Monetary-fiscal Policy Interaction and Fiscal Inflation: A Tale of Three Countries

Abstract
We study the impact of the interaction between fiscal and monetary policy on the low-frequency relationship between the fiscal stance and inflation using cross-country data from 1965 to 1999. In a first step, we contrast the monetary-fiscal narrative for Germany, the U.S. and Italy with evidence obtained from simple regression models and a time-varying VAR. We find that the low-frequency relationship between the fiscal stance and inflation is low during periods of an independent central bank and responsible fiscal policy and more pronounced in times of high fiscal budget deficits and accommodative monetary authorities. In a second step, we use an estimated DSGE model to interpret the low-frequency measure structurally and to illustrate the mechanisms through which fiscal actions affect inflation in the long run. The findings from the DSGE model suggest that switches in the monetary-fiscal policy interaction and accompanying variations in the propagation of structural shocks can well account for changes in the low-frequency relationship between the fiscal stance and inflation.

Der Aufsatz behandelt den transformationsbedingten institutionellen und realwirtschaftlichen Umbau der Industrie auf dem Gebiet der ehemaligen DDR. Im Mittelpunkt stehen die Privatisierungsstrategie der deutschen Treuhandanstalt für Staatsunternehmen und deren Folgen für die Eigentümerverhältnisse, die Aktivitäten zur Rückkehr der Unternehmen auf einen Wachstumspfad und der mit der Re-Industrialisierung verbundene Strukturwandel der Industrieproduktion. Es wird gezeigt, dass der institutionelle Wandel zugleich einen Integrationspfad der ostdeutschen Industrie in den gesamtdeutschen Wirtschaftsverbund vorbestimmt hat, dessen Wachstums- und Aufholpotential eng begrenzt ist.

Abstract
Weitgehende Maßnahmen zum Umbau der Verwaltung werden vielfach mit dem demographischen Wandel sowie der Finanznot der Kommunen und der Länder begründet. Nur mit größeren Einheiten, so die Argumentation, könnte in Zukunft noch ein qualitativ hochwertiges kommunales Leistungsangebot zu vertretbaren Kosten gewährleistet werden. Die Tendenz zur Vergrößerung kommunaler Einheiten passt in das Gesamtbild der in Deutschland seit 1945 praktizierten Maßnahmen im Bereich der Kommunalreform, die bislang überwiegend mit Konzentrations- und Zentralisationsbestrebungen verbunden waren. Im Gesamtspektrum von Verwaltungsreformen sind Gebietsneugliederungen allerdings nur ein Element: Die Reform des Bestands an öffentlichen Aufgaben (Aufgabenkritik), die Verlagerung von Zuständigkeiten zwischen den Ebenen (Funktionalreform) sowie eine Veränderung der Festlegung der Finanzierungsregelungen in Bezug auf die dem öffentlichen Sektor übertragenen Leistungen (Finanzierungsreform) sind weitere Elemente einer Verwaltungs(neu)gliederung. Die vorliegende Veröffentlichung enthält die Ergebnisse der Arbeitsgruppe „Verwaltungs- und Gebietsreformen“ (AG VGR) der Landesarbeitsgemeinschaft Sachsen, Sachsen-Anhalt und Thüringen der Akademie für Raumforschung und Landesplanung (ARL). Ein wesentliches Anliegen der AG VGR bestand darin, mehr Licht in die raumbezogenen Wirkungszusammenhänge von Maßnahmen zur Verwaltungsreform zu bringen, denn speziell empirisch gut gesicherte Befunde sind eher spärlich und lassen zahlreiche Fragen offen.

Abstract
The drivers of the spatial emergence and clustering of the photovoltaic industry in Germany. Following the relatedness literature, we explore to what extent related industries influenced the regional emergence of the photovoltaic (PV) industry. In addition, we shed light on factors explaining selective processes of clustering. We particularly argue that generic resources and resources of related activities have been crucial for the regional concentration in early phases of the industry life cycle. With increasing maturity, industry-specific resources became more important. Based on a unique dataset containing population dynamics of the German PV industry, the hypotheses are tested empirically. Our results partially confirm the assumed beneficial effects of related industries for the emergence of the PV industry. Moreover, we observe changes in the relative importance of factors supporting regional concentration, with industry-specific resources becoming dominant as the industry matures.

Financial Stability and Central Bank Governance

Abstract
The financial crisis has ignited a debate about the appropriate objectives and the governance structure of Central Banks. We use novel survey data to investigate the relation between these traits and banking system stability focusing in particular on their role in micro-prudential supervision. We find that the separation of powers between single and multiple bank supervisors cannot explain credit risk prior or during the financial crisis. Similarly, a large number of Central Bank governance traits do not correlate with system fragility. Only the objective of currency stability exhibits a significant relation with non-performing loan levels in the run-up to the crisis. This effect is amplified for those countries with most frequent exposure to IMF missions in the past. Our results suggest that the current policy discussion whether to centralize prudential supervision under the Central Bank and the ensuing institutional changes some countries are enacting may not produce the improvements authorities are aiming at. Whether other potential improvements in prudential supervision due to, for example, external disciplinary devices, such as IMF conditional lending schemes, are better suited to increase financial stability requires further research.

Abstract
Following the transition from socialist central planning economies to market economies in all of the former socialist countries, many regions have had to cope with severe structural changes and economic development problems. To overcome these problems, local governments have tried to invest in new public infrastructure to support the development of new industries. This paper looks at infrastructure that supports tourist activities and argues that the impact of infrastructure generally depends on certain local factors which differ between municipalities. One important factor is whether the local population possesses the relevant complementary factors, in particular the right ‘soft skills’.

College Choice Allocation Mechanisms: Structural Estimates and Counterfactuals

Abstract
We evaluate a simple allocation mechanism of students to majors at college entry that was commonly used in universities in Brazil in the 1990s and 2000s. Students first chose a single major and then took exams that select them in or out of the chosen major. The literature analyzing student placement, points out that this decentralized mechanism is not stable and is not strategy-proof. This means that some pairs of major & students can be made better off and that students tend to disguise their preferences using such a mechanism. We build up a model of performance and school choices in which expectations are carefully specified and we estimate it using cross-section data reporting choices between two medical schools and grade performances at the entry exams. Given those estimates, we evaluate changes in selection and students’ expected utilities when other mechanisms are implemented. Results highlight the importance of strategic motives and redistributive effects of changes of the allocation mechanisms.

Abstract
Sachsen-Anhalt’s regional development has been heavily determined by the transition from a centrally planned economy to a market economy after German unification in 1990. The process of transition took place during the 1990s as the formal rules associated with a market economy system were adopted. Nevertheless, a number of structural peculiarities which have their roots in the transition period continue to have an impact. This feature is not specific to Sachsen-Anhalt; it concerns all East German regions.
