Abstract
Arbeit ohne Sinn ruft nicht nur negative Emotionen wie Enttäuschung oder das Gefühl, ersetzbar zu sein, hervor; vielmehr wird auch die zukünftige Arbeitsmotivation der Beschäftigten beeinflusst. Eine experimentelle Studie, die auf einer realen Arbeitssituation beruht, zeigt, dass Beschäftigte einen signifikant niedrigeren Arbeitseinsatz leisten, wenn ein vorangegangenes Projekt seinen ursprünglichen Sinn verloren hat. Die Information, dass das Projekt auch einen alternativen Zweck erfüllte, kompensiert die negativen Effekte allerdings vollständig, sowohl was den Arbeitseinsatz als auch den emotionalen Zustand der Beschäftigten angeht. Unternehmen und Personalverantwortliche sollten daher die Sinnhaftigkeit von Arbeitsaufgaben klar an ihre Beschäftigten kommunizieren sowie versuchen, auch gescheiterten Projekten eine Sinnhaftigkeit beizumessen.

Aufschwung im Osten so stark wie in Deutschland insgesamt – Implikationen der Gemeinschaftsdiagnose Herbst 2017 für Ostdeutschland
Für das Jahr 2017 prognostiziert das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) einen Anstieg des ostdeutschen Bruttoinlandsprodukts mit Berlin um 1,9% (Gemeinschaftsdiagnose für Deutschland insgesamt ebenfalls 1,9%). Der gegenüber dem Jahr 2016 (2,1%) etwas schwächere Zuwachs der Produktion resultiert lediglich aus der geringeren Anzahl von Arbeitstagen. Auch im Jahr 2018 dürfte die ostdeutsche Wirtschaft mit 2,0% so kräftig wie in Deutschland insgesamt zulegen.

Gemeinschaftsdiagnose Herbst 2017: Aufschwung weiter kräftig – Anspannungen nehmen zu
Der Aufschwung der deutschen Wirtschaft hat an Stärke und Breite gewonnen. Neben den Konsumausgaben tragen nun auch das Auslandsgeschäft und die Investitionen zur Expansion bei. Das haben die an der Gemeinschaftsdiagnose beteiligten Wirtschaftsforschungsinstitute in ihrem Herbstgutachten für die Bundesregierung ermittelt. Die sehr hohe konjunkturelle Dynamik in der ersten Hälfte des laufenden Jahres wird sich zwar etwas abschwächen. Gleichwohl nimmt die Wirtschaftsleistung in diesem und im nächsten Jahr stärker zu als die Produktionskapazitäten wachsen. Im Ergebnis steigt die gesamtwirtschaftliche Auslastung, und die Wirtschaftsleistung liegt über dem Produktionspotenzial. Das Bruttoinlandsprodukt dürfte in diesem Jahr um 1,9 Prozent und im nächsten Jahr um 2 Prozent zulegen (kalenderbereinigt 2,2 bzw. 2,1 Prozent).

Abstract
Open, transparent communication across the organisation is generally associated with improved employee motivation and organisational outcomes. For supervisors, the question arises how to deal with rather inconvenient information, such as in the case of a project failure. Informing employees after significant investments of time and effort might lead to negative effects on subsequent work motivation, one could argue. To identify a causal relationship between the meaning of previously completed work and workers’ subsequent work performance, we exploited a natural working environment in which the loss of the job’s meaning occurred as a matter of fact. At the same time, it was possible to credibly guide only part of the workforce to believe in the sudden loss of meaning by conducting a controlled experiment.

Konjunktur aktuell: Gute Konjunktur in Deutschland und in der Welt
Im Frühsommer 2017 ist die konjunkturelle Dynamik in der Welt recht kräftig. Wichtige Rahmenbedingungen für die Weltwirtschaft dürften günstig bleiben: Die Zinsen werden weiterhin fast überall niedrig sein, und das im Allgemeinen ruhige Preisklima deutet darauf hin, dass von der Angebotsseite insgesamt bislang kaum Spannungen ausgehen.

When the Meaning of Work Has Disappeared: Experimental Evidence on Employees’ Performance and Emotions

Abstract
This experiment tests for a causal relationship between the meaning of work and employees’ motivation to perform well. The study builds on an existing employer–employee relationship, adding realism to the ongoing research of task meaning. Owing to an unexpected project cancelation, we are able to study how varying the information provided about the meaning of previously conducted work — without the use of deception, but still maintaining a high level of control — affects subsequent performance. We observe a strong decline in exerted effort when we inform workers about the meaninglessness of a job already done. Our data also suggests that providing a supplemental alternative meaning perfectly compensates for this negative performance effect. Individual characteristics such as reciprocal inclinations and trust prompt different reactions. The data also show that the meaning of work affects workers’ emotions, but we cannot establish a clear relationship between emotional responses and performance.

Abstract
Ample evidence indicates that a person’s human capital is important for success on the labor market in terms of both wages and employment prospects. However, unlike the efforts to identify the impact of school attainment on labor-market outcomes, the literature on returns to cognitive skills has not yet provided convincing evidence that the estimated returns can be causally interpreted. Using the PIAAC Survey of Adult Skills, this paper explores several approaches that aim to address potential threats to causal identification of returns to skills, in terms of both higher wages and better employment chances. We address measurement error by exploiting the fact that PIAAC measures skills in several domains. Furthermore, we estimate instrumental-variable models that use skill variation stemming from school attainment and parental education to circumvent reverse causation. Results show a strikingly similar pattern across the diverse set of countries in our sample. In fact, the instrumental-variable estimates are consistently larger than those found in standard least-squares estimations. The same is true in two “natural experiments,” one of which exploits variation in skills from changes in compulsory-schooling laws across U.S. states. The other one identifies technologically induced variation in broadband Internet availability that gives rise to variation in ICT skills across German municipalities. Together, the results suggest that least-squares estimates may provide a lower bound of the true returns to skills in the labor market.

Abstract
In this paper we study the relationship between task complexity and the occupational wage- and employment structure. Complex tasks are defined as those requiring higher-order skills, such as the ability to abstract, solve problems, make decisions, or communicate effectively. We measure the task complexity of an occupation by performing Principal Component Analysis on a broad set of occupational descriptors in the Occupational Information Network (O*NET) data. We establish four main empirical facts for the U.S. over the 1980–2005 time period that are robust to the inclusion of a detailed set of controls, subsamples, and levels of aggregation: (1) There is a positive relationship across occupations between task complexity and wages and wage growth; (2) Conditional on task complexity, routine-intensity of an occupation is not a significant predictor of wage growth and wage levels; (3) Labor has reallocated from less complex to more complex occupations over time; (4) Within groups of occupations with similar task complexity labor has reallocated to non-routine occupations over time. We then formulate a model of Complex-Task Biased Technological Change with heterogeneous skills and show analytically that it can rationalize these facts. We conclude that workers in non-routine occupations with low ability of solving complex tasks are not shielded from the labor market effects of automatization.

Auch der Osten ist im moderaten Aufschwung – Implikationen der Gemeinschaftsdiagnose Frühjahr 2017 für Ostdeutschland
Für das Jahr 2017 prognostiziert das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) einen Anstieg des ostdeutschen Bruttoinlandsprodukts mit Berlin um 1,7% (Gemeinschaftsdiagnose für Deutschland insgesamt: 1,5%). Maßgeblicher Treiber ist wie in Deutschland insgesamt die Binnennachfrage. Insbesondere profitiert die Wirtschaft von der hohen Dynamik in Berlin und Sachsen. Die Produktion pro Einwohner bzw. Einwohnerin dürfte in diesem Jahr im Osten wohl erneut etwas schneller als im Westen steigen; somit setzt sich die Tendenz kleiner Fortschritte bei der ökonomischen Konvergenz fort.
