Abstract
We find that Federal Reserve Bank presidents’ regional bias in their dissenting interest rate votes in the Federal Open Market Committee follows an electoral cycle. Presidents put more weight on their district’s economic environment during the year prior to their (re-)election relative to nonelection years.

Abstract
Angesichts der teilweise prekären Finanzlage deutscher Kommunen gelten freiwillige Kooperationen im Kommunalbereich als mögliche Alternative, z. B. zu politisch heiklen Gebietsreformen, um Kostenersparnisse zu realisieren. Die Ergebnisse einer Effizienzstudie des IWH (in Kooperation mit der Universität Kassel) zeigen am Beispiel der hessischen kommunalen Abwasserentsorgung allerdings, dass sich nicht jede Form der kommunalen Zusammenarbeit bzw. Arbeitsteilung günstig auf die Effizienz der Leistungserstellung auswirken muss. Insbesondere die verbreitete Teilzweckverbandslösung schneidet hier eher ungünstig ab. Weitere Ergebnisse zeigen neben einem erheblichen Effizienzsteigerungspotenzial auch eine weitgehende Ausschöpfung von Größenvorteilen. Daneben bestätigt sich außerdem der erhebliche Einfluss demographischer und siedlungsstruktureller Faktoren für die effiziente Abwassersammlung und -behandlung.

(De-)Centralization and Voter Turnout: Theory and Evidence from German Municipalities

Abstract
A vast academic literature illustrates that voter turnout is affected by the institutional design of elections (e.g., compulsory voting, electoral system, postal or Sunday voting). In this article, we exploit a simple Downsian theoretical framework to argue that the institutional framework of public good provision – and, in particular, the distribution of political and administrative competences across government levels – likewise affects voters’ turnout decisions by influencing the expected net benefit of voting. Empirically, we exploit the institutional variation across German municipalities to test this proposition, and find supportive evidence.

Sharing Competences: The Impact of Local Institutional Settings on Voter Turnout

Abstract
Institutions are common predictors of voter turnout. Most research in this field focuses on cross-country comparisons of voting systems, like the impact of compulsory voting or registration systems. Fewer efforts have been devoted to understand the role of local institutions and their impact on political participation. Especially the impact of divided competences in relation to public good provision and its impact on voter turnout has been widely ignored. In the present paper, we analyze the effects of different institutional settings for inter-municipal cooperation on voter turnout. We use data from local elections in Germany, held in 2003 and 2004. Overall, we analyze aggregate voter turnout of 1661 municipalities and find strong evidence for our hypothesis that local institutional settings are influential in this context. Further, our results indicate that the better competences correspond to the spatial dimension of local public goods, the higher should be the voter turnout.

A Game Theoretic Analysis of the Conditions of Knowledge Transfer by New Employees in Companies

Abstract
The availability of knowledge is an essential factor for an economy in global competition. Companies realise innovations by creating and implementing new knowledge. Sources of innovative ideas are partners in the production network but also new employees coming from another company or academia. Based on a model by HECKATHORN (1996) the conditions of efficient knowledge transfer in a team are analysed. Offering knowledge to a colleague can not be controlled directly by the company due to information asymmetries. Thus the management has to provide incentives which motivate the employees to act in favour of the company by providing their knowledge to the rest of the team and likewise to learn from colleagues. The game theoretic analysis aims at investigating how to arrange these incentives efficiently. Several factors are relevant, especially the individual costs of participating in the transfer. These consist mainly of the existing absorptive capacity and the working atmosphere. The model is a 2x2 game but is at least partly generalised on more players. The relevance of the adequate team size is shown: more developers may increase the total profit of an innovation
(before paying the involved people) but when additional wages are paid to each person a greater team decreases the remaining company profit. A further result is
that depending on the cost structure perfect knowledge transfer is not always best for the profit of the company. These formal results are consistent with empirical studies to the absorptive capacity and the working atmosphere.
