine Schwäche bei den Wachstumsdeterminanten. Im Artikel werden zudem die starken Ost-West-Pendlerverflechtungen und die relativ hohe Standortpräferenz von niedersächsischen Unternehmen für diesen Teilraum des Bundeslandes aufgezeigt.
