Abstract
Seit dem Jahr 1969 wird in der Bundesrepublik Deutschland das Förderinstrumentarium der Gemeinschaftsaufgabe „Verbesserung der regionalen Wirtschaftsstruktur“ angewendet. Konkret werden in strukturschwachen Regionen förderwürdige Unternehmen mit Investitionszuschüssen unterstützt, die dazu dienen sollen, nachhaltige wirtschaftliche Aktivitäten dieser Unternehmen zu initiieren. Sichergestellt werden soll dies insbesondere mit Hilfe der Bedingung, dass das Unternehmen über den so genannten überregionalen Absatz zusätzliche Einkommensströme in der strukturschwachen Region auslöst. Mit der Herstellung der Deutschen Einheit im Jahr 1990 wurde dieses Instrumentarium zu einer der wichtigsten Maßnahmen im Rahmen des „Aufbau Ost“. Wegen ihrer nach wie vor bestehenden besonderen strukturellen Schwächen genießen heute im Wesentlichen die Neuen Länder den Fördergebietshöchststatus bei der Gemeinschaftsaufgabe. Nach nunmehr 20 Jahren Anwendung in den Neuen Ländern wird die Zukunft dieses Förderinstrumentariums dennoch kontrovers diskutiert. Zur Debatte steht eine Abkehr vom Kriterium des überregionalen Absatzes. Die Befürworter der Abschaffung erhoffen sich davon, dass die Förderung dann einer breiteren Schicht von Unternehmen – insbesondere den kleineren und mittleren – zugutekäme. Auch wäre man weniger abhängig von der Weltkonjunktur, die im internationalen Exportgeschäft ein durchaus beachtliches Risiko darstellen kann. Alles in allem könnten dadurch die regionalen Kräfte gestärkt werden, auch in dem Sinne, dass über neue „regionale Identitäten“ der Selbstverbrauch regionaler Produkte und damit Einkommens- und Beschäftigungskreisläufe angeregt würden. Der vorliegende Beitrag arbeitet demgegenüber heraus, warum eine Abkehr von diesem Förderkriterium nicht erwogen werden sollte. Insbesondere in Regionen mit Einwohnerrückgang und alternder Bevölkerung ist der überregionale Absatz unabdingbar, um die regionale Kaufkraft zu stabilisieren und nicht zu einer ausschließlich transferabhängigen Wirtschaft zu werden. Zudem zeugt überregionaler Absatz von der Fähigkeit, im überregionalen Wettbewerb – auch im Sinne innovativer Aktivitäten – bestehen zu können. Das wohl wichtigste Argument aber dürfte in der Anbindung an überregionale Wissensströme liegen, mit denen „Lock-in“-Effekte vermieden werden können.

Investitionszuschüsse: Überregionalen Absatz als Förderkriterium beibehalten
Der Investitionszuschuss ist seit 1969 eines der wichtigsten Instrumente der Regionalförderung für strukturschwache Regionen in Deutschland, besonders auch im Rahmen des „Aufbau Ost“. Aktuell wird über die zukünftige Gestaltung des Investitionszuschusses kontrovers diskutiert. Kritisiert wird unter anderem, dass die Förderung nur Unternehmen zugutekommt, die ihre Produkte überregional absetzen. Eine neue Studie des Instituts für Wirtschaftsforschung Halle (IWH) zeigt: Der Vorwurf, kleine Unternehmen würden auf diese Weise von der Förderung ausgeschlossen, trifft nicht zu. Vielmehr ist die Branche entscheidend. Die Autoren plädieren für die Beibehaltung des Kriteriums des überregionalen Absatzes: Es ist einfach anzuwenden und steht im Einklang mit modernen regionalökonomischen Erkenntnissen (überregionale Wettbewerbsfähigkeit, Einbindung in überregionale Wissensnetze).

Studienanfänger immer mobiler – leiten Studiengebühren die Wanderungen?
Die Zahl der Studienberechtigten und ebenso der Studienanfänger hat sich in den letzten Jahren in Deutschland erheblich erhöht. Auch der Anteil eines Jahrganges, welcher eine Studienberechtigung erworben hat und welcher tatsächlich ein Studium beginnt, weist einen steigenden Trend auf. Dies gilt nicht zuletzt für die Bundesländer, welche in den vergangenen Jahren Studiengebühren eingeführt haben. Insofern scheint sich kein Indiz für eine negative Wirkung eines kostenpflichtigen Studiums auf die Studierneigung zu finden.

Abstract
Der Eiserne Vorhang zwischen der Bundesrepublik Deutschland und der DDR trennte nicht nur politische Systeme. Er hat auch Märkte geographisch voneinander abgegrenzt, auf denen Güter angeboten wurden, die die gleichen Bedürfnisse deckten. Dabei wirkte die innerdeutsche Grenze als künstliche Barriere für west- und ostdeutsche Unternehmen, die ansonsten natürliche Konkurrenten um die gleichen Nachfrager gewesen wären.1 So trafen mit der staatlichen Vereinigung in Deutschland die Resultate von vier Jahrzehnten separater Entwicklung in zwei Wirtschaftssystemen aufeinander, die im Wettbewerb untereinander gestanden und sich aus der Perspektive der Ordnungstheorie als Antipoden verstanden hatten: zentrale Planwirtschaft versus soziale Marktwirtschaft. Die Auswirkungen der unterschiedlichen Ordnungsprinzipien sowie die Art und Weise der Einbettung der beiden Volkswirtschaften in die internationale Arbeitsteilung und die Spezialisierungsmuster der beiden Wirtschaftsblöcke zeigten sich nicht nur in der Wirtschaftsleistung, sondern auch in den strukturellen Mustern von Produktion und Beschäftigung. Nichtsdestoweniger trafen mit der Wiederherstellung der staatlichen Einheit Deutschlands zwei relativ selbstständige Volkswirtschaften aufeinander, die zwar keine identischen Wirtschaftsstrukturen aufwiesen, aber beide in ihren Gliederungen voll ausgeprägt waren. Viele Teile waren doppelt vorhanden und mussten mit dem Wegfall der Mauer den Markttest erfahren.

Abstract
Beitrag aus "20 Jahre Deutsche Einheit: Von der Transformation zur europäischen Integration - Tagungsband". Der Aufbau Ost wurde zu Beginn der 1990er Jahre von einem großen Optimismus bezüglich der schnellen Konvergenz der innerdeutschen wirtschaftlichen Leistungsfähigkeit begleitet. Während die ostdeutsche Wirtschaft diese Erwartungen in der ersten Hälfte der 1990er Jahre zu erfüllen schien, verlangsamte sich der Aufholprozess nach 1995 deutlich. Ab dem Jahr 1997 fiel das Wachstum im Osten Deutschlands hinter das westdeutsche Niveau zurück. Weder der industrielle Sektor noch der Dienstleistungsbereich waren fähig, den Wegfall des von der Bauindustrie getriebenen Wachstums zu kompensieren.

Abstract

Juli 1990 trat zwischen der Bundesrepublik Deutschland und der Deutschen Demokratischen Republik die Wirtschafts-, Währungs- und Sozialunion in Kraft. Damit wurde drei Monate vor der politischen Vereinigung, die erst am 3. Oktober vollzogen wurde, die D-Mark als Währung in der DDR eingeführt. Die monetäre Einigung Deutschlands ging also der politischen Einigung voraus. Weniger bekannt ist heute die Tatsache, dass derselbe Tag, an dem die D-Mark in die DDR kam, gleichzeitig auch den Beginn der ersten Stufe der Europäischen Wirtschafts- und Währungsunion markierte, auf deren dritter Stufe später die D-Mark durch die neue europäische Währung, den Euro, ersetzt werden sollte. Wohl wenigen Ostdeutschen war damals bewusst, dass der Einstieg in die D-Mark gleichzeitig der Einstieg in den Ausstieg war.

Die Einführung der Deutschen Mark als Währung im vereinigten Deutschland – irreführend als Währungsunion bezeichnet – war für die ostdeutsche Wirtschaft ein Schock, von dem sie sich bis heute nicht erholt hat. Der Umtauschsatz von 1:1 bedeutete die Überbewertung des Kapitalbestands, mit der die mangelnde Wettbewerbsfähigkeit einherging. Der Schwarzmarktkurs zwischen DDR-Mark und D-Mark betrug 1990 7:1.1 Während man zunächst von einem phasenweisen Übergang wirtschaftlicher Integration ausging, an dessen Ende als Krönung die gemeinsame Währung stehen sollte, wurde die D-Mark in Ostdeutschland quasi über Nacht eingeführt. Die Frage, ob das vereinigte Deutschland überhaupt den Kriterien eines optimalen Währungsraums entspricht, wurde nicht gestellt. Die Antwort wäre sicher negativ ausgefallen. Es ist zu vermuten, dass die Konversionsrate 1:1 politischen Motiven folgte, insbesondere im Hinblick auf die Stromgrößen wie die Löhne und Gehälter, aber auch die Ersparnisse. Von der Möglichkeit einer Entschuldung wie etwa bei der der westdeutschen Währungsreform 1948 wurde kein Gebrauch gemacht. Langfristig hat sich die Vorstellung, dass sich der wirtschaftliche Integrationsprozess auf der Grundlage einer gemeinsamen Währung endogen vollziehen würde, als grober Irrtum erwiesen. Dies sollte bei der Einführung des Euro in den neuen Mitgliedsländern der Europäischen Union eine Lehre sein.

Kerstenetzky Award 2010 für Young Economists
Dipl.-Volkswirtin Katja Drechsel und Dipl.-Volkswirt Rolf Scheufele wurden bei der 30. CIRET-Konferenz vom 13. bis 16. Oktober 2010 in New York für ihre Arbeit zum Thema “Should we trust in Leading Indicators? – Evidence from the Recent Recession” mit dem Isaac Kerstenetzky Award 2010 für Young Economists (Honourable Mention) geehrt. Sie erhalten diese Aus-zeichnung auf Grundlage ihrer Arbeit zur Untersuchung der Prognosegüte von konjunkturellen Frühindikatoren in Deutschland in der Rezession 2008/2009.

Sind Innovatoren erfolgreicher als Nicht-Innovatoren? Eine empirische Analyse für das Verarbeitende Gewerbe in Deutschland

Abstract
Innovationen gelten als Triebfeder der wirtschaftlichen Entwicklung und der betrieblichen Wettbewerbsfähigkeit. Von besonderem Interesse sind Produkte, die ein Unternehmen erstmals in den Markt einführt bzw. für die das Unternehmen einen neuen Markt erschließen muss. Diese Innovationen bezeichnet man als Marktneuheiten. Aus ökonomischer Sicht stellt sich die Frage, ob Unternehmen, die solche Marktneuheiten hervorbringen, erfolgreicher sind als nicht innovierende Unternehmen. Als Erfolgsindikatoren lassen sich die Entwicklung der Beschäftigung, des Umsatzes, des Gewinns und der Ertragslage heranziehen. Die zu vergleichenden innovierenden und nicht innovierenden Unternehmen sollten aber in ihren sonstigen betrieblichen Merkmalen (wie der Größe oder Branche) auch tatsächlich miteinander vergleichbar sein. Dies wird mit einem Matching-Verfahren erreicht. Die Ergebnisse der mit dem IAB-Betriebspanel für das Verarbeitende Gewerbe durchgeführten Analyse zeigen, dass sich im Durchschnitt die innovierenden Betriebe in den Neuen Ländern im Vergleich zu nicht innovierenden Betrieben durch einen Vorsprung bei der Entwicklung von Beschäftigung und Umsatz auszeichnen. Dieser Abstand ist bei Betrieben in Ostdeutschland etwas größer als bei Betrieben in den Alten Bundesländern. Mit Blick auf die Produktivitätsentwicklung und die Ertragslage finden sich keine statistisch belastbaren Unterschiede zwischen Innovatoren und Nicht-Innovatoren. Die Ergebnisse stellen die hohe Bedeutung von Innovationen für die wirtschaftliche Entwicklung und Wettbewerbsfähigkeit nicht infrage. Sie liefern aber einen Hinweis darauf, dass – bezogen auf Marktneuheiten – auch nicht innovierende Unternehmen (zumindest mittelfristig) Wege finden, sich in ihrer betrieblichen Performance zu behaupten.
