Wirkung kommunaler Investitionen in die Tourismusinfrastruktur am Beispiel Sachsens

Abstract
Nach 1990 erfolgten in allen Neuen Ländern der Bundesrepublik Deutschland massive Investitionen in die touristische Infrastruktur. Dabei wurden sowohl das Ziel der Erhaltung bzw. Wiedererlangung der Wettbewerbsfähigkeit traditioneller Tourismusgebiete als auch die Unterstützung eines dienstleistungsorientierten Strukturwandels in de-industrialisierten Regionen verfolgt. Ein Großteil dieser Investitionen wurde aus Mitteln des Programms der Gemeinschaftsaufgabe zur Verbesserung der regionalen Wirtschaftsstruktur, insbesondere der kommunalen wirtschaftsnahen Infrastruktur (GA-Infra) gefördert. Der vorliegende Beitrag untersucht die Wirkung derart geförderter Investitionen in die touristische Infrastruktur auf die Beschäftigung im Gastgewerbe in Sachsen auf der Ebene der Kommunen. Dabei zeigt sich, dass für bestimmte Investitionsarten für den Zeitraum von 2000 bis 2007 tatsächlich eine positive Korrelation mit der Entwicklung im Gastgewerbe bestand. Diese ist jedoch an bestimmte Voraussetzungen gebunden, z. B. das Vorhandensein komplementärer Faktoren und einer bereits bestehenden touristischen Tradition.

Cross-border Exposures and Financial Contagion

Abstract
Integrated financial markets provide opportunities for expansion and improved risk sharing, but also pose threats of contagion risk through cross-border exposures. This paper examines cross-border contagion risk over the period 1999–2006. To that purpose we use aggregate cross-border exposures of 17 countries as reported in the Bank for International Settlements Consolidated Banking Statistics. We find that a shock that affects the liabilities of one country may undermine the stability of the entire financial system. Particularly, a shock wiping out 25% (35%) of US (UK) cross-border liabilities against non-US (non-UK) banks could lead to bank contagion eroding at least 94% (45%) of the recipient countries' banking assets. We also find that since 2006 a shock to Eastern Europe, Turkey and Russia affects most countries. Our simulations also reveal that the ‘speed of propagation of contagion’ has increased in recent years resulting in a higher number of directly exposed banking systems. Finally, we find that contagion is more widespread in geographical proximities.

Abstract
Worker remittances constitute an increasingly important channel for the
transfer of resources to developing countries. Behind foreign direct investment,
remittances are the second-largest source of external funding for developing countries. Yet, literature on worker remittances has traditionally focused on the impact of remittances on income distribution within countries, on the determinants of remittances at a micro-level, or on the effects of migration and remittances for specific countries or regions. Macroeconomic determinants and effects of remittances have received more attention only recently. Hence, the focus of this paper is on the macroeconomic determinants of remittances and on differences in these determinants between remittances and other capital flows. We find that
remittances respond more to demographic variables while private capital
flows respond more to macroeconomic conditions.

Abstract
The paper takes a fresh look at the governance of the most important macroeconomic objectives: price stability and full employment. On the basis of a post-Keynesian market constellations approach, the necessity and institutional requirements of the coordination of macroeconomic policy areas in general and an optimal central bank setting in particular are analysed, and an amelioration of monetary policy of the neo-Keynesian ‘new macroeconomic consensus’ is provided.

Abstract
Wissensintensive Interaktionen sind mit einer Reihe von Vor- und Nachteilen für die beteiligten Akteure verbunden. Deshalb hat sich ein Literaturstrang entwickelt, welcher der Fragestellung nachgeht, wie sich FuE-Kooperationen auf die Leistungsfähigkeit von Firmen und Regionen auswirken. Diese Studien kommen zu unterschiedlichen Ergebnissen. Das Papier versucht die verschiedenen Ergebnisse der Literatur zusammenzufassen. Ein weiteres Ziel ist es, die in der Literatur verwendeten Methoden zur Bearbeitung der Fragestellung kritisch zu diskutieren. Zudem geht das Papier der Frage nach, inwiefern die in der Literatur verwendeten Methoden und Ansätze die Ergebnisse der Studien beeinflussen. Zur Bearbeitung dieser Fragestellungen wird eine Metaanalyse der relevanten Literatur durchgeführt. Dabei wird gezeigt, dass FuE-Kooperationen einen positiven Effekt auf die Leistungsfähigkeit von Firmen und Regionen haben. Zudem gibt es starke Evidenz dafür, dass die verwendeten Methoden und Ansätze die Ergebnisse der Studien beeinflussen.

Abstract
We analyze the behavior of investors in the Berlin rental apartment house market over the years 1980–2004. Using constant-quality multipliers (price–rent ratios), we reject the hypothesis that multipliers in the market were set in a rational manner. Supported by narrative evidence, we conjecture that investors misjudged the economic effects of the German reunification. To examine this, we employ a stylized structural economic model and analyze the effects of shocks on rational multipliers. It seems that investors confused the reunification with a permanent supply side shock to the economy. By basing their investment decisions on this misjudgement, investors behaved irrationally, but in a very uncertain and unprecedented environment.

Abstract
This study on healthy young male students aimed to enlighten the associations between an individual’s financial decision making and surrogate makers for environmental factors covering long-term financial socialization, the current financial security/responsibility, and the personal affinity to financial affairs as represented by parental income, funding situation, and field of study. A group of 150 male young healthy students underwent two versions of the Holt and Laury (2002) lottery paradigm (matrix and random sequential version). Their financial decision was mainly driven by the factor “source of funding”: students with strict performance control (grants, scholarships) had much higher rates of relative risk aversion (RRA) than subjects with support from family (ΔRRA = 0.22; p = 0.018). Personality scores only modestly affected the outcome. In an ANOVA, however, also the intelligence quotient significantly and relevantly contributed to the explanation of variance; the effects of parental income and the personality factors “agreeableness” and “openness” showed moderate to modest – but significant – effects. These findings suggest that environmental factors more than personality factors affect risk aversion.

Abstract
Policy-makers from many regions where old industrial structures in the field of manufacturing have collapsed are trying to stimulate entrepreneurial activities of businesses in the cultural industry. The question is whether this strategy could be successful. This article examines the strategy of supporting the sector of media industry (“MI”) by policy-makers in the region of Halle in East Germany, where a strong de-industrialization has taken place after the German reunification. Stimulated by the policy-makers' support measures, there actually was a remarkable development of MI. However, the number of MI firms and their employees did not further increase in recent years, after having reached a certain level. This illustrates the limits of political measures for turning a city's path of industrial development voluntarily.
