Natural-resource or Market-seeking FDI in Russia? An Empirical Study of Locational Factors Affecting the Regional Distribution of FDI Entries

Abstract
This paper conducts an empirical study of the factors that affect the spatial distribution of foreign direct investment (FDI) across regions in Russia; in particular, this paper is concerned with those regions that are endowed with natural resources and market-related benefits. Our analysis employs data on Russian firms with a foreign investor during the 2000-2009 period and linked regional statistics in the conditional logit model. The main findings are threefold. First, we conclude that one theory alone is not able to explain the geographical pattern of foreign investments in Russia. A combination of determinants is at work; market-related factors and the availability of natural resources are important factors in attracting FDI. The relative importance of natural resources seems to grow over time, despite shocks associated with events such as the Yukos trial. Second, existing agglomeration economies encourage foreign investors by means of forces generated simultaneously by sector-specific and inter-sectoral externalities. Third, the findings imply that service-oriented FDI co-locates with extraction industries in resource-endowed regions. The results are robust when Moscow is excluded and for subsamples including only Greenfield investments or both Greenfield investments and mergers and acquisitions (M&A).

Abstract
I show that more comprehensive corporate disclosure reduces investors’ uncertainty about domestic companies’ payoffs at no cost, thereby decreasing investors’ equity home bias toward a country. Since investors should base their investment decisions on valid and easily interpretable company information only, more comprehensive disclosure will reduce the home bias only if domestic securities law is sufficiently stratified and domestic companies use international accounting standards. Using panel data for 38 countries from 2003 to 2008 I find that more comprehensive disclosure reduces investors’ home bias, though significantly only for countries that sufficiently enforce their securities law and implement international accounting standards.

Abstract
With this inquiry we attribute cause for the current and “Great Crisis“ to Veblen's predator. After summarizing origins and manifestations of this crisis we juxtapose Veblen's emphasis upon the predator to other potential causes for crisis and crises. Noted to have emerged when our stock of human knowledge provided for the creation of surplus, Veblen's predator is presented as capable of metamorphosis and also driving evolution of our capitalistic system: whether this means emerging as the businessman in the “era of the machine,“ or the investment banker promoting a financial metaphysics in the current “era of finance.“

Energieeffizienz in Wohngebäuden: Osten vorn, Westen holt auf
Die politischen Bemühungen um mehr Energieeffizienz im Gebäudebestand scheinen sich auszuzahlen. Der Heizenergiebedarf deutscher Mehrfamilienhäuser ist von durchschnittlich 157 kWh je Quadratmeter Wohnfläche im Jahr 2003 auf 141 kWh im Jahr 2008 gesunken. Dabei konnten die westdeutschen Länder einen Rückgang um 11,1% verzeichnen, die ostdeutschen um 7,1%. Damit hat Westdeutschland bei der Energieeffizienz von Wohngebäuden etwas aufgeholt. Nach wie vor jedoch sind ostdeutsche Wohnungen mit durchschnittlich 131 kWh je Quadratmeter deutlich energieeffizienter als westdeutsche (144 kWh). Zu diesen Ergebnissen kommt eine Untersuchung von Claus Michelsen vom Institut für Wirtschaftsforschung Halle (IWH) in Kooperation mit dem Energiedienstleistungsunternehmen ista.
