The Extreme Risk Problem for Monetary Policies of the Euro-Candidates

Abstract
We argue that monetary policies in euro-candidate countries should also aim at mitigating excessive instability of the key target and instrument variables of monetary policy during turbulent market periods. Our empirical tests show a significant degree of leptokurtosis, thus prevalence of tail-risks, in the conditional volatility series of such variables in the euro-candidate countries. Their central banks will be well-advised to use both standard and unorthodox (discretionary) tools of monetary policy to mitigate such extreme risks while steering their economies out of the crisis and through the euroconvergence process. Such policies provide flexibility that is not embedded in the Taylor-type instrument rules, or in the Maastricht convergence criteria.

Should We Trust in Leading Indicators? Evidence from the Recent Recession

Abstract
The paper analyzes leading indicators for GDP and industrial production in Germany. We focus on the performance of single and pooled leading indicators during the pre-crisis and crisis period using various weighting schemes. Pairwise and joint significant tests are used to evaluate single indicator as well as forecast combination methods. In addition, we use an end-of-sample instability test to investigate the stability of forecasting models during the recent financial crisis. We find in general that only a small number of single indicator models were performing well before the crisis. Pooling can substantially increase the reliability of leading indicator forecasts. During the crisis the relative performance of many leading indicator models increased. At short horizons, survey indicators perform best, while at longer horizons financial indicators, such as term spreads and risk spreads, improve relative to the benchmark.

Abstract
This paper investigates the forward-lookingness of monetary policy related to stabilising inflation over time under different degrees of central bank credibility in the four largest Latin American economies, which experienced a different transition path to the full-fledged inflation targeting regime. The analysis is based on an interest rate-based hybrid monetary policy rule with time-varying coefficients, which captures possible shifts from a backward-looking to a forward-looking monetary policy rule related to inflation stabilisation. The main results show that monetary policy is fully forward-looking and exclusively reacts to expected inflation under nearly perfect central bank credibility. Under a partially credible central bank, monetary policy is both backward-looking and forward-looking in terms of stabilising inflation. Moreover, monetary authorities put increasingly more priority on stabilising expected inflation relative to actual inflation if central bank credibility tends to improve over time.

Abstract
New Zealand has experienced poor productivity performance over the last two decades. Factors often cited as reasons behind this are the small size of the domestic market and distance to international partners and markets. While the distance reason is one that is fairly insurmountable, there are a number of other small advanced economies that also face similar domestic market constraints. This study compares the relative performance of New Zealand’s firms to those economies using novel cross-country microdata from CompNet. We present stylised facts for New Zealand relative to the economies of Belgium, Denmark, Finland, Netherlands and Sweden based on average productivity levels, as well as benchmarking laggard, median and frontier firms. This research also employs an analytical framework of technology diffusion to evaluate the extent of productivity convergence, and the impact of the productivity frontier on non-frontier firm performance. Additionally, both labour and capital resource allocation are compared between New Zealand and the other small advanced economies. Results show that New Zealand’s firms have comparatively low productivity levels and that its frontier firms are not benefiting from the diffusion of best technologies outside the nation. Furthermore, there is evidence of labour misallocation in New Zealand based on less labour-productive firms having disproportionally larger employment shares than their more productive counterparts. Counter-factual analysis illustrates that improving both technology diffusion from abroad toward New Zealand’s frontier firms, and labour allocation across firms within New Zealand will see sizable productivity gains in New Zealand.

Abstract
In this paper, I study the consequences of globalisation, as measured by the involvement of firms in GVC, on the business environment. In particular, I focus on concentration and productivity, firstly by estimating robust elasticities and then isolating the exogenous component of the variation in the participation in GVC. To this aim, I exploit the distance between industries in terms of upstreamness and downstreamness along the supply chain. The evidences suggest that involvement in international supply chains is positively related to concentration at the sector level and positively associated with aggregate productivity, an effect that is driven by the firms at the top of the productivity distribution. Finally, I relate these findings to the current pandemic, going beyond the lack of official statistics and estimating GVC participation for 2020 at the country-level through real time world-seaborne trade data, providing evidences on the re-absorption of the Covid shock in several European economies.

Abstract
Does financial development shield countries from the pass-through of financial shocks to real outcomes? We evaluate this question by characterising the probability density of expected GDP growth conditional on financial stability indicators in a panel of 28 countries. Our robust results unveil a non-linear nexus between financial stability and expected GDP growth, depending on countries’ degree of financial development. While both domestic and global financial factors affect expected growth, the effect of global factors is moderated by financial development. This result highlights a previously unexplored channel trough which financial development can break the link between financial (in)stability and GDP growth.

Ein Kernpunkt des geplanten Basel-III-Regelwerks sind die gestiegenen Eigenkapitalanforderungen. Umsetzungsprobleme könnten die gewünschten Effekte der Reformen jedoch konterkarieren. Zum einen könnten Banken ihre Eigenkapitalquote erhöhen, indem sie weniger Kredite an risikoreiche Kreditnehmer vergeben, statt ihr Eigenkapital
aufzustocken. Hiervon wären vor allem mittelständische Unternehmen ohne Kreditrating betroffen. Zum anderen lassen auch die neuen, strengeren Regeln den nationalen Bankenaufsehern Bewertungsspielräume, die von den Banken – politisch geduldet – zu einer Inflationierung ihres Eigenkapitals genutzt werden könnten.

Abstract
Der Ausbruch der Corona-Pandemie zu Beginn des Jahres 2020 beendete die längste Wachstumsphase der Wirtschaft im wiedervereinten Deutschland. Schon die erste Welle der Corona-Krise bedeutet einen großen Einschnitt in die Geschäftstätigkeit vieler Betriebe in Deutschland, etwa zwei Drittel aller Betriebe in West- und Ostdeutschland sind zum Befragungszeitpunkt, d.h. zwischen Juni und Oktober 2020, von negativen Auswirkungen der Pandemie oder den Maßnahmen zu ihrer Eindämmung betroffen. Den Rückgang der Nachfrage bezeichnen 85 Prozent und damit mit Abstand die meisten Betriebe in Deutschland als problematisch. Behördlich angeordnete Schließungen wirkten sich auf die Geschäftstätigkeit etwa eines Drittels der Betriebe negativ aus. Vor allem betroffene kleine (neun Prozent) und Kleinstbetriebe (zwölf Prozent) sehen sich in ihrer Existenz bedroht.

Abstract
Insolvente Unternehmen sind zahlungsunfähig oder überschuldet und werden in den allermeisten Fällen geschlossen. Dagegen wird ein Gewerbe nicht nur bei der Insolvenz eines Betriebes abgemeldet, sondern z. B. auch, wenn ein Weiterbetrieb nicht lohnend erscheint. Somit sollte sich die gegenwärtige Corona-Krise auch in einer höheren Zahl an Gewerbeabmeldungen spiegeln.
