Start-up Competitions as an Instrument of Entrepreneurship Policy: The German Experience

Abstract
The number of aspiring entrepreneurs in high-tech industries who successfully complete the transition from a nascent start-up project towards an operational new venture is comparatively low in Germany. Since the mid-1990s, policy-makers have initiated numerous start-up competitions (SUCs or business plan competitions) to facilitate this important step in the venture creation process. SUCs have two key objectives. They are aimed at increasing start-up activity by motivating potential entrepreneurs, while they should also help to increase the likelihood of subsequent entrepreneurial success through providing necessary entrepreneurial skills to prospective entrepreneurs. With our explorative study, we provide the first comprehensive empirical evidence from a cross-sectional survey of existing SUCs in Germany. Overall, 71 SUCs are identified which are analysed regarding their development, regional distribution, and main structural characteristics. Finally, we outline an agenda of future research questions concerning the effectiveness and efficiency of SUCs as an instrument of entrepreneurship policy.

Establishment Exits in Germany: The Role of Size and Age

Abstract
Using comprehensive data for West Germany, this paper investigates the determinants of establishment exit. We find that between 1975 and 2006 the average exit rate has risen considerably. In order to test various “liabilities” of establishment survival identified in the literature, we analyzed the impact of establishment size and put a special focus on differences between young and mature establishments. Our empirical analysis shows that the mortality risk falls with establishment size, which confirms the liability of smallness. The probability of exit is substantially higher for young establishments which are not more than 5 years old, thus confirming the liability of newness. There also exists a liability of aging since exit rates first decline over time, reaching a minimum at ages 15–18, and then rise again somewhat. The determinants of exit differ substantially between young and mature establishments, suggesting that young establishments are more vulnerable in a number of ways.

A Control Group Study of Incubators’ Impact to Promote Firm Survival

Abstract
It is widely unclear as to whether start-up firms supported by publicly-initiated incubator initiatives have higher survival rates than comparable start-up firms that have not received support by such initiatives. This paper contributes to the underlying discussion by performing a large-scale matched-pairs analysis of the long-term survival of 371 incubator firms (after their graduation) from five German incubators and a control group of 371 comparable non-incubated firms. The analysis covers a 10-year time span. To account for the problem of selection bias, a non-parametric matching approach is applied to identify an appropriate control group. For neither of the five incubator locations, we find statistically significant higher survival probabilities for firms located in incubators compared to firms located outside those incubator organizations. For three incubator locations the analysis reveals statistically significant lower chances of survival for those start-ups receiving support by an incubator. The empirical results, therefore, raise some doubts regarding the impacts of incubation on long-term firm survival.

Abstract
Welche Faktoren beeinflussen maßgeblich die Wahrscheinlichkeit, dass potenzielle bzw. werdende Unternehmensgründer (nascent entrepreneurs) ihre Gründungsabsicht tatsächlich umsetzen? Hierüber ist bislang kaum etwas bekannt. Das Wissen um die zentralen Einflussfaktoren ist jedoch von hoher Relevanz für die Ausgestaltung eines wirtschaftspolitischen Förderinstrumentariums. Existierende Studien legen einen Fokus auf personenspezifische Merkmale, lassen jedoch die regionale Komponente weitgehend unberücksichtigt. Ausgehend von der Annahme, dass Entrepreneurship stark ortsgebunden stattfindet, argumentiert der Beitrag, dass die Triebkräfte des Übergangs von nascent entrepreneurs zur faktischen Unternehmensgründung in regionalen Rahmenbedingungen (regional entrepreneurial opportunities) zu suchen sind. Diese Annahme wird anhand eines Datensatzes von 103 werdenden Gründern der deutschen Biotechnologiebranche empirisch überprüft. Dabei wird zugleich ein neues Maß der Erfassung von nascent entrepreneurs eingeführt. Dieses umfasst Akteure, die aktiv an einem oder mehreren Gründerwettbewerben teilgenommen haben und in mindestens einem Fall als Preisträger daraus hervorgegangen sind (award-winning nascent entrepreneurs). Unter Berücksichtigung technologischer und personenspezifischer Faktoren bestätigt das ökonometrische Modell in hohem Maße die aufgestellten Hypothesen. Demnach wird die Wahrscheinlichkeit, vom potenziellen zum tatsächlichen Gründer zu werden, stark von allgemeinen wie auch spezifischen regionalen Rahmenbedingungen beeinflusst. Zudem kann der Einfluss einer regionalen Gründerkultur bzw. eines positiven Gründerklimas auf die Übergangswahrscheinlichkeit nachgewiesen werden.

Effects of Entrepreneurship Education at Universities

Abstract
This study analyzes the impact of entrepreneurship education at universities on the intentions of students to become entrepreneurs or self-employed in the short-term (immediately after graduation) and in the long-term (five years after graduation). A difference-in-differences approach is applied that relates changes in entrepreneurial intentions to changes in the attendance of entrepreneurship classes in the same period. To account for a potential bias due to self-selection into entrepreneurship classes, only individuals having no prior entrepreneurial intentions are analyzed. Our results indicate a stimulating effect of entrepreneurship education on students’ intentions to become entrepreneurs or self-employed in the long-term but a discouraging effect on their intentions in the short-term. These results support the conjecture that entrepreneurship education provides more realistic perspectives on what it takes to be an entrepreneur, resulting in ‘sorting’. Overall, the results indicate that entrepreneurship education may improve the quality of labor market matches, the allocation of resources and talent, and increase social welfare. Not distinguishing between short- and long-term intentions may lead to misleading conclusions regarding the economic and social impact of entrepreneurship education.

The Impact of Firm and Industry Characteristics on Small Firms’ Capital Structure

Abstract
We study the impact of firm and industry characteristics on small firms’ capital structure, employing a proprietary database containing financial statements of Dutch small and medium-sized enterprises (SMEs) from 2003 to 2005. The firm characteristics suggest that the capital structure decision is consistent with the pecking-order theory: Dutch SMEs use profits to reduce their debt level, and growing firms increase their debt position since they need more funds. We further document that profits reduce in particular short-term debt, whereas growth increases long-term debt. We also find that inter- and intra-industry effects are important in explaining small firms’ capital structure. Industries exhibit different average debt levels, which is in line with the trade-off theory. Furthermore, there is substantial intra-industry heterogeneity, showing that the degree of industry competition, the degree of agency conflicts, and the heterogeneity in employed technology are also important drivers of capital structure.

Abstract
Inspiriert durch die Beispiele westlicher Staaten sind Technologie-, Gründer- und Innovationszentren (TGZ) auch in mittel- und osteuropäischen (MOE-)Ländern aus dem Spektrum wirtschaftspolitischer Maßnahmen nicht mehr wegzudenken. Die Errichtung von TGZ in MOE-Ländern folgt der generellen Annahme, dass diese als
zentrale Katalysatoren hin zu einer mittelstands- und existenzgründungsbasierten Restrukturierung ökonomischer Systeme fungieren können. Neben der Unterstützung von Unternehmensgründungen und kleinen und mittleren Unternehmen wird von TGZ außerdem beispielsweise erwartet, dass sie den regionalen Wissens- und Technologietransfer beschleunigen. Gegenwärtig ist nicht bekannt, inwiefern TGZ in MOE-Ländern den verschiedenen Facetten ihres Auftrags gerecht werden. Um diesbezüglichen Untersuchungen eine Datengrundlage bereitzustellen, hat das IWH im Rahmen der Aktualisierung der IWH-TGZ-Datenbank eine Erweiterung auf ausgewählte MOELänder vorgenommen: Polen, die Tschechische Republik, die Slowakei sowie Lettland, Estland und Litauen. Der Beitrag stellt erste Ergebnisse dieser Erhebungswelle vor.

The Internationalization of Science and Its Influence on Academic Entrepreneurship

Abstract
We examine whether scientists employed in foreign countries and foreign-educated native researchers are more “entrepreneurial” than their “domestic” counterparts. We conjecture that foreign-born and foreign-educated scientists possess broader scientific skills and social capital, which increases their likelihood that they will start their own companies. To test this hypothesis we analyze comprehensive data from researchers at the Max Planck Society in Germany. Our findings provide strong support for the conjecture that academic entrepreneurship can be stimulated by facilitating the mobility of scientists across countries.

Abstract
Within incubator-incubation research, there is a predominant focus on incubator organizations located in industrialized or developed economies. Knowledge regarding the evolution of incubators located in transition economies is almost non-existent. However, meanwhile a significant number of incubators have been established since the fall of the iron curtain in many Central and Eastern European (CEE) countries as well. Here, the present paper sets in through providing evidence on the development, distribution and structural characteristics of incubators in six selected CEE countries (Poland, Czech Republic, Slovakia, Lithuania, Estonia and Latvia). We show that incubator organizations have become a central element of support infrastructure for SME and entrepreneurship in CEE countries during the past 20 years. We further argue that by drawing upon the accumulated experience with incubators in developed Western (European) economies, there are important lessons to be learned for incubator stakeholders in transition economies. We, therefore, outline particular suggestions considered to be vital for long-term successful incubation processes in transition economies.

Incubating an Illusion? Long-term Incubator Firm Performance after Graduation

Abstract
Local economic development policies worldwide perceive business incubation as an effective measure to promote regional growth through the support of young and innovative ventures. The common assumption is that incubation promotes firm growth, in particular after these firms graduated from their incubator organizations. This article investigates the long-term performance of 324 graduate firms from five German business incubators (incubated between 1990 and 2006) after they have (successfully) completed their incubation. The present study does not suffer from a survivor bias, meaning that performance data of non-surviving firms is also included. Using employment and sales measures as performance indicators, this study contributes to our knowledge with regard to long-term incubator firm performance after graduation. While in the first years after graduation there is significant growth of formerly incubated firms, further results do not support the presumption of continuous firm growth beyond incubation. A minority of graduate firms exhibits a strong increase in performance, but the majority of firms do not experience considerable growth.
