Prof. Dr. Oliver Holtemöller neuer Konjunkturchef am Institut für Wirtschaftsforschung Halle
Zum 1. August 2009 wird Prof. Dr. Oliver Holtemöller am Institut für Wirtschaftsforschung Halle (IWH) seine Stelle als Leiter der Abteilung Makroökonomik antreten. Damit nimmt er ebenso einen Ruf auf eine Professur für Volkswirtschaftslehre, insb. Makroökonomik, an der Martin-Luther-Universität Halle-Wittenberg an. In seiner neuen Funktion als Abteilungsleiter folgt er auf Prof. Dr. Udo Ludwig, der die Abteilung seit 1992 leitete, im Februar 2008 seinen 65. Geburtstag feierte und sich künftig verstärkt seiner Forschung über Ostdeutschland widmen wird.

Abstract
Im Februar 2009 führte das Institut für Wirtschaftsforschung Halle (IWH) gemeinsam mit der Leibniz-Gemeinschaft in Brüssel die Abschlusskonferenz des Projektes „Understanding the Relationship between Knowledge and Competitiveness in the Enlarging European Union“ (U-Know) durch. Bei diesem Projekt handelte es sich um ein dreijähriges Forschungsvorhaben, das im 6. Forschungsrahmenprogramm der Europäischen Union (EU) angesiedelt war. Das Projekt stellte auf die Untersuchung systemischer Aspekte von Innovation und Wissenstransfer sowie die Erarbeitung forschungs- und innovationspolitischer Handlungsoptionen ab. Ein besonderes Augenmerk galt dabei den Herausforderungen in den neuen EU-Mitgliedstaaten sowie Ostdeutschland. Aus dem Forschungsprojekt heraus entstanden insgesamt 54 referierte Publikationen sowie 33 Beiträge zu Sammelbänden. Ziel dieser Konferenz war es, die Forschungsergebnisse des U-Know-Projektes zu präsentieren und mit Vertretern aus Wissenschaft, Wirtschaft und der europäischen Politik zu diskutieren. Dazu wurden verschiedene Fachvorträge aus den vier Arbeitsbereichen des Projektes (Unternehmen und Märkte, Kooperationen zwischen Wirtschaft und Wissenschaft, Innovationssysteme und Governance sowie die Rolle von Institutionen) vorgestellt und von Vertretern der Europäischen Kommission im Hinblick auf politische Implikationen kommentiert. Abschließend unterstrichen alle Beteiligten die zunehmende strategische Bedeutung von Bildungs-, Forschungs- und Innovationspolitik, um zum einen die Wettbewerbsposition der EU-15-Länder weiter zu stärken und zum anderen den neuen EU-Mitgliedstaaten einen nachhaltigen Aufholprozess zu ermöglichen.

Abstract
Die Abteilung Stadtökonomik des IWH veranstaltete am 27. und 28. November 2008 das zweite Halle Forum on Urban Economic Growth. Die Forumsvorträge sowie die in das Programm eingebettete Podiumsdiskussion beschäftigten sich mit
der Frage, welche strategischen Handlungsmöglichkeiten Städten offenstehen, um sich als Zentren der Kreativität und Innovation entwickeln zu können. Diese Frage stellt sich insbesondere Städten in Transformationsökonomien, die durch einen erheblichen Strukturwandel gekennzeichnet sind und die nach Chancen für einen wirtschaftlichen Neuanfang Ausschau halten. Die Vorträge und Diskussionsbeiträge behandelten die allgemeine Bedeutung lokaler Kontextbedingungen für Kreativität, die Wissensvermittlung und verschiedene Ansätze, die entsprechenden Kontextbedingungen gezielt zu
gestalten. Neben Hinweisen zu praktikablen Handlungsstrategien für Städte mit Wissenschaftseinrichtungen lieferte das Forum ebenso die Erkenntnis, dass in mehrerlei Hinsicht noch weiterer Forschungsbedarf besteht. Insbesondere ist bislang ungenügend geklärt, über welche Wirkungskanäle Wissens-
Spillovers zwischen Wissenschaft und lokaler Wirtschaft verlaufen. Daneben muss die – auch im Verlauf der Tagung mehrfach erhobene – Forderung nach einer stärkeren Passung der Fächerstruktur der Wissenschaftseinrichtungen mit der Branchenstruktur der Wirtschaft in der Region noch durch weitere empirische Forschung auf ihre Angemessenheit hin überprüft werden. Darüber hinaus ist unklar, wie weit die unternehmerische Orientierung von Hochschulen getrieben werden kann, wie z. B. bei der wirtschaftlichen Verwertung der in ihren Mauern entwickelten Patente, ohne dass sich das Hochschulpersonal Identitätsproblemen und Konflikten mit den Werten des Wissenschaftssystems gegenübersieht.

Abstract
Auswärtige Investoren, das heißt Tochtergesellschaften ausländischer und westdeutscher multinationaler Unternehmen mit Sitz in den Neuen Bundesländern (NBL), bilden mit ca. 3 500 Gesellschaften und über 500 000 Beschäftigten im Produzierenden Gewerbe und in ausgewählten Dienstleistungsbranchen einen wichtigen Bestandteil der ostdeutschen Wirtschaft (einschließlich Berlin). Nicht selten finden sich in dieser Gruppe große und technologieorientierte Unternehmen mit strukturbestimmendem Charakter. Das IWH befragt diese Unternehmen daher jährlich insbesondere zu ihren Forschungs- und Entwicklungsaktivitäten.

Abstract
Innovationsprozesse sind in der Regel komplex, risikobehaftet und erfordern eine Reihe von Inputs. Technologische Innovationen setzen typischerweise Forschung und Entwicklung sowie den Einsatz hochqualifizierten Personals voraus. Eine resultierende Erfindung bildet dann die Grundlage für ein Patent, das später in ein marktreifes Produkt, die eigentliche Innovation, münden kann. Einige der für den Innovationsprozess relevanten Faktoren lassen sich durch betriebliche Kennzahlen abbilden, wie beispielsweise die Ausgaben für Forschung und Entwicklung, die Anzahl der beschäftigten Hochqualifizierten sowie die Anzahl der Patentanmeldungen. Sie sind Indizien für die betriebliche Innovationskraft, können aber auch der Beschreibung des Innovationspotenzials von Regionen dienen. Die Interdependenz der für den Innovationsprozess ausschlaggebenden Größen legt nahe, die Kennzahlen in einer zusammenfassenden Größe – einem Innovationsindex – abzubilden.
Ostdeutsche Regionen zeigen hinsichtlich des ermittelten Innovationsindex im Betrachtungszeitraum 2002 bis 2006 zum Teil erhebliche Unterschiede. Die Momentaufnahme am aktuellen Rand (Gesamtindex) zeigt, dass auf der Ebene von Kreisen und kreisfreien Städten ein deutliches Nord-Süd-Gefälle existiert. Städte wie Jena und Dresden belegen Spitzenplätze. Der Blick auf die Entwicklung des Innovationspotenzials (Teilindex Dynamik) im Betrachtungszeitraum offenbart jedoch, dass auch einige eher ländlich geprägte Regionen sehr gut abschneiden, darunter beispielsweise Bernburg, Stollberg, Hoyerswerda, Dahme-Spreewald, Wernigerode und Bad Doberan. Das liegt zum Teil an ihrer Funktion als „Kragenkreise“ im innovativen Dunstkreis von Oberzentren, zum Teil aber auch am niedrigen Ausgangsniveau.

Umweltpolitische Ziele in der Regionalpolitik: Förderinstrument nicht überfrachten – ein Kommentar

Abstract
Jede Gesellschaft basiert auf Grundwerten, die von der Politik in Ziele umgesetzt werden. Dies trifft auch auf die Wirtschaftspolitik zu, die typischerweise vor der Herausforderung steht, ein ganzes Zielbündel umzusetzen. Hier kann es vorkommen, dass gewisse Konflikte zwischen den zu erreichenden Zielen existieren. Im vorliegenden Fall stehen die Investitionszuschüsse, die von den Ländern im Rahmen der Regionalförderung für förderfähige Investitionsvorhaben ausgereicht werden, im Mittelpunkt der Diskussion. Spezifische Selektionskriterien bestimmen die Höhe des Zuschusses, beispielsweise der Standort (Agglomeration oder Peripherie, Stand der wirtschaftlichen Entwicklung), die Unternehmensgröße (Großunternehmen, Mittelstand), die Präferenzen des Landes usw. Einige Länder sind heute dazu übergegangen, die Ausgabe von Investitionszuschüssen an das Erreichen von Sekundärzielen zu knüpfen, z. B. die Schaffung von Ausbildungsplätzen, das Durchführen von Forschung und Entwicklung, die Förderung der Erwerbstätigkeit von Frauen und das Erreichen von Umweltschutzzielen.

The Formation of Photovoltaic Clusters in Eastern Germany

Abstract
Als eine der Schwächen der ostdeutschen Wirtschaftsstruktur erweist sich der relative Mangel an Führungsfunktionen und Headquartern sowie damit einhergehende vergleichsweise geringe Forschungs- und Entwicklungsanstrengungen der Betriebe. In der Entstehung neuer Industriezweige liegt die Chance, dieser Schwäche zu begegnen.
Vor diesem Hintergrund untersucht der vorliegende Beitrag die Entstehung und Entwicklung der Photovoltaik-Industrie in Ostdeutschland. Diese ist infolge öffentlicher Förderung seit geraumer Zeit durch starkes Produktions- und Umsatzwachstum gekennzeichnet. Dabei haben die ostdeutschen Regionen bisher überproportional vom Wachstum des Sektors profitiert. Im Jahr 2008 waren in den Neuen Bundesländern etwa 14 000 direkte Industriebeschäftigte in diesem Sektor tätig.
Ausgehend von einem Phasenmodell industrieller Entwicklung, dem Window-of-Locational-Opportunity-Konzept (WLO) von Storper und Walker, wird die bisherige Entwicklung der Branche in Ostdeutschland von 1996 bis zum Jahr 2008 dargestellt. Dabei wird gezeigt, dass sich trotz anhaltender Wachstums- und Neugründungsprozesse innerhalb der Photovoltaik-Industrie eine Konzentration auf einige bestimmte Standorte, verbunden mit dem Prozess der Etablierung industrieller Cluster, abzeichnet. Infolge des Clusterungsprozesses haben sich mit den Regionen Bitterfeld-Wolfen, Dresden/Freiberg, Erfurt/Arnstadt sowie Frankfurt (Oder) und Berlin einige führende Standorte in Ostdeutschland entwickelt, die jeweils durch spezifische Stärken und Schwächen gekennzeichnet sind.

Abstract
Am 11. November 2008 fand am Institut für Wirtschaftsforschung Halle (IWH) zum zweiten Mal ein innovationspolitischer Workshop statt, diesmal zum Thema „Globalisierung von Forschung und Entwicklung – der Technologiestandort Deutschland“. Die Veranstaltung bildete zugleich einen Bestandteil des vom IWH koordinierten EU-Projekts U-Know („Understanding the Relationship between Knowledge and Competitiveness in the Enlarging EU“), das sich mit einer Reihe innovationsökonomischer Forschungsthemen beschäftigt. Der Workshop hatte zum Ziel, das Thema Globalisierung von Forschung und Entwicklung aus wissenschaftlicher, unternehmerischer und innovationspolitischer Perspektive zu beleuchten und die Position Deutschlands im internationalen Technologiewettbewerb zu diskutieren.

Abstract
Plagiate aus Schwellenländern haben in den vergangenen Jahren sehr stark die Diskussion über den Schutz intellektueller Eigentumsrechte dominiert. Das vernachlässigt die historische Tatsache, dass fast alle Länder, die aufschließen wollten, zunächst Technologien kopiert haben. Diese Diskussion überschattet auch die weit wichtigere Frage, ob die ständige Zunahme der Wettbewerbsintensität, welche die Produktlebenszyklen verringert und Druck auf Inventions- und Innovationssysteme ausübt, genügend Zeit zum Patentieren und Standardisieren lässt. Das Patentsystem setzt nicht nur Anreize für versunkene Kosten in Forschung und Entwicklung, sondern stellt auch einen ersten Schritt zur Verbreitung von Technologien durch die Patentschrift dar. Dieser Zusammenhang kann vor allem mit Blick auf den Aufbau von Standards (insbesondere Normen) für Wettbewerbsplattformen in aufnahmefähigen und verlässlichen Märkten langfristig kritische Wirkungen für die wirtschaftliche Entwicklung haben. Darüber hinaus führt das Migrieren von Technologien, als Folge der beständigen Neuordnung der räumlichen Arbeitsteilung, zu der nachteiligen Situation, dass Länder, die nunmehr Technologien beheimaten, nicht die erforderlichen Institutionen der Wissenskodifizierung besitzen.
Exogene Faktoren, die, zumindest nicht kurzfristig, durch den Standardisierungsprozess beeinflusst werden können, betreffen das Niveau der Kooperation zwischen interessierten Gruppen (und das wechselseitige Vertrauen und die institutionellen Verbindungen), die Wettbewerbsfähigkeit der Technologie, die Fähigkeit Externalitäten durch die Wissenskodifizierung zu erzeugen und die Produktivität der Technologie selbst. Der wichtigste einzelne Erfolgsfaktor, den die Standardisierungseinrichtungen selbst beeinflussen können, ist die Geschwindigkeit, mit der ein Normungskomitee voranschreitet und rechtzeitig die Norm festlegen kann. Im Kontext eines spieltheoretischen Modells und auf der Basis von Daten über veröffentlichte Normen von 1997 bis 2007 kann gezeigt werden, dass diese Herausforderung von den Normungsorganisationen bisher erfolgreich gemeistert wurde.
