Bank Failures, Local Business Dynamics, and Government Policy

Abstract
Using MSA-level data over 1994–2014, we study the effect of bank failures on local business dynamics, in the form of net business formation and net job creation. We find that at least one bank failure in the metropolitan statistical area (MSA) with the mean population prevents approximately 475 net businesses from forming in that area, compared with MSAs that experience no bank failures, ceteris paribus. The equivalent effect on net job creation is 16,433 net job losses. Our results are even stronger for small businesses, which are usually more dependent on bank-firm relationships. These effects point to significant welfare losses stemming from bank failures, highlighting an important role for government intervention. We show that the Troubled Asset Relief Program (TARP) is effective in reducing the negative effects of bank failures on local business dynamics. This positive effect of TARP is quite uniform across small and large firms.

Abstract
Despite their importance, the discussion of spillover effects in empirical research often misses the rigor dedicated to endogeneity concerns. We analyze a broad set of workhorse models of firm interactions and show that spillovers naturally arise in many corporate finance settings. This has important implications for the estimation of treatment effects: i) even with random treatment, spillovers lead to a complicated bias, ii) fixed effects can exacerbate the spillover-induced bias. We propose simple diagnostic tools for empirical researchers and illustrate our guidance in an application.

Lender-specific Mortgage Supply Shocks and Macroeconomic Performance in the United States

Abstract
This paper provides evidence for the propagation of idiosyncratic mortgage supply shocks to the macroeconomy. Based on micro-level data from the Home Mortgage Disclosure Act for the 1990-2016 period, our results suggest that lender-specific mortgage supply shocks affect aggregate mortgage, house price, and employment dynamics at the regional level. The larger the idiosyncratic shocks to newly issued mortgages, the stronger are mortgage, house price, and employment growth. While shocks at the level of shadow banks significantly affect mortgage and house price dynamics, too, they do not matter much for employment.

Abstract
Using a difference-in-differences framework we evaluate the effect that exposure to a bank failure in the Great Recession period had on income inequality. We find that it led to a 1% higher Gini, relative rise of 38 cents for high earners, and 7% decline for lowest earners in treated MSAs. Moreover, we show that blacks saw a decline of 10.2%, Hispanics 9.8%, and whites 5.1% in income. Low income blacks and Hispanics drove much of the effect on inequality.

Abstract
This paper studies the role of the Community Reinvestment Act (CRA) in the U.S. housing boom-bust cycle. I find that enhanced CRA enforcement in 1998 increased the growth rate of mortgage lending by CRA-regulated banks to CRA-eligible census tracts. I show that during the boom period house price growth was higher in the eligible census tracts because of the shift in mortgage supply of regulated banks. Consequently, these census tracts experienced a worse housing bust. I find that CRA-induced mortgages were awarded to borrowers with lower FICO scores and were more frequently delinquent.

Abstract
We use rich microeconomic data on performance and choices of students at college entry to analyze interactions between the selection mechanism, eliciting college preferences through exams, and the allocation mechanism. We set up a framework in which success probabilities and student preferences are shown to be identified from data on their choices and their exam grades under exclusion restrictions and support conditions. The counterfactuals we consider balance the severity of congestion and the quality of the match between schools and students. Moving to deferred acceptance or inverting the timing of choices and exams are shown to increase welfare. Redistribution among students and among schools is also sizeable in all counterfactual experiments.

Abstract
This study analyzes the economic consequences of changes in the local bank presence. Using a unique data set of banks, firms and counties in Poland over the period 2009–14, it is shown that changes strengthening the relationship banking model are associated with local labour market improvements and easier small and medium-sized enterprise access to bank debt. However, only the appearance of new, more aggressive owners of large commercial banks stimulates new firm creation.

Abstract
Der Boom auf dem US-amerikanischen Eigenheimmarkt in den frühen 2000er Jahren führte zur schwersten Finanzkrise der vergangenen Jahrzehnte. Wissenschaftler haben unterschiedliche Faktoren dokumentiert, die zum rasanten Anstieg der Immobilienpreise beigetragen haben. Kaum beleuchtet wurde bisher die Rolle der US-Wohnungspolitik, insbesondere die Förderung des privaten Wohneigentums durch den Community Reinvestment Act (CRA). Der vorliegende Beitrag untersucht die Geschichte dieses Bundesgesetzes und seine Auswirkungen auf den Markt für Hypotheken und Wohneigentum seit den späten 1990er Jahren. Infolge des CRA wurden seit 1998 deutlich mehr Hypotheken aufgenommen. Der Anstieg der Immobilienpreise in der Boomphase beruhte zum Teil auf diesem politisch induzierten Anstieg der Hypothekenvergabe. Der CRA ermöglichte es auch Kreditnehmern mit geringerer Kreditwürdigkeit, eine Hypothek aufzunehmen – in der Folge kam es zu vermehrten Zahlungsausfällen. Der CRA hat also zum Boom-Bust-Zyklus auf dem amerikanischen Immobilienmarkt beigetragen. Er kann als Beispiel einer wohlmeinenden Politik gelten, die unbeabsichtigt wohlfahrtsmindernde Wirkungen zeitigt.
