The paper presents a modification of the matching and difference-in-differences approach of Heckman et al. (1998) and its Stata implementation, the command flexpaneldid. The approach is particularly useful for causal analysis of treatments with varying start dates and varying treatment durations (like investment grants or other subsidy schemes). Introducing more flexibility enables the user to consider individual treatment and outcome periods for the treated observations. The flexpaneldid command for panel data implements the developed flexible difference-in-differences approach and commonly used alternatives like CEM Matching and difference-in-differences models. The novelty of this tool is an extensive data preprocessing to include time information into the matching approach and the treatment effect estimation. The core of the paper gives two comprehensive examples to explain the use of flexpaneldid and its options on the basis of a publicly accessible data set.

Abstract
Gegenstand der Analyse ist eine Evaluation der Berufsausbildungsförderung in den Neuen Bundesländern. Am Beispiel der betriebsnahen Ausbildung wird der Frage nachgegangen, ob die geförderten Jugendlichen beim Berufseinstieg gegenüber Absolventen ungeförderter Ausbildungsgänge benachteiligt sind.
In bisherigen Studien wird – neben Selektionseffekten – ein negatives Image als mögliche Erklärung für die beobachteten schlechteren Aussichten der Absolventen einer geförderten Berufsausbildung auf dem Arbeitsmarkt angeführt.
Allerdings ist bisher nicht klar, wie gut die Beschäftigungschancen dieser Jugendlichen wären, wenn sie einen Ausbildungsplatz ohne staatliche Förderung erhalten hätten. Die Antwort auf diese Frage wird in der Studie mit Hilfe eines Matchingverfahrens gegeben. Die Datenbasis der Analyse bildet das Jugendpanel des Zentrums für Sozialforschung Halle e. V. (zsh).
Es wird festgestellt, dass der Umstand der Förderung selbst einen Einfluss auf die Beschäftigungschancen der Jugendlichen hat. So sind die betriebsnah Ausgebildeten nach erfolgreichem Abschluss der Berufsausbildung seltener erwerbstätig als vergleichbare Absolventen ungeförderter Ausbildungsgänge. Die geförderten Jugendlichen, die eine Erwerbstätigkeit aufgenommen haben, sind darüber hinaus seltener im erlernten Beruf tätig, was sich v. a. auf die berufliche Stellung und das Einkommen auswirkt.

Abstract
Im vorliegenden Beitrag wird die in der Zukunft benötigte Anzahl an neuen qualifizierten Arbeitskräften (Fachkräfteneubedarf) für Thüringen ermittelt. Die Prognose wird für den Zeitraum 2009 bis 2015 für einzelne Berufsfelder erstellt. Zur Berechnung des Fachkräfteneubedarfs werden zwei Komponenten separat betrachtet: der altersbedingte Ersatzbedarf sowie der so genannte Expansionsbedarf, der auf die strukturelle Entwicklung der Wirtschaftssektoren zurückzuführen ist. Mit Daten zu den sozialversicherungspflichtig Beschäftigten werden beide Bedarfskomponenten bestimmt. In Thüringen zeigen sich, relativ zum bisherigen Beschäftigungsstand, unterschiedlich stark ausgeprägte Neubedarfe in den einzelnen Berufsfeldern. Basierend auf den Prognoseergebnissen erfolgt ein Abgleich zwischen den Neubedarfen für Facharbeiter und den Ausbildungsleistungen in den Ausbildungsberufen. Dabei zeichnet sich ein nicht unbedeutendes Potenzial für mismatch zwischen angebotenen und nachgefragten Qualifikationen ab, sollte die bisherige Ausbildungsstruktur in den nächsten Jahren beibehalten werden. Im Anschluss daran wird auf wesentliche Handlungsfelder hingewiesen, die zur Sicherung des Fachkräftebedarfs der Unternehmen beitragen können.

Will There Be a Shortage of Skilled Labor? An East German Perspective to 2015

Abstract
We analyze the supply and demand of skilled labor in an East German federal state, Thuringia. This state has been facing high unemployment in the course of economic transformation and experiences population ageing and shrinking more rapidly than most West European regions. In a first step, we use extrapolation techniques to forecast labor supply and demand for the period 2009-2015, disaggregated by type of qualification. The analysis does not corroborate the notion of an imminent skilled-labor shortage but provides hints for a tightening labor market for skilled workers. In the second step, we ask firms about their appraisal of future recruitment conditions, and both current and planned strategies in the context of personnel management. The majority of firms plan to expand further education efforts and hire older workers. The study closes with policy recommendations to prevent occupational mismatch.

Public Bank Guarantees and Allocative Efficiency

Abstract
In the wake of the recent financial crisis, many governments extended public guarantees to banks. We take advantage of a natural experiment, in which long-standing public guarantees were removed for a set of German banks following a lawsuit, to identify the real effects of these guarantees on the allocation of credit (“allocative efficiency”). Using matched bank/firm data, we find that public guarantees reduce allocative efficiency. With guarantees in place, poorly performing firms invest more and maintain higher rates of sales growth. Moreover, firms produce less efficiently in the presence of public guarantees. Consistently, we show that guarantees reduce the likelihood that firms exit the market. These findings suggest that public guarantees hinder restructuring activities and prevent resources to flow to the most productive uses.

Banks and Sovereign Risk: A Granular View

Abstract
We identify the determinants of all German banks’ sovereign debt exposures between 2005 and 2013 and test for the implications of these exposures for bank risk. Larger, more capital market affine, and less capitalised banks hold more sovereign bonds. Around 15% of all German banks never hold sovereign bonds during the sample period. The sensitivity of sovereign bond holdings by banks to eurozone membership and inflation increased significantly since the collapse of Lehman Brothers. Since the outbreak of the sovereign debt crisis, banks prefer sovereigns with lower debt ratios and lower bond yields. Finally, we find that riskiness of government bond holdings affects bank risk only since 2010. This confirms the existence of a nexus between government debt and bank risk.

Abstract
In this paper, we use detailed data on the sovereign debt holdings of all German banks to analyse the determinants of sovereign debt exposures and the implications of sovereign exposures for bank risk. Our main findings are as follows. First, sovereign bond holdings are heterogeneous across banks. Larger, weakly capitalised banks and banks with a small depositor base hold more sovereign bonds. Around 31% of all German banks hold no sovereign bonds at all. Second, the sensitivity of banks to macroeconomic factors increased significantly in the post-Lehman period. Banks hold more bonds from euro area countries, from low-inflation countries, and from countries with high sovereign bond yields. Third, there has been no marked impact of sovereign bond holdings on bank risk. This result could indicate the widespread absence of marking-to-market for sovereign bond holdings at the onset of the sovereign debt crisis in Europe.

Abstract
Dieser Beitrag untersucht für Unternehmen aus dem Verarbeitenden Gewerbe in Deutschland empirisch, ob der Wettbewerbsdruck durch Importe zu einer Steigerung der Produktivität führt. Um die Reaktionen der einheimischen Unternehmen besser zu verstehen, werden auch Effekte auf Output, Beschäftigung und FuE-Aktivitäten der Unternehmen analysiert. Die Ergebnisse zeigen, dass die Anreize der Unternehmen, in eine Erhöhung ihrer Produktivität zu „investieren“, von der Art der importierten Güter abhängen sowie davon, wie schwierig es für die einheimischen Unternehmen ist, mit der Konkurrenz mitzuhalten. Auf Importe von vergleichsweise technologisch einfachen und arbeitsintensiven Produkten aus Niedriglohnländern reagieren einheimische Unternehmen nicht mit einer Erhöhung ihrer Produktivität; vielmehr reduzieren sie Output und Beschäftigung. Dagegen steigt die Produktivität einheimischer Unternehmen als Reaktion auf Wettbewerbsdruck durch Importe von kapital- und technologieintensiven Gütern aus Industrieländern – jedoch nicht aufgrund höherer FuE-Ausgaben; ein Rückgang von Output und Beschäftigung ist in diesem Fall nicht beobachtbar.

What Does Peer-to-Peer Lending Evidence Say About the Risk-taking Channel of Monetary Policy?

This paper uses loan application-level data from a Chinese peer-to-peer lending platform to study the risk-taking channel of monetary policy. By employing a direct ex-ante measure of risk-taking and estimating the simultaneous equations of loan approval and loan amount, we are the first to provide quantitative evidence of the impact of monetary policy on the risk-taking of nonbank financial institution. We find that the search-for-yield is the main workhorse of the risk-taking effect, while we do not observe consistent findings of risk-shifting from the liquidity change. Monetary policy easing is associated with a higher probability of granting loans to risky borrowers and a greater riskiness of credit allocation, but these changes do not necessarily relate to a larger loan amount on average.
