Abstract
Die Hightech-Strategie der Bundesregierung definiert acht Schlüsseltechnologien, zu denen unter anderem die optischen Technologien und somit die Laserstrahlquellenhersteller zählen. Der Beitrag stützt sich auf aktuelle empirische Auswertungen und gibt einen ersten deskriptiven Überblick über den wissensintensiven Industriezweig der Laserstrahlquellenhersteller in Deutschland zwischen 1990 und 2010. Es zeigt sich, dass die Industrieentwicklung im Betrachtungszeitraum Schwankungen unterlag, in der Summe jedoch durch Expansion gekennzeichnet war. Zudem lässt sich eine hohe Präsenz vor allem von Großunternehmen der Laserstrahlquellenindustrie in Bayern, Baden-Württemberg und Thüringen feststellen. Diese regionalen Verteilungsmuster lassen sich im Hinblick auf die Partizipation an öffentlich geförderten Kooperationsprojekten wiederfinden, allerdings nur bei Betrachtung der absoluten Zahl von Verbundprojekten je Bundesland. In Relation zur Anzahl der Firmen im jeweiligen Bundesland wird die öffentliche Kooperationsförderung insbesondere in Thüringen, Rheinland-Pfalz und Hamburg stark nachgefragt. Somit ergibt sich für die räumliche Verteilung der Kooperationsintensität und Kooperationsförderung pro Firma ein differenziertes Muster.

Im Forschungskontext des in der Abteilung Stadtökonomik am IWH durchgeführten Projektes „Energetische Aufwertung und Stadtentwicklung (EASE)“ fand am 10. Dezember 2010 ein Expertenworkshop statt. Ziel des
Workshops war es, die globalen Zusammenhänge im Spannungsfeld zwischen zukünftiger Energienachfrageentwicklung und Energieträgerverfügbarkeit, technologischen Möglichkeiten und den Herausforderungen durch den Klimawandel zu beleuchten. Im Fokus standen dabei die Entwicklung der Energienachfrage der industriell aufstrebenden Nationen China und Indien, die zukünftigen Veränderungen des Energieträgermixes in Deutschland sowie der Einfluss internationaler und nationaler Klimaschutzpolitik. Gemeinsam mit den vortragenden Experten diskutierten Vertreter aus Wissenschaft, Wirtschaft, Verbänden und Politik die zu erwartenden Effekte auf die Entwicklung der Energiepreise.

Abstract
„Deutschland sorgt sich um den moralischen Zustand seiner Wirtschaft: Korruptions- und Steuerskandale sowie exorbitante Managergehälter bei gleichzeitig vorgenommenen Entlassungen von Mitarbeitern stehen zunehmend im Fokus der kritischen Öffentlichkeit. Es wird erwartet, dass Unternehmen ihr Handeln nicht nur nach Gewinninteressen, sondern auch nach ethischen Grundsätzen ausrichten, die einer freiheitlichen und sozial verpflichteten Gesellschaft eigen sind. Schließlich hängt hiervon auch die breite Akzeptanz der Sozialen Marktwirtschaft ab.“ So begann die Kurzbeschreibung der Tagung 2008 auf dem versandten Flyer – und zwei Jahre später, nach Fertigstellung des Konferenzbandes, kann das Gesagte nicht aktueller sein.

IWH und Kiel Economics: Konjunktur aktuell – Aufschwung in Deutschland setzt sich kraftvoll fort
Das preisbereinigte Bruttoinlandsprodukt in Deutschland wird 2011 um 3% zunehmen. Die Beschäftigung wird weiter kräftig ausgeweitet und die Arbeitslosenquote auf 6,6% sinken. Die positive Entwicklung auf dem Arbeitsmarkt kräftigt die Binnennachfrage. Der Beitrag des Außenhandels ist nach wie vor positiv, wird aber kleiner werden; die wesentlichen Risiken für die deutsche Konjunktur kommen von außenwirtschaftlicher Seite.

IWH-Konjunkturbarometer Ostdeutschland: Konjunktur zieht im Winterhalbjahr dank kräftiger Inlandsnachfrage an
In den letzten Monaten des vergangenen Jahres hat sich der konjunkturelle Aufschwung in Ostdeutschland (ohne Berlin) zurückgemeldet. Nach Stagnation in den Sommermonaten ist die wirtschaftliche Aktivität im vierten Quartal trotz Einbruch der Bauproduktion gestiegen. Das Bruttoinlandsprodukt, zusammenfassender Ausdruck für die wirtschaftliche Leistung der Region, nahm nach Berechnungen des IWH in den Monaten Oktober bis Dezember gegenüber dem dritten Quartal 2010 um 0,3% und damit etwas langsamer als in Deutschland insgesamt (0,4%) zu. Für das erste Quartal des Jahres 2011 weisen die Indikatoren auf eine Verstärkung des Produktionszuwachses hin.

Abstract
Die Metropolregion Mitteldeutschland ist ein Bündnis zur Kooperation zwischen den großen Städten in den Ländern Sachsen, Sachsen-Anhalt und Thüringen. Angesichts der Vielzahl der beteiligten Städte sowie der großen Entfernungen zwischen den Städten an den Rändern und dem geographischen Zentrum der Region stellt sie einen Sonderfall innerhalb der derzeit elf in Deutschland existierenden Europäischen Metropolregionen dar. Eine Besonderheit ist auch der Umstand, dass bislang eine Festlegung des Umlands der Kernstädte fehlt. Der Beitrag untersucht die Vernetzung zwischen den beteiligten Städten anhand von Pendlerverflechtungen. Darüber hinaus werden erstmals mögliche Abgrenzungen des Umlands der Metropolregion Mitteldeutschland im Sinne einer funktionalen Stadtregion diskutiert. Es erweist sich, dass die Vernetzung innerhalb der vormaligen Metropolregion Halle/Leipzig-Sachsendreieck und der Thüringer Städtekette deutlich stärker in Erscheinung tritt als die Pendlerbeziehungen
zwischen diesen historisch gewachsenen Regionen. Als funktionale Stadtregion besäße die Metropolregion Mitteldeutschland ein weit gespanntes, jedoch eher dünn besiedeltes Umland, das nur mit den nahegelegenen Kernstädten enge Verflechtungen aufweist. Insgesamt zeigt sich, dass zwischen den traditionell einander näher stehenden Städten eine bessere Basis für Kooperationen vorhanden ist, deren verstärkte Nutzung dem Anliegen der Metropolregion Mitteldeutschland jedoch nicht zuwiderlaufen muss.

Abstract
In letzter Zeit häufen sich die Stimmen, die einen zunehmenden Verfall der öffentlichen Infrastruktur in Deutschland beklagen, wobei insbesondere der desolate Zustand zahlreicher Einrichtungen der Städte und Gemeinden sowie deren in manchen Fällen bereits erfolgte oder erwartete Schließung kritisiert wird. Fast täglich wird in den Medien über spektakuläre Einzelfälle wie den Ausfall der Berliner S-Bahn oder besonders sichtbare Probleme wie die unzureichende Beseitigung von Schlaglöchern auf den Straßen berichtet. Was sind die Gründe für diese Probleme? Lassen sich diese allein mit mehr öffentlichen Finanzmitteln – sei es auf dem Wege höherer Abgaben, sei es mit Hilfe einer Umschichtung von Mitteln – lösen?

Abstract
Die deutsche Wirtschaft hat sich im Jahr 2010 kräftig erholt. In der ersten Jahreshälfte zogen der Welthandel und in dessen Gefolge die deutschen Exporte kräftig an. Im Verlauf des Jahres wurde das Wachstum der Wirtschaft
in Deutschland aber zunehmend von der Binnennachfrage gestützt. Nicht nur die Investitionen erholten sich, auch vom privaten Konsum kamen Impulse. So liegt die Zahl der Beschäftigten zurzeit auf einem historischen Höchststand, und die Zahl der Arbeitslosen hat sich im Lauf des Jahres immer weiter zurückgebildet.
Auch mittelfristig wird das wirtschaftliche Wachstum in Deutschland verhältnismäßig hoch sein. Der deutsche Außenhandel erhält weiterhin Impulse vom Welthandel. Wesentlich wird die weitere Entwicklung allerdings von der Binnenwirtschaft bestimmt. So werden die Investitionen in der mittleren Frist deutlich expandieren. Dazu trägt bei, dass das Zinsniveau bis zum Ende des Projektionszeitraums relativ niedrig sein wird. Auch der private Konsum wird zum Wirtschaftswachstum beitragen. Die günstige Lage auf dem Arbeitsmarkt und der
hohe Beschäftigungsstand lassen die Lohnsumme kräftig zunehmen und erhöhen zudem den Grad an Beschäftigungssicherheit. Dies führt dazu, dass die privaten Haushalte ihre Konsumausgaben merklich erhöhen. Alles in allem wird das reale Bruttoinlandsprodukt im Jahr 2011 mit 2,3% und im Jahr 2012 mit 1,7% zulegen. In den Restjahren des Projektionszeitraums wird es mit 1½% steigen.

Konjunktur aktuell: Aufschwung in Deutschland geht weiter – Krisenprävention und Krisenmanagement in Europa unter Reformdruck

Abstract
Das deutsche Bruttoinlandsprodukt steigt im Jahr 2010 preisbereinigt um 3,7%. Es ist sehr wahrscheinlich, dass sich der Aufschwung in den beiden kommenden Jahren fortsetzen wird und das reale Bruttoinlandsprodukt 2011 um 2,3% und 2012 um 1,7% zulegt. Damit gelingt es der deutschen Wirtschaft, den Aufholprozess nach der weltweiten Finanzkrise als Startrampe für den Aufschwung zu nutzen. Käme es jedoch zu einer weiteren Zuspitzung der europäischen Schulden- und Vertrauenskrise oder wegen der äußerst expansiven Wirtschaftspolitik in den USA zu einem Verlust des Vertrauens in den US-Dollar, würde dies die konjunkturellen Erwartungen erheblich dämpfen. Entscheidend ist jetzt, dass die europäische Wirtschaftspolitik Krisenprävention und Krisenmanagement nachhaltig verbessert.
Die weltwirtschaftliche Erholung setzt sich fort. Die Produktion stieg in den fortgeschrittenen Volkswirtschaften bis in den Herbst 2010 hinein weiter, in den USA sogar wieder etwas beschleunigt. Auch in der Europäischen Union nahm die Produktion deutlich zu – trotz der irischen Krise und umfangreicher Sparpakete in Großbritannien und Spanien. In den meisten Schwellenländern bemühte sich die Wirtschaftspolitik schon das ganze Jahr über, eine Überhitzung zu verhindern, ohne die vielfach hohe Wachstumsdynamik zu beschädigen. Auch deswegen hat sich der Aufschwung insbesondere in Asien seit dem Frühjahr verlangsamt. Für die Wachstumszentren China und Indien sprechen aber Stimmungsindikatoren wieder für ein Anziehen der Konjunktur im Winterhalbjahr. Davon dürften die Nachbarländer, etwa die zuletzt wieder schwächelnde Konjunktur in Japan, profitieren.

Abstract
Angesichts der guten Lage der deutschen Wirtschaft werden zurzeit zwei Fragen rege diskutiert: Wie viel vom Aufschwung kommt bei den Menschen an? Und: Inwieweit kann die Wirtschaftspolitik die Lorbeeren für das unerwartet schnelle Wiedererstarken der Wirtschaft nach der großen Krise für sich beanspruchen? Die kurzen Antworten lauten: Ja, die meisten Menschen in Deutschland profitieren vom Aufschwung. Und: Dass es so schnell wieder bergauf ging, hat zwar auch etwas mit der wirtschaftspolitischen Reaktion auf die Krise zu tun, ist aber vor allem der weltwirtschaftlichen Dynamik zuzuschreiben.
