Wissens- und Technologietransfer und wissensbasierte Wirtschaftsentwicklung — ein Weg zur Förderung des wirtschaftlichen Aufholprozesses in Ostdeutschland?

Abstract
Der wirtschaftliche Transformations- und Aufholprozess in Ostdeutschland seit 1990 hat sich gemäß verschiedenen Analysen und Publikationen nicht zuletzt des Leibniz-Instituts für Wirtschaftsforschung Halle in einer deutlichen Steigerung der Arbeitsproduktivität niedergeschlagen: Während in Ostdeutschland 1991 nur rund 45% des Bruttoinlandsprodukts Westdeutschlands pro Erwerbstätigen erwirtschaftet wurden, so stieg dieser Wert bis 2018 auf 83%. Die Erklärungen für diese noch immer bestehende ostdeutsche „Produktivitätslücke“ sind multifaktoriell und werden etwa in fehlenden Headquarterfunktionen, der Betriebsstruktur mit wenigen Großbetrieben, der auf Arbeitsplätze fokussierten Investitionsförderung, siedlungsstrukturellen Unterschieden, einem zunehmenden Fachkräftemangel und nicht zuletzt niedrigeren Preisen für in Ostdeutschland produzierte Güter und Dienstleistungen gesucht. Folglich braucht es auch in vielen Wirtschafts- und Lebensbereichen und auf allen Ebenen Strategien und Maßnahmen. Während eine Angleichung der Unternehmensstrukturen hinsichtlich Branchen, Größenstrukturen oder Funktionen, wie etwa der Durchführung von Forschung und Entwicklung (FuE) in Ostdeutschland, sowohl mittels Unternehmensverlagerungen als auch Neugründungen von Unternehmen als Maßnahmen mit langfristiger Wirkung betrachtet werden, wurde und wird große Hoffnung in den öffentlichen Bildungs- und Forschungssektor und seinen Beitrag zu einer wissens- und technologiegestützten Entwicklung gesetzt.

Abstract
Was treibt regionale Entwicklung? Warum wachsen einige Regionen schneller als andere? Diese Fragen stehen im Mittelpunkt regionalökonomischer Forschung. Einen besonderen Anwendungsfall stellen die ökonomischen Anpassungsprozesse im Gefolge der Wiederherstellung der Deutschen Einheit dar. Nach einem fulminanten Start in der ersten Hälfte der 1990er Jahre hat sich der Aufholprozess seit Mitte der 1990er Jahre verlangsamt und kommt seitdem nur noch in sehr kleinen Schritten voran. Im Jahr 2017 betrug die Produktivität Ostdeutschlands (mit Berlin) 82% des westdeutschen Niveaus. Über die Ursachen dieses Rückstands gibt es intensive Diskussionen.

Abstract
Mit zunehmend zeitlichem Abstand seit der Wiederentstehung eines vereinten Deutschlands schwindet im Alltag das Wissen und in Forschung und Lehre das Verständnis der bewegenden Kräfte um dieses historisch einmalige und bis in die Gegenwart nachwirkende Ereignis. Die Zeitzeugen und die Mitgestalter der damit verbundenen Transformation einer Zentralplanwirtschaft verlassen altersbedingt die Bühne, und die nachrückenden Generationen wenden sich anderen Herausforderungen zu. Denn heute stehen erneut, aber ganz anders geartete Transformationsprozesse auf der Tagesordnung: Gefragt sind Antworten auf den Klimawandel, den Ausstieg aus der Energiegewinnung durch fossile Brennstoffe, die Digitalisierung der Produktions- und Verbrauchsprozesse, die Verkehrswende und anderes. Schnell wird dann die Transformation einer ganzen Wirtschaftsordnung von der Agenda verdrängt, und die systemischen Zusammenhänge sowie das Verständnis der längerfristigen Folgen dieses historischen Wendepunktes für Deutschland treten in den Hintergrund und geben den Platz frei für oberflächliche Vereinfachungen. Der Systemwechsel verschwindet im sprachlichen Alltag hinter Schlagworten wie “Wende” und Ost-West-Vergleiche, in denen historische Bruchstellen geglättet bzw. sozioökonomische Inhalte durch die Projektion auf Himmelsrichtungen ersetzt werden. Selbstverständlichkeiten aus der Zeit des Umbruchs gehen unter oder werden durch Halbwahrheiten verzerrt wiedergegeben.

It is one of the most prestigious awards in the German scientific community: the Max Planck-Humboldt Research Award 2019 endowed with €1.5 million goes to Ufuk Akcigit, Professor of Economics at the University of Chicago. At the Halle Institute for Economic Research (IWH), Akcigit aims to use innovative methods to investigate why the economy in eastern Germany is still lagging behind that in western Germany – and what role the privatisation process 30 years ago played in this.

IWH rated "very good" and recommended for further funding
The Halle Institute for Economic Research (IWH) – Member of the Leibniz Association has been providing remarkable research and policy advice services for many years and should therefore continue to receive joint basic funding by Federal government and the Länder in future. This was the conclusion of today's meeting of the Senate of the Leibniz Association. At the end of the evaluation, the Institute was rated "very good" in all areas.

Abstract
Die globale Bankenkrise der Jahre 2008/2009 hatte weltweit signifikant negative Auswirkungen auf die Realwirtschaft, und in vielen Ländern fiel die folgende wirtschaftliche Erholung deutlich langsamer aus als in vorherigen Rezessionen. In den Monaten nach der Insolvenz der amerikanischen Investmentbank Lehman Brothers reduzierten Banken ihre Kreditvergabe an Unternehmen, was zu einem Anstieg der Arbeitslosigkeit, einem Rückgang an Investitionen und einer Verringerung der Produktivität führte. Während diese kurzfristigen Effekte in der bisherigen Forschung gut dokumentiert sind, sind die langfristigen Auswirkungen von Bankenkrisen bisher weit weniger gut verstanden. Zwei aktuelle Studien unter IWH-Beteiligung zeigen, dass Bankenkrisen generell negative langfristige Effekte auf das Wachstum von Firmen haben, dass die Rettung von schwachen Banken während der Krise mit Produktivitätsverlusten in späteren Jahren einhergeht, und dass diese negativen langfristigen Effekte durch die Existenz inflexibler Löhne verstärkt werden.

Abstract
Die Bundesregierung plant, bis zum Jahr 2038 die Produktion von Strom aus Braunkohle zu beenden. Den von dem Braunkohleausstieg besonders betroffenen Regionen will die Bundesregierung finanzielle Hilfe für den Strukturwandel gewähren. Dazu soll das „Strukturstärkungsgesetz Kohleregionen“ beschlossen werden. In dieser Stellungnahme werden ökonomische Aspekte des vorgesehenen beschleunigten Braunkohleausstiegs diskutiert. Zentrale Aussagen der Stellungnahme sind, dass ein beschleunigter Braunkohleausstieg zwar geeignet ist, nationale Emissionsziele zu erreichen, aber die europäischen bzw. globalen Treibhausgasemissionen dadurch kaum beeinflusst werden. Die gesamtwirtschaftlichen Kosten eines beschleunigten Braunkohleausstiegs dürften überschaubar sein, aber die wirtschaftliche Entwicklung in einzelnen Regionen würde aufgrund der regionalen Konzentration des Braunkohleabbaus deutlich beeinträchtigt werden. Maßnahmen zur Förderung des Strukturwandels in den betroffenen Regionen sollten an den wichtigsten langfristigenWachstumstreibern Bildung sowie Forschung und Entwicklung ansetzen und vor allem das Humankapital stärken. Eine Konzentration auf die Förderung von Sachinvestitionen, auf die Industrie oder auf bestimmte Technologien ist hingegen nicht aussichtsreich in Bezug auf langfristige ökonomische Ziele.
