"The Good News about Bad News": Information about Past Organisational Failure and its Impact on Worker Productivity

Abstract
Failure in organisations is a very common phenomenon. Little is known about whether past failure affects workers’ subsequent performance. We conduct a field experiment in which we follow up a failed mail campaign to attract new volunteers with a phone campaign pursuing the same goal. We recruit temporary workers to carry out the phone campaign and randomly assign them to either receive or not receive information about the previous failure and measure their performance. We find that informed workers perform better – in terms of both numbers dialed (about 14% improvement) and completed interviews (about 20% improvement) – regardless of whether they had previously worked on the failed mail campaign. Evidence from a second experiment with student volunteers asked to support a campaign to reduce food waste suggests that the mechanism behind our finding relates to contextual inference: Informing workers/volunteers that they are pursuing a goal that is hard to attain seems to add meaning to the work involved, leading them to exert more effort.

Abstract
We empirically analyse whether television (TV) can influence entrepreneurial identity and incidence. To identify causal effects, we utilise a quasi-natural experiment setting. During the division of Germany after WWII into West Germany with a free-market economy and the socialistic East Germany with centrally-planned economy, some East German regions had access to West German public TV that – differently from the East German TV – transmitted images, values, attitudes and view of life compatible with the free-market economy principles and supportive of entrepreneurship. We show that during the 40 years of socialistic regime in East Germany entrepreneurship was highly regulated and virtually impossible and that the prevalent formal and informal institutions broke the traditional ties linking entrepreneurship to the characteristics of individuals so that there were hardly any differences in the levels and development of entrepreneurship between East German regions with and without West German TV signal. Using both, regional and individual level data, we show then that, for the period after the Unification in 1990 which made starting an own business in East Germany, possible again, entrepreneurship incidence is higher among the residents of East German regions that had access to West German public TV, indicating that TV can, while transmitting specific images, values, attitudes and view of life, directly impact on the entrepreneurial mindset of individuals. Moreover, we find that young individuals born after 1980 in East German households that had access to West German TV are also more entrepreneurial. These findings point to second-order effects due to inter-personal and inter-generational transmission, a mechanism that can cause persistent differences in the entrepreneurship incidence across (geographically defined) population groups.

In diesem Beitrag wird geprüft, ob ein höheres Maß an Finanzmarktwissen auch einen Einfluss auf die Entscheidung hat, sich selbstständig zu machen. Dieser Zusammenhang wird auf der Basis von Umfragedaten für Deutschland empirisch bestätigt.

Financial Literacy and Self-employment

Abstract
In this paper, we study the relationship between financial literacy and self-employment. We use established financial knowledge-based questions to measure financial literacy levels. The analysis shows a highly significant correlation between selfemployment and financial literacy scores. To investigate the impact of financial literacy on being self-employed, we apply instrumental variable techniques based on information on economic education before entering the labour market and education of parents. Our results reveal that financial literacy positively affects the probability of being self-employed. As financial literacy is acquirable, findings suggest that entrepreneurial activities may be raised via enhancing financial knowledge.

Returns to Skills around the World: Evidence from PIAAC

Abstract
Existing estimates of the labor-market returns to human capital give a distorted picture of the role of skills across different economies. International comparisons of earnings analyses rely almost exclusively on school attainment measures of human capital, and evidence incorporating direct measures of cognitive skills is mostly restricted to early-career workers in the United States. Analysis of the new PIAAC survey of adult skills over the full lifecycle in 23 countries shows that the focus on early-career earnings leads to underestimating the lifetime returns to skills by about one quarter. On average, a one-standard-deviation increase in numeracy skills is associated with an 18 percent wage increase among prime-age workers. But this masks considerable heterogeneity across countries. Eight countries, including all Nordic countries, have returns between 12 and 15 percent, while six are above 21 percent with the largest return being 28 percent in the United States. Estimates are remarkably robust to different earnings and skill measures, additional controls, and various subgroups. Instrumental-variable models that use skill variation stemming from school attainment, parental education, or compulsory-schooling laws provide even higher estimates. Intriguingly, returns to skills are systematically lower in countries with higher union density, stricter employment protection, and larger public-sector shares.

Abstract
Administrative data from a large and diverse community college are used to examine if underrepresented minority students benefit from taking courses with underrepresented minority instructors. To identify racial interactions we estimate models that include both student and classroom fixed effects and focus on students with limited choice in courses. We find that the performance gap in terms of class dropout rates and grade performance between white and underrepresented minority students falls by 20 to 50 percent when taught by an underrepresented minority instructor. We also find these interactions affect longer term outcomes such as subsequent course selection, retention, and degree completion.

Abstract
This study analyzes the impact of entrepreneurship education at universities on the intentions of students to become entrepreneurs or self-employed in the short-term (immediately after graduation) and in the long-term (five years after graduation). A difference-in-differences approach is applied that relates changes in entrepreneurial intentions to changes in the attendance of entrepreneurship classes in the same period. To account for a potential bias due to self-selection into entrepreneurship classes, only individuals having no prior entrepreneurial intentions are analyzed. Our results indicate a stimulating effect of entrepreneurship education on students’ intentions to become entrepreneurs or self-employed in the long-term but a discouraging effect on their intentions in the short-term. These results support the conjecture that entrepreneurship education provides more realistic perspectives on what it takes to be an entrepreneur, resulting in ‘sorting’. Overall, the results indicate that entrepreneurship education may improve the quality of labor market matches, the allocation of resources and talent, and increase social welfare. Not distinguishing between short- and long-term intentions may lead to misleading conclusions regarding the economic and social impact of entrepreneurship education.

Abstract
Am 20. und 21. Oktober 2011 fand zum achten Mal der gemeinsame Workshop des IWH und des Instituts für Arbeitsmarkt- und Berufsforschung (IAB) in Halle (Saale) statt. Das diesjährige Leitthema befasste sich mit der Qualität der Arbeit im Wandel. Ein Grund für die Wahl des Schwerpunktthemas war, dass sich seit einiger Zeit auf dem Arbeitsmarkt ein Trend zu sinkenden Arbeitslosenzahlen abzeichnet. Dies wird oft als Beleg einer erfolgreichen Arbeitsmarktpolitik gewertet. Der Fokus auf rein quantitative Aspekte vernachlässigt allerdings die Qualität von Beschäftigung. In den letzten Jahren ist zugleich die Rede von einem Wandel der Arbeitswelt. Dabei wird (Erwerbs-)Arbeit in der Arbeitsmarktforschung nicht nur unter den Gesichtspunkten Einkommen,
Beschäftigungssicherheit und Aufstiegsmöglichkeiten betrachtet. Zunehmend rücken auch Aspekte wie die Sinnhaftigkeit von Tätigkeiten, Work-Life-Balance, Selbstverwirklichung, Autonomie und Arbeitszufriedenheit in den Mittelpunkt.

The Transition to Post-industrial BMI Values among US Children

Abstract
The trend in the BMI values of US children has not been estimated very convincingly because of the absence of longitudinal data. Our objective is to estimate time series of BMI values by birth cohorts instead of measurement years. We use five regression models to estimate the BMI trends of non-Hispanic US-born black and white children and adolescents ages 2-19 between 1941 and 2004. The increase in BMIZ values during the period considered was 1.3 (95% CI: 1.16; 1.44) among black girls, 0.8 for black boys, 0.7 for white boys, and 0.6 for white girls. This translates into an increase in BMI values of some 5.6, 3.3, 2.4, and 1.5 units, respectively. While the increase in BMI values started among the birth cohorts of the 1940s among black girls, the rate of increase tended to accelerate among all four ethnic/gender groups born in the mid-1950s to early-1960s. Some regional evidence leads to the conjecture that the spread of automobiles and radios affected the BMI values of boys already in the interwar period. We suppose that the changes in lifestyle associated with the labor saving technological developments of the 20th century are associated with the weight gains observed. Abstract
Die Nutzung des Internet und der internetbasierten Dienstleistungen zu Informations- und Kommunikationszwecken ist bereits in vielen mittleren und größeren Unternehmen in Deutschland selbstverständlich geworden. Für andere mittelständische Unternehmen (KMU) stellt die Anwendung des Internets eine Herausforderung dar, der sie sich kaum mehr entziehen können, wollen sie nicht Gefahr laufen, ihre im Wettbewerb erlangte Position einzubüßen. Das von der Europäischen Union und dem Land Nordrhein-Westfalen geförderte ADAPT2-Projekt „Das Internet strategisch richtig nutzen“ untersucht die Wirkung von Maßnahmen, die die KMU beim Einstieg in das Internet begleiten sollen. Es geht der Frage nach der Notwendigkeit staatlicher Förderung solcher Maßnahmen nach und liefert Anhaltspunkte für ihre inhaltlich zweckmäßige und quantitativ angemessene Ausgestaltung. Demonstriert werden Möglichkeiten und Ergebnisse der Unterstützung einer Gruppe kleiner und mittlerer nordrhein-westfälischer Maschinenbauunternehmen. Die Leitung des Projekts lag bei der ZENIT GmbH, Mülheim a.d. Ruhr; seine Durchführung erfolgte in Zusammenarbeit mit dem Europäischen Institut für Internationale Wirtschaftsbeziehungen (EIIW) an der Universität Potsdam. Dort erfolgte auch die Projektevaluation, welche sich im wesentlichen auf die Befragung sowohl der teilnehmenden Unternehmen gegen Ende der Förderung wie auch einer Gruppe von nichtteilnehmenden Unternehmen stützt. Es zeigte sich, daß geeignete Begleitmaßnahmen für die beteiligten KMUs
hilfreich waren; zudem zeigt sich weiterer Forschungs- und Beratungsbedarf.
