In which Ways do Universities React to New Technologies? The Case of Photovoltaics

Abstract
Hochschulen kommt als Akteuren in regionalen Innovationssystemen die Aufgabe zu, neues Wissen für eine Region verfügbar zu machen, durch Lehre zur Humankapitalbildung und durch Forschung zur Erweiterung des Wissens beizutragen. Diese Funktionen sind insbesondere wichtig bei der Adaption neuer Technologien, wie dies bei der Photovoltaik der Fall ist. 89 deutsche Hochschulen – darunter 65 Fachhochschulen – bieten mittlerweile 171 Vollzeitstudiengänge mit Ausrichtung auf die Photovoltaik an. Jedes Bundesland verfügt über mindestens einen Hochschulstandort mit entsprechendem Studienangebot. Ansätze für eine räumliche Ballung von Studiengängen lassen sich für Sachsen, für das Ruhrgebiet und für die Rhein-Main-Region erkennen. Nahezu 90% des Studienangebots werden von ingenieurwissenschaftlichen Fakultäten und Fachbereichen bestritten. Weniger als die Hälfte der Hochschulen mit Photovoltaik-Studiengängen hat Drittmittel aus der Forschungsförderung des Bundes eingeworben. Die meisten
Projekte und die höchste Fördersumme verzeichnet der Hochschulstandort Stuttgart, gefolgt von Darmstadt, Konstanz und München. Damit zeichnet sich eine relativ starke Ballung der Photovoltaik-Forschung im Süden der Republik ab. Auffällig ist weiterhin, dass sich mehrere kleinere ostdeutsche Hochschulstädte (Freiberg, Ilmenau, Stralsund, Cottbus) als relativ forschungsstark darstellen. Unter Berücksichtigung des Tatbestands, dass sich in Ostdeutschland viele größere Produktionsstätten für Solarzellen und die Sitze einiger wichtiger Photovoltaik-Unternehmen befinden, lässt sich feststellen, dass das mit der Weiterentwick-
lung der Photovoltaik verbundene Potenzial zu Kooperationen mit Unternehmen der Branche und zur Fokussierung der Hochschulstrukturen auf diese
Technologie von den dort gelegenen Hochschulen noch nicht ausgeschöpft wird.

Abstract
Die Erhöhung der Wettbewerbsintensität in den vergangenen Jahren, vor allem auf den Märkten für industrielle Produkte, hat den Innovationsdruck in den Unternehmen erhöht. Dies findet Ausdruck in einer beschleunigten Einführung neuer Produkte und Verfahren, was zu einer Verkürzung der Produktlebenszyklen führt. Gleichermaßen führt der Innovationsdruck auch zu einem erhöhten Druck auf Forschungs- und Entwicklungsprozesse, Erkenntnisse möglichst schnell zur Marktreife zu entwickeln. Das Patentsystem und das Normungssystem geraten hierdurch unter Druck, befinden sie sich
doch in einer Sandwichposition. Denn diese Verfahren des Kodifizierens und Sicherns von intellektuellen Eigentumsrechten benötigen Zeit für
erforderliche Prüfungen und – im Fall der Normung – auch das Erzielen eines Konsenses für die vorgeschlagene Spezifikation.
Der folgende Beitrag konzentriert sich auf die Normung, also die konsensbasierte Vereinheitlichung. Unter den Bedingungen eines zeitlichen
Druckkessels ergeben sich drei Möglichkeiten: die Vereinheitlichung völlig zu unterlassen, auf nicht konsensbasierte Industriestandards auszuweichen
oder die Verfahren zu beschleunigen. Der vorliegende Beitrag untersucht, inwieweit es den Normungsorganisationen gelungen ist, in der Sand-
wichposition zwischen beschleunigter Markteinführung und verkürzter Produktlebenszykluszeit ihre Normungszeiten zu verringern. Es zeigt sich, dass
dies bisher gelungen ist – auch durch eine Reihe institutioneller Reformen, beispielsweise eine Priorisierung der internationalen vor der nationalen
Normung durch Anfang und Mitte des letzten Jahrzehnts getroffene Vereinbarungen.

Economic Effects of the Halle Institute for Economic Research

Abstract
Die öffentlich finanzierte Forschungsinfrastruktur Deutschlands besteht u. a. aus den Hochschulen, den im Rahmen von Bund und Ländern als Gemeinschaftsaufgabe geförderten Forschungsinstituten der Leibniz-Gemeinschaft, der Fraunhofer-Gesellschaft, der Max-Planck-Gesellschaft und der Helmholtz-Gemeinschaft sowie einer Reihe von Ressortforschungsinstituten, die dem Bund und den Ländern für die Erfüllung spezifischer Aufgaben zuzuordnen sind. Sie erfüllen zunächst ihre originären Aufgaben, die sich aus der Art der Institution, beispielsweise einer Universität, die für Forschung und Lehre zuständig ist, aus dem Gründungsauftrag oder dem im Statut definierten Profil ergibt. Neben diesen institutionell gegebenen Leistungen stehen aber oft auch bedeutende Effekte der Stabilisierung regionaler Wirtschaftsstrukturen. Es war insbesondere die schwedische Schule der Regionalökonomik, die darauf aufmerksam machte, dass nachhaltige Verbesserungen in benachteiligten Regionen oft einen stabilen Kern
– eine Behörde, eine Hochschule oder eine Forschungseinrichtung – benötigten, um durch die damit bedingten erhöhten Gehälter und die sich entwickelnden Kooperationsstrukturen eine darauf aufbauende nachhaltige Wirtschaftsstruktur zu erzeugen.
In Ostdeutschland spielen die öffentlichen Forschungseinrichtungen angesichts der ungenügenden industriellen Forschungsdichte eine besonders wichtige Rolle für die langfristige Entwicklung von Wirtschaft und Gesellschaft. Üblicherweise stehen die Forschungsleistung und ihre Relevanz im Zentrum der Betrachtung. Diese Untersuchung fokussiert auf ökonomische Effekte, durch die die Nachfrage des Instituts nach Personal sowie sonstige Leistungen ausgelöst werden. Beispielhaft wird dies anhand des Instituts für Wirtschaftsforschung Halle ausgeführt. Es wird gezeigt, dass das Institut einen wesentlichen regionalökonomischen Stabilisierungsbeitrag leistet.

Abstract
Der Beitrag nimmt einen Vergleich des Unternehmensbesatzes in Ostdeutschland mit jenem zu Westdeutschland vor. Er bedient sich einer neuen statistischen Informationsgrundlage – des Unternehmensregisters. Die Frage der Unternehmensbasis ist für die ostdeutsche Wirtschaft von Bedeutung, weil zu Beginn der Systemtransformation nur noch ein rudimentärer privatwirtschaftlicher Unternehmenssektor existierte und heute immer noch eine Ost-West-Arbeitsplatzlücke existiert. Die empirischen Befunde zu den Ost-West-Unterschieden beim Unternehmensbesatz fallen nicht eindeutig aus. Sie hängen nicht zuletzt von der gewählten Bezugsbasis – Einwohnerzahl einerseits oder Bruttoinlandsprodukt andererseits – ab. Bezogen auf die Einwohnerzahl zeigt sich in Ostdeutschland ein Besatz, der bei rund 88% des westdeutschen Vergleichswerts liegt. Stärker fällt der Ost-West-Unterschied vor allem im Verarbeitenden Gewerbe aus. Speziell bei größeren Industrieunternehmen mit 250 und mehr Beschäftigten liegt der Besatz je 10 000 Einwohner in Ostdeutschland nur bei rund 41% desjenigen in Westdeutschland. Bezogen auf das Brutto-inlandsprodukt existieren in Ostdeutschland dagegen im Durchschnitt aller Branchen mehr Unternehmen. Dies würde bedeuten, dass die Marktgröße in Ostdeutschland kaum mehr Unternehmen zulässt. Vor diesem Hintergrund wäre eigentlich ein spezieller wirtschaftspolitischer Unterstützungsbedarf zur Verbreiterung der Unternehmensbasis in Ostdeutschland nicht mehr angezeigt. Dem ist aber nicht so. Die industrielle Basis, die nicht einseitig von der einheimischen Marktgröße abhängt, sondern überregional agiert, bedarf der weiteren Verbreiterung. Die Wirtschaftspolitik ist gefordert, weiterhin die Ansiedlung vor allem von größeren Industrieunternehmen in Ostdeutschland zu unterstützen, speziell von solchen, die Forschung und Entwicklung durchführen. Davon profitieren auch die unternehmensnahen Dienstleister. Die weitere Entwicklung des übrigen Unternehmenssektors wird ins-besondere vom gesamtwirtschaftlichen Wachstum abhängen.

Abstract

Abstract
Der Beitrag analysiert die Bedeutung wissenschaftlicher Politikberatung in modernen demokratischen Gesellschaften im Allgemeinen sowie die Rolle des Instituts für Wirtschafts¬forschung Halle, eines der großen deutschen Wirtschaftsforschungsinstitute im Speziellen. Der Artikel zeigt, dass öffentlich finanzierte Institute politisch unabhängig bleiben müssen, um theoretisch und empirisch gewonnenes Wissen in Politikempfehlungen umzusetzen. Häufige Kommunikationskanäle sind nicht nur Auftragsforschung und öffentliche parlamentarische Anhörungen, sondern auch Veröffentlichungen in wirtschafts¬politischen Zeitschriften und eine rege Präsenz in Radio, Fernsehen, Zeitungen und Internet.
Das Institut für Wirtschaftsforschung ist auf makroökonomische Analysen und Prognosen spezialisiert. Zudem untersucht es Strukturwandel und Transformationsprozesse mit Blick auf Innovationssysteme, Wettbewerb sowie Regional- und Stadtentwicklung.

Abstract
Nach dem Abschluß dessen, was gemeinhin als Systemtransformation bezeichnet wird, öffnete sich den betroffenen postkommunistischen Ländern, zu denen auch Ostdeutschland zählt, ein Entwicklungskorridor eigener Art, der wesentliche Unterschiede gegenüber denen klassischer westlicher Industriestaaten besitzt. Hierzu zählt die extreme Gruppenstruktur, also die starke Polarisierung zwischen vielen sehr kleinen und einigen sehr großen Betrieben, eine unterdurchschnittliche private Forschungs- und Entwicklungsintensität und ein weitgehendes Fehlen von Firmensitzen, insbesondere solchen von Unternehmen mit internationaler strategischer Aufstellung.

Abstract
Die Entwicklung und erfolgreiche Markteinführung neuer Produkte ist ein wesentliches Merkmal der modernen Wissensgesellschaft. Nach Abschluß der nachholenden technologischen Erneuerung in Ostdeutschland müssen sich die Betriebe in den Neuen Ländern im Wettbewerb um marktreife Produktneuheiten behaupten. Dabei wirken die transformationsbedingten strukturellen Besonderheiten fort, und die Einbettung Ostdeutschlands zwischen High-Tech im Westen und Aufholländern im Osten stellt eine zusätzliche Herausforderung dar. Der Beitrag skizziert die Innovationstätigkeit der Betriebe in Ostdeutschland und geht im Rahmen einer multivariaten Analyse den unternehmensinternen Bestimmungsfaktoren von Produktinnovationen nach. Die empirischen Untersuchungen unter Verwendung des IAB-Betriebspanels zeigen, daß sich die Betriebe des Verarbeitenden Gewerbes in Ostdeutschland im Zeitraum 2002 bis 2003 durch eine rege Innovationsbeteiligung auszeichnen. Der Anteil der Betriebe mit Produktinnovationen liegt in den Neuen Ländern sogar leicht über dem Vergleichswert für Westdeutschland. Dabei führen Betriebe mit eigener Forschung und Entwicklung (FuE) doppelt so häufig neue Produkte ein wie Betriebe ohne FuE. Die regressionsanalytische Untersuchung bestätigt, daß seitens der betrieblichen Inputgrößen eigene FuE eine starke Triebfeder für Produktinnovationen darstellt. Auch den betrieblichen Weiterbildungsaktivitäten kann ein positiver Einfluß auf die Innovationstätigkeit bescheinigt werden, was die Bedeutung des Lebenslangen Lernens unterstreicht. Hinsichtlich der betriebsspezifischen Charakteristika fällt auf, daß eine mehrheitlich ausländische Kapitalbeteiligung einen signifikant negativen Einfluß auf Produktinnovationen ausübt. Dieser noch weiter zu analysierende Befund deutet auf das Phänomen der sogenannten verlängerten Werkbänke hin.

Abstract
Hinsichtlich der Frage, was Europas Wettbewerbsfähigkeit in Zukunft sichert, wird unter dem Stichwort Wissensgesellschaft vor allem auf Standortvorteile für Forschung und Entwicklung (FuE), Innovation und Wissen verwiesen. Diese Sichtweise vertreten nicht nur Entscheidungsträger der hochleistungsfähigen Industrieländer, sondern auch der sogenannten nachholenden Ökonomien in Mittel- und Osteuropa sowie in Asien. Der vorliegende Beitrag beschäftigt sich vor dem Hintergrund aktueller innovationstheoretischer Ansätze mit der Frage, was den abstrakten Begriff der Wissensgesellschaft ausmacht, welche Akteure eine Rolle spielen und warum FuE und Innovation geographisch unterschiedlich verteilt sind. Es werden systemische Theorieansätze skizziert, welche die Verbindungen zwischen unterschiedlichen wissensgenerierenden Akteuren, insbesondere zwischen Wissenschaft und Wirtschaft in den Vordergrund stellen. Zur Erklärung der geographischen Verteilung von FuE und Innovation verweist der Beitrag auf die regionalökonomische Theorie, welche begründet, warum diese Prozesse durch räumliche Konzentration gekennzeichnet sind. Dabei konkurrieren Hypothesen, die die räumliche Konzentration entweder mit sektoraler Spezialisierung oder Diversifizierung verbinden. Der Artikel zeigt, daß multinationale Unternehmen FuE im privaten Sektor dominieren und regionale Zentren der Innovation über Ländergrenzen hinweg verbinden. Basierend auf der Theorie der technologischen Akkumulation und Internationalisierung von Unternehmen wird die Globalisierung von FuE- und Innovationsprozessen erklärt. Dabei ist festzustellen, daß sich eine Hierarchie regionaler Innovationssysteme herausbildet, in der die Disparitäten sowohl innerhalb von Ländern als auch international zunehmen.

Der Einfluß von Führungsfunktionen auf das Regionaleinkommen: eine ökonometrische Analyse deutscher Regionen

Abstract
Das in den späten 70er Jahren entwickelte Potentialfaktorkonzept, das die Beziehung zwischen regional weitgehend immobilen Produktionsfaktorkapazitäten und dem regionalen Entwicklungspotential analysiert, wird auf die Regionen des vereinten Deutschlands angewendet. Ziel ist es, auf der Grundlage von Daten des Jahres 2003 die Beziehung auszuweisen und innerdeutsch in Bezug auf die wirtschaftliche Leistungsfähigkeit differenzierende Faktoren zu identifizieren. Daher werden neben der Erklärung von Arbeit sowie öffentlichem und privatem Kapital auch die Kapazität der Führungsfunktionen und die privaten Ausgaben für Forschung und Entwicklung einbezogen. Zunächst zeigt sich, daß drei Faktoren für die Einkommenslücke des Ostens von rund 40% besonders verantwortlich zeichnen: Die weitgehend fehlenden Führungsfunktionen, die niedrigen FuE-Ausgaben und die Erreichbarkeit im überörtlichen Verkehrssystem. Rund 85% des ostdeutschen Rückstands werden durch sie erklärt. Natürlich ist bekannt, daß eine Interdependenz zwischen Führungsfunktionen und wirtschaftlicher Leistungsfähigkeit besteht und damit eine einfache Kausalität nicht zwingend ist. Da aber durch den Einigungsprozeß Kombinatsstrukturen zerschlagen wurden und im Rahmen der Privatisierung der Aufbau von örtlichen Führungsfunktionen kein vorgegebenes Ziel war, weshalb auch die Industrieforschung der DDR nur mit Anstrengungen – und dann nur partiell – in die Marktwirtschaft überführt werden konnte, steht hier diese Minderausstattung am Anfang der Ursachenforschung für die fehlende Ost-West-Konvergenz. Aus wirtschaftspolitischer Sicht muß damit die Forderung nach Unterstützung eines internen und externen Unternehmenswachstums Priorität gewinnen, um die Regionen wirtschaftlich zu ertüchtigen. Denn die Beziehung zwischen Produktivität, Unternehmensgröße und Internationalität der erstellten Güterstruktur ist aus theoretischer ebenso wie aus empirischer Sicht zwingend. In der Tat sind solche ostdeutschen Regionen besonders erfolgreich, denen dies vor allem durch den Aufbau leistungsfähiger Cluster gelungen ist.
