Assessing European Competitiveness: The New CompNet Microbased Database

Abstract
Drawing from confidential firm-level balance sheets for 17 European countries (13 Euro-Area), the paper documents the newly expanded database of cross-country comparable competitiveness-related indicators built by the Competitiveness Research Network (CompNet). The new database provides information on the distribution of labour productivity, TFP, ULC or size of firms in detailed 2-digit industries but also within broad macrosectors or considering the full economy. Most importantly, the expanded database includes detailed information on critical determinants of competitiveness such as the financial position of the firm, its exporting intensity, employment creation or price-cost margins. Both the distribution of all those variables, within each industry, but also their joint analysis with the productivity of the firm provides critical insights to both policy-makers and researchers regarding aggregate trends dynamics. The current database comprises 17 EU countries, with information for 56 industries, including both manufacturing and services, over the period 1995-2012. The paper aims at analysing the structure and characteristics of this novel database, pointing out a number of results that are relevant to study productivity developments and its drivers. For instance, by using covariances between productivity and employment the paper shows that the drop in employment which occurred during the recent crisis appears to have had “cleansing effects” on EU economies, as it seems to have accelerated resource reallocation towards the most productive firms, particularly in economies under stress. Lastly, this paper will be complemented by four forthcoming papers, each providing an in-depth description and methodological overview of each of the main groups of CompNet indicators (financial, trade-related, product and labour market).

Abstract
In our analysis, we consider the distribution of decision power over financing and investment between MNEs’ headquarters and foreign subsidiaries and its influence on the foreign affiliates’ financial restrictions. Our research results show that headquarters of multinational enterprises have not (yet) moved much decision power to their foreign subsidiaries at all. We use data from the IWH FDI Micro Database which contains information on corporate governance structures and financial restrictions of 609 enterprises with a foreign investor in Hungary, Poland, the Czech Republic, Slovakia, Romania and East Germany. We match data from Bureau van Dijk’s AMADEUS database on financial characteristics. We find that a high concentration of decision power within the MNE’s headquarter implicates high financial restrictions within the subsidiary. Square term results show, however, that the effect of financial constraints within the subsidiary decreases and finally turns insignificant when decision power moves from headquarter to subsidiary. Thus, economic policy should encourage foreign investors in the case of foreign acquisition of local enterprises to leave decision power within the enterprise and in the case of Greenfield investment to provide the newly established subsidiaries with as much power over corporate governance structures as possible.

Isolation and Innovation – Two Contradictory Concepts? Explorative Findings from the German Laser Industry

Abstract
We apply a network perspective and study the emergence of core-periphery (CP) structures in innovation networks to shed some light on the relationship between isolation and innovation. It has been frequently argued that a firm’s location in a densely interconnected network area improves its ability to access information and absorb technological knowledge. This, in turn, enables a firm to generate new products and services at a higher rate compared to less integrated competitors. However, the importance of peripheral positions for innovation processes is still a widely neglected issue in literature. Isolation may provide unique conditions that induce innovations which otherwise may never have been invented. Such innovations have the potential to lay the ground for a firm’s pathway towards the network core, where the industry’s established technological knowledge is assumed to be located.
The aim of our paper is twofold. Firstly, we propose a new CP indicator and apply it to analyze the emergence of CP patterns in the German laser industry. We employ publicly funded Research and Development (R&D) cooperation project data over a period of more than two decades. Secondly, we explore the paths on which firms move from isolated positions towards the core (and vice versa). Our exploratory results open up a number of new research questions at the intersection between geography, economics and network research.

Abstract
Wenn auf der Grundlage der Ergebnisse aus den einzelnen Beiträgen eine Art „Bilanz“ gezogen werden soll, wird deutlich, dass diese lediglich den Charakter einer „Zwischenbilanz“ haben kann. Zahlreiche Fragestellungen des betrachteten Untersuchungsfeldes konnten nur angedeutet, aber nicht hinreichend erörtert werden, in anderen Fällen legen die Ergebnisse der Beiträge nahe, dass weitere und tiefergehende Untersuchungen dringend geboten sind. Festgehalten werden kann, dass die Strukturen der öffentlichen Verwaltung grundsätzlich ständig im Fluss sind und immer wieder an die sich wandelnden wirtschaftlichen und gesellschaftlichen Rahmenbedingungen angepasst werden müssen. Hinsichtlich der rechtlichen Grenzen von Gebietsneugliederungen ist darauf hinzuweisen, dass die Größe einer Kommune weder der politischen Partizipation der Bürgerinnen und Bürger noch den Informationsmöglichkeiten der kommunalen Entscheidungsträger im Wege stehen dürfte.
Es lässt sich in einer Gesamtschau zudem ableiten, dass von Seiten der staatlichen Akteure (also „top down“) initiierte Reformen im Bereich des öffentlichen Sektors stets hochkomplexe Angelegenheiten sind.
Das Anliegen der von der Landesarbeitsgemeinschaft der Akademie für Raumforschung und Landesplanung (ARL) für die Länder Sachsen, Sachsen-Anhalt und Thüringen eingesetzten Arbeitsgruppe besteht darin, vor dem Hintergrund der aktuellen Diskussionen und Reformmaßnahmen in den drei genannten Ländern aus unterschiedlichen Blickwinkeln einige wesentliche Schlaglichter auf den Prozess der kommunalen Neuordnung und ihre Auswirkungen auf die Raumentwicklung zu werfen.

Abstract
In zahlreichen europäischen Städten gibt es Versuche, der lokalen Wirtschaftsentwicklung eine neue Richtung zu geben, u.a. durch die Ansiedlung von Nicht-Kommunalen Öffentlichen Einrichtungen (NKOE), z.B. Bundesagenturen, Gerichte, Rechnungshöfe, Landesmuseen oder Universitäten. Allerdings liegen die Kompetenzen für solche NKOE nicht bei den Kommunen, sondern zumeist bei den höheren staatlichen Ebenen. Deshalb haben die Kommunen keinen unmittelbaren Einfluss auf die Ansiedlung von NKOE. Sobald aber eine entsprechende Entscheidung gefallen ist, können die Kommunen die weitere Entwicklung von NKOE begünstigen. Im Beitrag wird zunächst eine Kategorisierung von NKOE durchgeführt, und zwar sowohl gemäß der Bedeutung von NKOE für die lokale Wirtschaftsentwicklung als auch hinsichtlich des Einflusses lokaler Maßnahmen auf die Leistungsfähigkeit von NKOE. Es wird gezeigt, dass Universitäten zu jener Kategorie von NKOE zählen, für die eine Koordination der eigenen Aktivitäten mit jenen der Kommunen besonders wichtig sein dürfte. Die Effekte von Universitäten für die lokale Wirtschaftsentwicklung wurden bereits vielfach diskutiert. Die Fähigkeit der Universitäten, das für ihre Effektivität erforderliche Humankapital zu attrahieren, hängt von verschiedenen lokalen Faktoren ab. Folglich gibt es eine reziproke Beziehung zwischen Kommunen und Universitäten. Eine Koordinierung der jeweiligen Aktivitäten wäre deshalb für beide Seiten von Vorteil. Dies gilt z.B. für den Bereich der Informationspolitik. Eine Kommune sollte nach innen wie nach außen die Vorzüge der örtlichen Universitäten kommunizieren; umgekehrt sollte auch eine Universität die Stärken des lokalen Umfelds deutlich machen. Da für den Bereich der Informationspolitik empirische Daten leicht zugänglich sind, konzentriert sich der empirische Teil des Beitrags auf eine empirische Untersuchung der Internetpräsentationen ausgewählter Städte und Universitäten. Es zeigt sich, dass in den meisten betrachteten Städten die Koordinierung zwischen Kommunen und Universitäten zu wünschen übrig lässt. Eine Verbesserung dieser Situation ließe sich z.B. durch die Einführung
finanzieller Anreizmechanismen erreichen.

The Levelling Effect of Product Market Competition on Gender Wage Discrimination

Abstract
Using linked employer–employee panel data for West Germany that include direct information on the competition faced by plants, we investigate the effect of product market competition on the gender pay gap. Controlling for match fixed effects, we find that intensified competition significantly lowers the unexplained gap in plants with neither collective agreements nor a works council. Conversely, there is no effect in plants with these types of worker codetermination, which are unlikely to have enough discretion to adjust wages in the short run. We also document a larger competition effect in plants with few females in their workforces. Our findings are in line with Beckerian taste-based employer wage discrimination that is limited by competitive forces.

IWH-Makrometer: Neues Datenangebot soll Trends in der Wirtschaftsentwicklung der Bundesländer transparent machen
Das Institut für Wirtschaftsforschung Halle (IWH) ist im November 2014 mit einem neuen Datenangebot ans Netz gegangen: dem IWH-Makrometer. Es handelt sich dabei um eine neue makroökonomische Datenbank für die deutschen Bundesländer sowie für die Regionen West- und Ostdeutschland. Die Datenbank soll Trends in der Wirtschaftsentwicklung deutscher Regionen transparent machen und aktuelle Informationen über die Wirtschaftslage in Ostdeutschland be-reitstellen. Das Datenangebot des IWH-Makrometers besteht aus zwei Teilen: (1) Makrodaten interaktiv und (2) IWH-Indikatoren zur gesamtwirtschaftlichen Lage in Ostdeutschland.

Determinants of Knowledge Exchange Between Foreign and Domestic Enterprises in European Post-transition Economies

Abstract
The aim of this paper is to contribute to the literature on internationalised research and development by investigating determinants of knowledge and technology transfer between foreign subsidiaries and the local economy in European post-transition economies. This inquiry leads to a better understanding of determinants that influence this knowledge and technology exchange. Applying a logit model, we find that, in particular, the foreign subsidiary’s corporate governance structure, its embeddedness in the multinational enterprise’s internal knowledge base, its own technological capacity, the growth of the regional knowledge stock and the regional sectoral diversification are all positively associated with the transfer of knowledge. Subsidiaries’ investment motives and the relative weight of the sector of investment in the region’s economy appear to be of less importance. The analysis focuses on European post-transition economies, using the example of five selected Central Eastern European countries and East Germany. We exploit a unique dataset, the IWH FDI Micro database, which contains information on one thousand two hundred forty-five foreign subsidiaries in this region.

Financial Incentives and Loan Officer Behavior: Multitasking and Allocation of Effort Under an Incomplete Contract

Abstract
In this paper we investigate the implications of providing loan officers with a compensation structure that rewards loan volume and penalizes poor performance versus a fixed wage unrelated to performance. We study detailed transaction information for more than 45,000 loans issued by 240 loan officers of a large commercial bank in Europe. We examine the three main activities that loan officers perform: monitoring, originating, and screening. We find that when the performance of their portfolio deteriorates, loan officers increase their effort to monitor existing borrowers, reduce loan origination, and approve a higher fraction of loan applications. These loans, however, are of above-average quality. Consistent with the theoretical literature on multitasking in incomplete contracts, we show that loan officers neglect activities that are not directly rewarded under the contract, but are in the interest of the bank. In addition, while the response by loan officers constitutes a rational response to a time allocation problem, their reaction to incentives appears myopic in other dimensions.

Determinants of Foreign Technological Activity in German Regions – A Count Model Analysis of Transnational Patents

Abstract
Most research on R&D internationalisation focuses on comparative analysis of location factors at the national level of analysis. Very little work, however, has taken place in this field for the sub-national regional location behavior of multi-national enterprises (MNE). The paper contributes to the existing research by providing evidence on the determinants of foreign technological activities at the sub-national level for Germany, which hosts the largest share of foreign R&D within the EU27 and features the highest cross-regional dispersion of patented research. Using a pooled count data model, we estimate the effect of various sources for externalities on the extent of foreign technological activity across regions. Particular attention is paid to the role of local knowledge spillovers, technological specialization and diversification. We differentiate foreign and domestic sources of specialisation and account for region and sector-specific influences. This is the first time that the ‘cross-border-ownership’ principle to measure R&D internationalisation is combined with regionalised patent information.
To verify our findings we develop hypotheses. In particular, we expect and find that foreign technological activity is attracted by technologically specialised sectors of regions. In contrast to current empirical work, this effect applies both to foreign as well as domestic sources of specialization, although effects on foreign specialization seem more significant. We expect and find the same for science-industry spillovers. We postulate a negative impact of domestic specialization on foreign technological activities and a strong positive effect from diversificationspillovers, by comparison with specialisation spillovers, but these hypotheses are rejected. We find that the direction of the specialisation effect depends on dominance in the position of domestic firms as well as on the balance of knowledge flows between them and foreign actors.
