Who Benefits from Place-based Policies? Evidence from Matched Employer-Employee Data

Abstract
We study the wage and employment effects of a German place-based policy using a research design that exploits conditionally exogenous EU-wide rules governing the program parameters at the regional level. The place-based program subsidizes investments to create jobs with a subsidy rate that varies across labor market regions. The analysis uses matched data on the universe of establishments and their employees, establishment-level panel data on program participation, and regional scores that generate spatial discontinuities in program eligibility and generosity. These rich data enable us to study the incidence of the place-based program on different groups of individuals. We find that the program helps establishments create jobs that disproportionately benefit younger and less-educated workers. Funded establishments increase their wages but, unlike employment, wage gains do not persist in the long run. Employment effects estimated at the local area level are slightly larger than establishment-level estimates, suggesting limited spillover effects. Using subsidy rates as an instrumental variable for actual subsidies indicates that it costs approximately EUR 25,000 to create a new job in the economically disadvantaged areas targeted by the program.

Employment Effects of Investment Grants and Firm Heterogeneity – Evidence from a Staggered Adoption Approach

Abstract
This study estimates the firm-level employment effects of investment grants in Germany. In addition to the average treatment effect on the treated, we examine discrimination in the funding rules as potential source of effect heterogeneity. We combine a staggered difference-in-differences approach that explicitly models variations in treatment timing with a matching procedure at the cohort level. The findings reveal a positive effect of investment grants on employment development in the full sample. The subsample analysis yields strong evidence for heterogeneous effects based on firm characteristics and the economic environment. This can help to improve the future design of the program.

Multidimensional Well-being and Regional Disparities in Europe

Abstract
Using data from the OECD Regional Well-Being Index – a set of quality-of-life indicators measured at the sub-national level – we construct a set of composite well-being indices. We analyze the extent to which the choice of five alternative aggregation methods affects the well-being ranking of regions. We find that regional inequality in these composite measures is lower than regional inequality in real GDP per capita. For most aggregation methods, the rank correlation across regions appears to be quite high. It is also shown that using alternative indices instead of GDP per capita would only have a small effect on the set of regions eligible for aid from EU Structural Funds. The exception appears to be an aggregation based on how individual dimensions relate to average life satisfaction across regions, which would substantially change both the ranking of regions and which regions would be eligible for EU funds.

Abstract
German Fiscal Federalism is characterized by a high degree of fiscal equalization which lowers the efficiency of local tax administration. Currently, a reform of the fiscal equalization scheme is on the political agenda. One option is to grant federal states the right to raise surtaxes on statutory tax rates set by the central government in order to reduce the equalization rate. In such an environment, especially those federal states with lower economic performance would have to raise comparatively high surtaxes. With capital mobility, this could further lower economic performance and thus tax revenues. Although statutory tax rates are so far identical across German federal states, corporate tax burden differs for several reasons. This paper tries to identify the impact of such differences on firm location. As can be shown, effective corporate taxation did seemingly not have a significant impact on firm location across German federal states.

Parent Universities and the Location of Academic Startups

Abstract
Academic startups are thought to locate in their parent university’s home region because geographic proximity to a university facilitates access to academic knowledge and resources. In this paper we analyze the importance of a different channel, namely social ties between academic entrepreneurs and university researchers, for the access to academic knowledge and resources, and therefore for the location of the startups. We employ unique data on academic startups from regions with more than one university and find that only the parent university influences academic entrepreneurs’ decisions to stay in the region while other universities in the same region play no role. Our findings suggest that geographic proximity to a university may not per se guarantee access to knowledge and resources; social contacts are additionally required. The importance of social ties implies that academic knowledge and resources are not necessarily local public goods. This holds implications for universities’ role in stimulating regional development.

Abstract
The topic of this special issue refers to the observation that many larger and middle-sized cities dispose of a considerable potential of institutions creating and disseminating knowledge. This kind of endowment seems to be especially valuable in an upcoming knowledge-based economy. Recent strategic concepts and inter-city competitions referring to ‘knowledge-based urban development’, ‘knowledge city’, ‘creative city’, ‘science city’ or ‘entrepreneurial university’ indicate that urban planners and politicians are beginning to search for strategies to take advantage and to make use of this potential. The papers in this special issue a) present case studies of cities trying to activate their knowledge resources for local economic growth, b) deal with regulatory barriers and problems for cities applying ‘knowledge city’ strategies, c) analyze the university support for entrepreneurial activities, and d) discuss some implications of ‘knowledge city’ strategies for architecture and urban planning.

Abstract
Der vorliegende Beitrag betrachtet zum einen die grundlegenden Investitionsmotive multinationaler Investoren in Ostdeutschland. Zum anderen wird
untersucht, wie diese Investoren die Qualität ausgewählter Standortfaktoren in den Neuen Ländern bewerten. Im Gegensatz zu bisherigen Studien wird die Heterogenität multinationaler Unternehmen in der Analyse eingehend berücksichtigt. Die Untersuchung basiert auf der dritten Befragungswelle der IWH-FDI-Mikrodatenbank aus dem Jahr 2009, die eine repräsentative und umfangreiche Stichprobe multinationaler Investoren in der ostdeutschen Wirtschaft bietet. Die Ergebnisse belegen einen Paradigmenwechsel in der relativen Bedeutung grundlegender Investitionsmotive im Laufe der Transformation in den Neuen Ländern. Seit Mitte der 1990er Jahre ziehen sie verstärkt Investoren an, die auf die Produktdiversifikation oder technologische Vorteile abzielen, statt primär auf Kostenvorteile bei den Produktionsfaktoren oder die Ausdehnung ihrer bestehenden Produktion zu setzen. Dabei unterscheidet sich die Bedeutung der Investitionsmotive in Abhängigkeit vom Herkunftsland, der Art des Markteintritts und dem Wirtschaftszweig des multinationalen Investors. Was die Bewertung der gegebenen Standortfaktoren aus Sicht der Investoren betrifft, so schneidet die Qualität des soziokulturellen Umfelds am besten ab, gefolgt von Faktoren im Zusammenhang mit dem Potenzial für technologische Kooperationen, dem Angebot an Arbeitskräften sowie der Verfügbarkeit staatlicher Förderung. Auch in der Bewertung der Standortfaktoren zeigt sich, dass signifikante Unterschiede in Abhängigkeit vom Herkunftsland, aber auch je nach dem vorrangigen Investitionsmotiv des Investors bestehen. Abschließend identifiziert der Beitrag politischen Handlungsbedarf auf den Feldern Fachkräfteangebot sowie Technologie- und Investitionsförderung, um den Wirtschaftsstandort Neue Länder nachhaltig zu sichern.

Es wird überprüft, welches Qualitätsprofil die am Standort Berlin konzentrierten Wissenschaftseinrichtungen aufweisen und welche strategischen Schritte die Berliner Wissenschaftspolitik zugunsten einer Schärfung des wissenschaftlichen Profils der Wissenschaftseinrichtungen am Standort unternommen hat.

Abstract
Der Begriff Offshoring bezeichnet die (zumindest teilweise) Geschäftsverlagung nach Übersee bzw. den Einkauf ehemals unternehmenseigener Dienstleistungen aus Entwicklungsländern. Heute sind Offshoring-Aktivitäten vor allem bei Dienstleitungen interessant, welche digitale Verarbeitungsprozesse beinhalten. Auch Unternehmensleistungen mit niedrigen Transaktionskosten bzw. Aktivitäten wo andere Länder Standortvorteile aufweisen eignen sich für Offshoring. Allerdings sind die Möglichkeiten des Offshoring auch immer individuell vom Unternehmen selbst sowie vom entsprechenden Rechtssystem des Landes abhängig.
