Abstract
This paper assesses the progress made towards the creation of the European Banking Union (EBU) and the evolution of the banking industry in the European Union since the financial crisis of 2007. We review major regulatory changes pertaining to the three pillars of the EBU and the effects of new legislation on both banks and the real economy. Whereas farreaching reforms pertaining to the EBU pillars of supervision and resolution regimes have been implemented, the absence of a European Deposit Scheme remains a crucial deficiency. We discuss how European banks coped with recent challenges, such as the Covid-19 pandemic, a high inflation environment, and digitalization needs, followed by an outlook on selected major challenges lying ahead of this incomplete EBU, notably the transition towards a green economy.

The Reverse Revolving Door in the Supervision of European Banks

Abstract
We show that around one third of executive directors on the boards of national supervisory authorities (NSA) in European banking have an employment history in the financial industry. The appointment of executives without a finance background associates with negative valuation effects. Appointments of former bankers, in turn, spark positive stock market reactions. This „proximity premium“ of supervised banks is a more likely driver of positive valuation effects than superior financial expertise or intrinsic skills of former executives from the financial industry. Prior to the inception of the European Single Supervisory Mechanism, the presence of former financial industry executives on the board of NSA associates with lower regulatory capital and faster growth of banks, pointing to a more lenient supervisory style.

Distributional Income Effects of Banking Regulation in Europe

Abstract
We study the impact of stricter and more harmonized banking regulation along the income distribution using household survey data for 25 EU countries. Exploiting country-level heterogeneity in the implementation of European Banking Union directives allows us to control for confounders and identify effects. Our results show that these regulatory reforms aimed at increasing financial system resilience affected households heterogeneously. More stringent regulation reduces income growth for low-income households due to employment exits. Yet it tends to increase growth rates at the top of the distribution both for employee and self-employed income.

Fiscal Policy under the Eyes of Wary Bondholders

Abstract
This paper studies the interaction between fiscal policy and bondholders against the backdrop of high sovereign debt levels. For our analysis, we investigate the case of Italy, a country that has dealt with high public debt levels for a long time, using a Bayesian structural VAR model. We extend a canonical three variable macro mode to include a bond market, consisting of a fiscal rule and a bond demand schedule for long-term government bonds. To identify the model in the presence of political uncertainty and forward-looking investors, we derive an external instrument for bond demand shocks from a novel news ticker data set. Our main results are threefold. First, the interaction between fiscal policy and bondholders’ expectations is critical for the evolution of prices. Fiscal policy reinforces contractionary monetary policy through sustained increases in primary surpluses and investors provide incentives for “passive” fiscal policy. Second, investors’ expectations matter for inflation, and we document a Fisherian response of inflation across all maturities in response to a bond demand shock. Third, domestic politics is critical in the determination of bondholders’ expectations and an increase in the perceived riskiness of sovereign debt increases inflation and thus complicates the task of controlling price growth.

Abstract
Eine Insolvenz ist nur eine von mehreren möglichen Varianten, wie Unternehmen aus dem Markt austreten können. Viele Unternehmen schließen einfach ohne Insolvenz, wieder andere werden übernommen oder fusionieren. Tatsächlich schließen sehr viel mehr Unternehmen ohne Insolvenz, als Unternehmen eine Insolvenz anmelden (Müller und Stegmaier, 2015). Der Hauptunterschied zwischen den Marktaustrittsformen besteht darin, dass ein Marktaustritt ohne Insolvenz nicht immer ein Scheitern des Unternehmens als Ursache hat und oft freiwillig geschieht.1 Der Marktaustritt über den Weg der Insolvenz ist hingegen ein deutlicher Hinweis auf ökonomisches Scheitern. Marktaustritten ohne Insolvenz geht oft eine mehrjährige geordnete Schrumpfungsphase vorweg, während insolvente Unternehmen sich bis zum Schluss gegen den Austritt stemmen (Fackler et al., 2018). Das Interesse an Insolvenzen ergibt sich zum einen daraus, dass sie ein sehr aktueller und gut messbarer Indikator für ökonomisches Scheitern und Arbeitsplatzverluste sind. Zum anderen bergen massenhafte Insolvenzen die Gefahr von Ansteckungseffekten bis hin zu Bankenkrisen.

Is Risk the Fuel of the Business Cycle? Financial Frictions and Oil Market Disturbances

Abstract
I estimate a dynamic stochastic general equilibrium (DSGE) model for the United States that incorporates oil market shocks and risk shocks working through credit market frictions. The findings of this analysis indicate that risk shocks play a crucial role during the Great Recession and the Dot-Com bubble but not during other economic downturns. Credit market frictions do not amplify persistent oil market shocks. This result holds as long as entry and exit rates of entrepreneurs are independent of the business cycle.

Abstract
This paper documents the rise of “poison bonds”, which are corporate bonds that allow bondholders to demand immediate repayment in a change-of-control event. The share of poison bonds among new issues has grown substantially in recent years, from below 20% in the 90s to over 60% since mid-2000s. This increase is predominantly driven by investment-grade issues. We provide causal evidence that the pressure to eliminate poison pills has led firms to issue poison bonds as an alternative. Our analysis suggests that this practice entrenches incumbent managers and destroys shareholder value. Holding a portfolio of firms that remove poison pills but promptly issue poison bonds results in negative abnormal returns of −7.3% per year. Our findings have important implications for the agency theory of debt: (i) more debt may not discipline the management; and (ii) even without financial distress, managerial entrenchment can lead to agency conflicts between shareholders and creditors.

Abstract
Most European Union countries have made good progress with vaccinating their populations against COVID-19 and are now seeing a rebound in economic activity. While the scarring effects of the crisis and the long-term implications of the pandemic are only partially understood, the effects of support given to firms can be evaluated in order to help plan the removal of crisis support. An analysis of France, Germany and Italy shows the potential for ‘cleansing effects’ in that it was the least-productive firms that have been affected most by the crisis. While support was generally not targeted at protecting good firms only, financial support went by and large to those with the capacity to survive and succeed. Labour schemes have been effective in protecting employment.

Abstract
The financial crisis has ignited a debate about the appropriate objectives and the governance structure of Central Banks. We use novel survey data to investigate the relation between these traits and banking system stability focusing in particular on their role in micro-prudential supervision. We find that the separation of powers between single and multiple bank supervisors cannot explain credit risk prior or during the financial crisis. Similarly, a large number of Central Bank governance traits do not correlate with system fragility. Only the objective of currency stability exhibits a significant relation with non-performing loan levels in the run-up to the crisis. This effect is amplified for those countries with most frequent exposure to IMF missions in the past. Our results suggest that the current policy discussion whether to centralize prudential supervision under the Central Bank and the ensuing institutional changes some countries are enacting may not produce the improvements authorities are aiming at. Whether other potential improvements in prudential supervision due to, for example, external disciplinary devices, such as IMF conditional lending schemes, are better suited to increase financial stability requires further research.

Abstract
Im Jahr 2023 ging das deutsche Bruttoinlandsprodukt um 0,3% gegenüber dem Vorjahr zurück. Während im zweiten und dritten Quartal eine Stagnation der gesamtwirtschaftlichen Produktion zu beobachten war, sank die Wirtschaftsleistung in Deutschland im vierten Quartal 2023 um 0,3%. Insbesondere dürften die gestiegenen Verbraucherpreise dazu beigetragen haben, dass die preisbereinigten Konsumausgaben der privaten Haushalte deutlich zurückgingen. Zusätzlich belastete politische und wirtschaftliche Unsicherheit den Konsum. Der Anstieg der Zinsen wirkte im vergangenen Jahr ebenfalls dämpfend auf die Konjunktur. Die Verunsicherung wird auch in der ersten Jahreshälfte andauern, so dass das Bruttoinlandsprodukt (BIP) laut IWH-Flash-Indikator im ersten Quartal 2024 stagnieren und im zweiten Quartal 2024 lediglich um knapp 0,2% steigen dürfte (vgl. Abbildung 1).
