Abstract
Combining forecasts, we analyse the role of information flow in computing short-term forecasts up to one quarter ahead for the euro area GDP and its main components. A dataset of 114 monthly indicators is set up and simple bridge equations are estimated. The individual forecasts are then pooled, using different weighting schemes. To take into consideration the release calendar of each indicator, six forecasts are compiled successively during the quarter. We found that the sequencing of information determines the weight allocated to each block of indicators, especially when the first month of hard data becomes available. This conclusion extends the findings of the recent literature. Moreover, when combining forecasts, two weighting schemes are found to outperform the equal weighting scheme in almost all cases. Compared to an AR forecast, these improve by more than 40% the forecast performance for GDP in the current and next quarter.

Abstract
Assessing the impacts of bank mergers on small firms requires separating borrowers with single versus multiple banking relationships and distinguishing the three alternatives of “staying,” “dropping,” and “switching” of relationships. Single-relationship borrowers who “switch” to another bank following a merger will be less harmed than those whose relationship is “dropped” and not replaced. Using Belgian data, we find that single-relationship borrowers of target banks are more likely than other borrowers to be dropped. We track postmerger performance and show that many dropped target-bank borrowers are harmed by the merger. Multiple-relationship borrowers are less harmed, as they can better hedge against relationship discontinuations.

Abstract
This paper explores the impact of industrial clusters on regional growth at the German labour market region level using a regional convergence model. Based on the results of an exploratory study of the geography of German industrial clusters, we are able to differentiate the impact of industrial clustering from a horizontal and a vertical perspective while taking regional convergence into consideration. The results indicate that in addition to an all-German process of convergence, a specific East German one can be identified. The different types of industrial clusters show mixed effects within this framework. While vertically isolated industrial clusters have a negative impact on regional growth in this period, positive growth effects can be identified when industrial clusters show an intra-regional vertical interconnectedness.

Abstract
10 Jahre nach ihrer Etablierung zeigt sich in der Europäischen Wirtschafts- und Währungsunion ein gespaltenes Bild. Trotz unbestreitbarer Erfolge bei der Sicherung von Preisstabilität scheint die Beschäftigungs-Performance des Euroraums getrübt. Im vorliegenden Beitrag wird die These vertreten, dass dies auch an einer mangelhaften Koordination zwischen EZB und Gewerkschaften liegt. Hierzu wird ein spieltheoretisches Modell entwickelt, mit dem verschiedene makroökonomische Ergebnisse erklärt werden können. Mit einem Reputationsgleichgewicht wird ein Vorschlag dargestellt, der es Zentralbank und Gewerkschaften ermöglichen würde, Preisstabilität und einen hohen Beschäftigungsstand vereinbar zu machen, ohne die Unabhängigkeit der Akteure aufzugeben. Der Beitrag schließt mit einigen wirtschaftspolitischen Betrachtungen über die Erreichbarkeit eines solchen Ergebnisses unter Berücksichtigung des Europäischen Makroökonomischen Dialogs.

Abstract: The conduct of effective economic policy faces a multiplicity of macroeconomic challenges, which requires a wide scope of theoretical and empirical analyses. With a focus on the European Union, this doctoral dissertation consists of two parts which make empirical and methodological contributions to the literature on forecasting real economic activity and on the analysis of business cycles in a boom-bust framework in the light of the EMU enlargement. In the first part, we tackle the problem of publication lags and analyse the role of the information flow in computing short-term forecasts up to one quarter ahead for the euro area GDP and its main components. A huge dataset of monthly indicators is used to estimate simple bridge equations. The individual forecasts are then pooled, using different weighting schemes. To take into consideration the release calendar of each indicator, six forecasts are compiled successively during the quarter. In the second part, we focus on the potential accession of the new EU Member States in Central and Eastern Europe to the euro area. In contrast to the discussion of Optimum Currency Areas, we follow a non-standard approach for the discussion on abandonment of national currencies the boom-bust theory. We analyse whether evidence for boom-bust cycles is given and draw conclusions whether these countries should join the EMU in the near future. Using a broad range of data sets and empirical methods we document credit market imperfections, comprising asymmetric financing opportunities across sectors, excess foreign currency liabilities and contract enforceability problems both at macro and micro level. Furthermore, we depart from the standard analysis of comovements of business cycles among countries and rather consider long-run and short-run comovements across sectors. While the results differ across countries, we find evidence for credit market imperfections in Central and Eastern Europe and different sectoral reactions to shocks. This gives favour for the assessment of the potential euro accession using this supplementary, non-standard approach.

Abstract
Systemic economic transition is a process of determined radical institutional change, a process of building new institutions required by a market economy. Nowadays, the experience of transition countries with the implementation of new institutions could be reviewed as a method of economic development that despite similar singular steps has different effects on the domestic economic performance. The process of institutional change towards a market economy is determined by political will, thus the government plays an important role in carrying out the economic reforms. Among the variety of outcomes and effects the attention is drawn especially to economic growth that diverges significantly in different post-transition countries. The paper attempts to shed light upon the problem on the basis of institutional economics, of economics of innovation and partially of political economy of growth using an evolutionary, process-oriented perspective. In this context the issue central to the promotion of economic growth is the successful implementation of new institutions through governmental activities. The paper shows that under the conditions of bounded rationality and radical uncertainty economic growth is determined, inter alia, by the capacity for governmental learning.

Abstract
Innovationen gelten als Triebfeder der wirtschaftlichen Entwicklung und der betrieblichen Wettbewerbsfähigkeit. Von besonderem Interesse sind Produkte, die ein Unternehmen erstmals in den Markt einführt bzw. für die das Unternehmen einen neuen Markt erschließen muss. Diese Innovationen bezeichnet man als Marktneuheiten. Aus ökonomischer Sicht stellt sich die Frage, ob Unternehmen, die solche Marktneuheiten hervorbringen, erfolgreicher sind als nicht innovierende Unternehmen. Als Erfolgsindikatoren lassen sich die Entwicklung der Beschäftigung, des Umsatzes, des Gewinns und der Ertragslage heranziehen. Die zu vergleichenden innovierenden und nicht innovierenden Unternehmen sollten aber in ihren sonstigen betrieblichen Merkmalen (wie der Größe oder Branche) auch tatsächlich miteinander vergleichbar sein. Dies wird mit einem Matching-Verfahren erreicht. Die Ergebnisse der mit dem IAB-Betriebspanel für das Verarbeitende Gewerbe durchgeführten Analyse zeigen, dass sich im Durchschnitt die innovierenden Betriebe in den Neuen Ländern im Vergleich zu nicht innovierenden Betrieben durch einen Vorsprung bei der Entwicklung von Beschäftigung und Umsatz auszeichnen. Dieser Abstand ist bei Betrieben in Ostdeutschland etwas größer als bei Betrieben in den Alten Bundesländern. Mit Blick auf die Produktivitätsentwicklung und die Ertragslage finden sich keine statistisch belastbaren Unterschiede zwischen Innovatoren und Nicht-Innovatoren. Die Ergebnisse stellen die hohe Bedeutung von Innovationen für die wirtschaftliche Entwicklung und Wettbewerbsfähigkeit nicht infrage. Sie liefern aber einen Hinweis darauf, dass – bezogen auf Marktneuheiten – auch nicht innovierende Unternehmen (zumindest mittelfristig) Wege finden, sich in ihrer betrieblichen Performance zu behaupten.

Analyzing Innovation Drivers in the German Laser Industry: the Role of Positioning in the Social and Geographical Space

Abstract
Empirical and theoretical contributions provide strong evidence that firm-level performance outcomes in terms of innovativeness can either be determined by the firm’s position in the social space (network effects) or by the firm’s position in the geographical space (co-location effects). Even though we can observe quite recently first attempts in bringing together these traditionally distinct research streams (Whittington et al. 2009), research on interdependent network and geographical co-location effects is still rare. Consequently, we seek to answer the following research question: considering that the effects of social and geographic proximity on firm’s innovativeness can be interdependent, what are the distinct and combined effects of firm’s network and geographic position on firm-level innovation output? We analyze the innovative performance of German laser source manufacturers between 1995 and 2007. We use an official database on publicly funded R&D collaboration projects in order to construct yearly networks and analyze firm’s network positions. Based on information on population entries and exits we calculate various types of geographical proximity measures between private sector and public research organizations (PRO). We use patent grants as dependent variable in order to measure firm-level innovation output. Empirical results provide evidence for distinct effect of network degree centrality. Distinct effect of firm’s geographical co-location to laser-related public research organization promotes patenting activity. Results on combined network and co-location effects confirms partially the existence of in-terdependent proximity effects, even though a closer look at these effects reveals some ambiguous but quite interesting findings.
