Konjunktur aktuell: Belebung in Dienstleistungsbranchen, aber zunächst weiter schwache Industriekonjunktur
Die deutsche Wirtschaft wird nach der Winterrezession und trotz gestiegener Zinsen in den kommenden Quartalen in mäßigem Tempo expandieren, denn mit sinkender Inflation und erhöhter Lohndynamik wird der private Konsum wieder zulegen. Nach der Sommerprognose des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) dürfte das Bruttoinlandsprodukt im Jahr 2023 um 0,3% zurückgehen, für das kommende Jahr ist ein Zuwachs von 1,7% prognostiziert.

Die Zahl der Insolvenzen von Personen- und Kapitalgesellschaften ist im April nicht weiter gestiegen, zeigt die aktuelle Analyse des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH). Allerdings waren erneut überdurchschnittlich viele Arbeitsplätze betroffen.

Institutions and Corporate Reputation: Evidence from Public Debt Markets

Abstract
Using data from China’s public debt markets, we study the value of corporate reputation and how it interacts with legal and cultural forces to assure accountability. Exploring lawsuits that change corporate reputation, we find that firms involved in lawsuits experience a decrease in bond values and a tightening of borrowing terms. Using the heterogeneities in legal and social capital environments across Chinese provinces, we find the effects are more pronounced for private firms, firms headquartered in provinces with low legal protections, and firms headquartered in provinces with high social capital. The results show that lawsuits that allege misconduct are associated with reputational penalties and that such penalties serve as substitutes for legal protections and as complements to cultural forces to provide ex post accountability and motivate ex ante trust.

Abstract
In this study we investigate whether and to what extent social capital may affect regional innovation by focusing on private firms in the United States. We document that regional social capital is positively associated with the quantity, quality and novelty of county-level innovation by private firms. In addition, we find that the positive relation between social capital and regional innovation is more prominent in counties with a lower supply of financial capital. We also report that social capital is complementary to investments in research and development to produce inventive outcomes in local areas. Using a spatial Durbin model, we provide evidence that regional social capital has significant spillover effects in boosting the innovation activities of neighbouring counties.

Abstract
How does social capital affect trust? Evidence from a Chinese peer-to-peer lending platform shows regional social capital affects the trustee’s trustworthiness and the trustor’s trust propensity. Ceteris paribus, borrowers from higher social capital regions receive larger bid from individual lenders, have higher funding success, larger loan size, and lower default rates, especially for low-quality borrowers. Lenders from higher social capital regions take higher risks and have higher default rates, especially for inexperienced lenders. Cross-regional transactions are most (least) likely to be realized between parties from high (low) social capital regions.

Abstract
We observe that public firms are more likely to issue seasoned stocks rather than bonds when theirs boards are more socially-connected. These connected issuers experience better announcement-period stock returns and attract more institutional investors. This social-connection effect is stronger for firms with severe information asymmetry, higher risk of being undersubscribed, and more visible to investors. Our conjecture is this social-network effect is driven by trust in issuing firms. Given stocks are more sensitive to trust, these trusted firms are more likely to issue stocks than bonds. Trustworthiness plays an important role in firms’ security issuances in capital markets.

Abstract
Seit Jahrzehnten versucht die Europäische Union im Rahmen der Gemeinsamen Fischereipolitik (GFP) den ökologischen, wirtschaftlichen und sozialen Problemen der Überfischung und Überkapitalisierung der europäischen Fischerei Herr zu werden. Mit der Festlegung von Höchstfangmengen (TAC), technischen Vorschriften für die Fangtechnik, befristeten räumlichen Fangverboten, zeitlichen Restriktionen für die Fangaktivitäten sowie der Förderung des Kapazitätsabbaus und des Einsatzes bestandsschonender Fangtechnik hat diese Politik jedoch bislang nur an den Symptomen des Marktversagens einer kollektiven Nutzung der Common-Pool-Ressource Fisch angesetzt. Zudem hat die GFP mit der Subventionierung des Neubaus und der Modernisierung der Fangtechnik und umfangreichen Preisstützungsmaßnahmen zusätzliche Marktverzerrungen geschaffen und damit erheblich zur Verschärfung der ohnehin schon vorhandenen Marktfunktionsstörungen beigetragen. Dementsprechend ernüchternd ist die Erfolgsbilanz dieser Politik. Eine Reihe von Fischbeständen leidet unter permanenter Überfischung und befindet sich zum Teil bereits außerhalb „sicherer biologischer Grenzen“, die Rentabilität der Fischereiunternehmen wird durch immer geringer werdende Fangerträge und eine chronische Unterauslastung ihrer Fangkapazitäten beeinträchtigt. Das Resultat sind sinkende Einkommen der Beschäftigten der Fischerei, eine Verschlechterung der Arbeitsbedingungen auf See sowie eine Verknappung und Verteuerung des Fischangebots.

Consumer Defaults and Social Capital

Abstract
Using account level data from a credit bureau, we study the role that social capital plays in consumer default decisions. We find that borrowers in communities with greater social capital are significantly less likely to default on loans, even after adjusting for different levels of income and other characteristics such as credit scores. The results are strongest for potentially strategic defaults on mortgages; a one standard deviation increase in social capital reduces such defaults by 12.4 %. These results can be generalized to any mortgage default. Our results also indicate that the effect of social capital is most prominent among more creditworthy borrowers, suggesting that when given a choice, the social cost of defaulting is an important factor affecting default decisions. We find a similar impact of social capital on consumer defaults in other datasets with more detailed information on borrowers as well. Our results are robust to modeling and methodology choices, as well as controlling for other drivers of default such as wealth, income and amenities from homeownership. Our results suggest that increasing social capital via measures to build community cohesion such as promotion of owner-occupied home ownership may be one avenue to deter consumer default.

Abstract
We present the first evidence on the role of occupational choices and acquired skills for migrant selection. Combining novel data from a representative Mexican task survey with rich individual-level worker data, we find that Mexican migrants to the United States have higher manual skills and lower cognitive skills than nonmigrants. Results hold within narrowly defined region–industry–occupation cells and for all education levels. Consistent with a Roy/Borjas-type selection model, differential returns to occupational skills between the United States and Mexico explain the selection pattern. Occupational skills are more important to capture the economic motives for migration than previously used worker characteristics.
