IWH-Bauumfrage im ersten Quartal 2017: Lage anhaltend gut, Aussichten etwas gedämpft
Das Geschäftsklima im Baugewerbe Ostdeutschlands trübt sich laut Umfrage des IWH zu Beginn des Jahres 2017 geringfügig ein. Ausschlaggebend sind die Geschäftsaussichten, die sich über alle Sparten etwas weniger günstig darstellen als zuvor, freilich ausgehend von einem hohen Niveau. Damit scheint sich für die Zukunft eine Normalisierung der Stimmung am Bau anzudeuten. Die Auftragslage und die finanziellen Indikatoren wie Erträge, Preise und Liquidität sind zurzeit allerdings immer noch ausgezeichnet. Auch die Geschäftslage, die schon zum Jahresende 2016 den Höchststand seit Beginn der Umfrage im Jahr 1993 erreichte, wird zu Jahresbeginn nochmals besser als zuvor bewertet (vgl. Abbildung 1 und Tabelle).

IWH-Konjunkturbarometer Ostdeutschland: Moderater Anstieg der Produktion im Winterhalbjahr 2016/2017
Auf die Stagnation im dritten Quartal des vergangenen Jahres folgte in den Monaten Oktober bis Dezember ein moderater Zuwachs der Produktion. Das Bruttoinlandsprodukt ist in den Neuen Bundesländern – saisonbereinigt nach dem Berliner Verfahren – um 0,3% gestiegen (Alte Bundesländer: 0,4%). Die Steigerung beruht auf einem Wechsel der Auftriebskräfte: Das Produzierende Gewerbe legte nach dem Minus an Wertschöpfung im Sommer wieder zu, und das Plus der Dienstleister hat sich erhöht.

The German Economy: Employment Boom in Germany, but no Overheating of the Economy
Employment in Germany continues to increase healthily, and private consumption expands due to rising real incomes. Investment in equipment, however, remains modest. Overall, economic demand is expanding at roughly the growth rate of potential Gross Domestic Product (GDP), and the output gap is nearly closed. “In 2017, GDP will increase by 1.3% and thus at a lower rate than in the previous year, but this is only due to fewer working days and not to sliding demand,” says Oliver Holtemoeller, Head of the Department Macroeconomics and IWH vice president.

Comment: Keep cool and be prepared – IWH president Gropp on the ECB’s interest rates decision
”The European Central Bank (ECB) decided to keep interest rates unchanged today. No surprise here. But Mario Draghi unfortunately did not provide a signal to markets that the ECB may be moving on interest rates in the foreseeable future. “This is a reasonable decision, but also a missed opportunity”, Reint E. Gropp, president of the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association, says. “An ECB increase interest rate move must be well prepared, and today’s press conference would have been an opportunity to prepare markets for the fact that interest rates cannot stay where they are forever.”

IWH-Industrieumfrage zum Jahresauftakt 2017: Ostdeutsche Hersteller gehen nach Aufschwung im Jahr 2016 von weiterhin günstigen Geschäftsaussichten aus
Die vom IWH befragten rund 300 Unternehmen des Verarbeitenden Gewerbes Ostdeutschlands gehen nach einem erfolgreichen Geschäftsjahr 2016 zuversichtlich in das neue Jahr. Die Umsätze stiegen im Jahr 2016 meist stärker als vor einem Jahr von ihnen erwartet. Bei den Konsumgüterherstellern war die Umsatzentwicklung besonders erfreulich. In allen Sparten war die Industriekonjunktur mit viel Schwung in das Jahr 2016 gestartet und bremste erst im späteren Verlauf des Jahres etwas ab. Mit Blick auf das Jahr 2017 zeigt sich die überwiegende Mehrheit der befragten Unternehmen aber wieder optimistisch. Die Ertragslage konnte sich im Jahr 2016 im Vergleich zum Vorjahr zwar nicht weiter verbessern, jedoch schafften es mehr Unternehmen, aus der Verlustzone zu kommen. Die Exportunternehmen, die in den Jahren zuvor eine besonders gute Performance gezeigt hatten, konnten diesmal nicht durchweg überdurchschnittlichen glänzen. Das soll im Jahr 2017 wieder aufgeholt werden, wie Umsatz- und Beschäftigungspläne zeigen. Insbesondere die größeren ostdeutschen Industrieunternehmen planen häufig, ihren Personal-bestand zu erhöhen.

Arbeitsmarktintegration Geflüchteter: Regionale Unterschiede auf Arbeitsmarkt erklären unterschiedliche Erwartungen an Tempo der Integration
In den vergangenen Tagen ist eine Debatte darüber in Gang gekommen, wie lange die Integration von Geflüchteten in den deutschen Arbeitsmarkt dauert und mit welchen Erwerbs- und Arbeitslosenquoten bei Geflüchteten langfristig zu rechnen ist. Die Bundesagentur für Arbeit weist daraufhin, dass laut vorliegenden statistischen Daten die Beschäftigungsquote von Geflüchteten nach 15 Jahren nicht mehr deutlich von anderen Beschäftigtengruppen abweicht. Sie geht davon aus, dass nach fünf Jahren etwa die Hälfte der Geflüchteten einer Erwerbstätigkeit nachgeht.

Deutsches Bruttoinlandsprodukt im Jahr 2016: Baukonjunktur noch kräftiger als zu vermuten war
Das Bruttoinlandsprodukt ist in Deutschland nach ersten Berechnungen des Statistischen Bundesamts im Jahr 2016 preisbereinigt um 1,9% gestiegen. Dies entspricht der IWH-Prognose vom Dezember.

Aufmacher hui – Qualität pfui Fehlerhafte Darstellung der Qualität der IWH-Prognosen im Handelsblatt
In der Ausgabe vom 09.01.2017 schreibt das Handelsblatt (Norbert Häring: „Neues Jahr, neues Glück“), dass die Konjunkturprognosen der Wirtschaftsforschungsinstitute kaum besser seien als eine bloße Fortschreibung der Vorjahreswerte (naive Prognose). Beispielhaft wird eine Graphik („Wachstum hui, Inflation pfui“) zur Prognose der Inflationsrate gezeigt, in der das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) besonders schlecht abschneidet. Oliver Holtemöller, Vizepräsident des IWH und verantwortlich für die IWH-Konjunkturprognosen, stellt hierzu klar: „Die Darstellung des Handelsblatts zur Güte der IWH-Inflationsprognose ist falsch. Der Fehler ist auf handwerkliche Mängel in der wissenschaftlichen Studie zurückzuführen, auf die sich das Handelsblatt beruft.“ Tatsächlich können die Institute die Inflation (und andere wichtige Indikatoren) genauer vorhersagen als eine naive Prognose.
