Abstract
The reunification of Germany, which marked the end of the Cold War in the 20th century, is regarded as one of the most exemplary cases of social integration in human history. Nearly three decades after the German reunification, the economic and social shocks that occurred at the beginning of the reunification process have largely been resolved. Moreover, the unified Germany has grown into one of the most advanced economies in the world.
The unification process that Germany underwent may not necessarily be the way that the Republic of Korea would choose. However, the economic and social exchanges between East and West Germany prior to unification, and the cooperation in a myriad of policies based on these exchanges, served as the crucial foundation for unification. The case of Germany will surely help us find a better way for the re-unification of the Korean Peninsula.
In this context, this is the first edition of a joint research which provides diverse insights on social and economic issues during the process of unification. It consists of nine chapters whose main topics include policies on macroeconomic stabilization, the privatization of state-owned enterprises in East Germany, labor policies and the migration of labor, integration of the social safety nets of the North and South, and securing finances for reunification. To start with, the first part covers macroeconomic stabilization measures, which include policies implemented by the federal government of Germany to overcome macroeconomic shocks directly after the reunification. There was a temporary setback in the economy at the initial phase of reunification as the investment per GDP went down and the level of fiscal debt escalated, reverting to its original trend prior to the reunification. While it appears the momentum for growth was compromised by reunification from the perspective of growth rate of real GDP, this state did not last long and benefits have outpaced the costs since 2000.
In the section which examines the privatization of state-owned enterprises in East Germany, an analysis was conducted on the modernization of industrial infrastructure of East German firms. There was a surge in investment in East German area at the beginning stages but this was focused on a specific group of firms. Most of the firms were privatized through unofficial channels, with a third of these conducted in a management buy-out (MBO) process that was highly effective. Further analysis of a firm called Jenoptik, which was successfully bailed out, is incorporated as to draw implications of its accomplishments.
In the section on migration, we examine how the gap between the unemployment rates in the West and East have narrowed as the population flow shifted from the West to East. Consequently, there was no significant deviation in terms of the Gross Regional Domestic Product (GRDP) per capita in each state of East Germany. However, as the labor market stabilized in East Germany and population flows have weakened, the deviation will become larger. Meanwhile, if we make a prediction about the movement of population between the North and the South, which show a remarkable difference in their economic circumstances, a radical reunification process such as Germany’s case would force 7% of the population of the North to move towards the South. Upon reunification, the estimated unemployment rate in North Korea would remain at least 30% for the time being. In order to reduce the initial unemployment rate, it is crucial to design a program that trains the unemployed and to build a system that predicts changes in labor demand.
It seems nearly impossible to apply the social safety nets of the South to the North, as there is a systemic difference in ideologies. Taking steps toward integration would be the most suitable option in the case of the Koreas. We propose to build a sound groundwork for stabilizing the interest rates and exchange rates, maintain stable fiscal policies, raise momentum for economic growth and make sure people understand the means required to financially support the North in order to reduce the gap between the two.
This book was jointly organized and edited by Dr. Hyung-gon Jeong of the Korea Institute for International Economic Policy (KIEP) and Dr. Gerhard Heimpold of the Halle Institute for Economic Research (IWH). We believe that this report, which examines numerous social and economic agendas that emerged during the reunification of Germany, will provide truly important reference for both Koreas. It is also our view that it will serve as a stepping-stone to establish policies in regard to South-North exchanges across numerous sectors prior to discussions of reunification. KIEP will continue to work with IWH and contribute its expertise to the establishment of grounds for unification policies.

Dieser Methodenreport erläutert vor diesem Hintergrund, wie im Betriebs-Historik-Panel (BHP) Betriebsstillegungen aufgrund von Insolvenzen identifiziert werden können. 25 Years after the Fall of the Berlin Wall: The Economic Integration of East Germany

Abstract
Citizens of the German Democratic Republic (GDR) regained their civil liberties when the Berlin Wall fell 25 years ago. Since then, they have been able to travel freely and have been free to choose where to live and work. The fall of the Berlin Wall was quickly followed by preparations for German Unification at a speed unparalleled in history: the first free Volkskammer elections on 18 March 1990, the economic, monetary and social union on 1 July 1990, and finally, the unification of Germany when the GDR was included in the jurisdiction of the Basic Law of the Federal Republic of Germany. The integration of the economies of East and West Germany, however, has proven to be a drawn-out process.

Impact of Personal Economic Environment and Personality Factors on Individual Financial Decision Making

Abstract
This study on healthy young male students aimed to enlighten the associations between an individual’s financial decision making and surrogate makers for environmental factors covering long-term financial socialization, the current financial security/responsibility, and the personal affinity to financial affairs as represented by parental income, funding situation, and field of study. A group of 150 male young healthy students underwent two versions of the Holt and Laury (2002) lottery paradigm (matrix and random sequential version). Their financial decision was mainly driven by the factor “source of funding”: students with strict performance control (grants, scholarships) had much higher rates of relative risk aversion (RRA) than subjects with support from family (ΔRRA = 0.22; p = 0.018). Personality scores only modestly affected the outcome. In an ANOVA, however, also the intelligence quotient significantly and relevantly contributed to the explanation of variance; the effects of parental income and the personality factors “agreeableness” and “openness” showed moderate to modest – but significant – effects. These findings suggest that environmental factors more than personality factors affect risk aversion.

Abstract
Social security revenues are influenced by business cycle movements. In order to
support the working of automatic stabilizers it would be necessary to calculate social insurance contribution rates independently from the state of the business cycle. This paper investigates whether European countries set social contribution rates according to such a rule. By means of VAR estimations, country-specific effects can be analyzed – in contrast to earlier studies which used a panel design. As a result, some countries under investigation seem to vary their social contribution rates in a procyclical way.

Abstract
Der Vorschlag zur Einführung eines Grundeinkommens ist in letzter Zeit verstärkt in der politischen Diskussion. Ein Grundeinkommen ist „ein Einkommen, das von einem politischen Gemeinwesen an alle seine Mitglieder ohne Bedürftigkeitsprüfung und ohne Gegenleistung ausgezahlt wird“ (Vanderborght/Van Parijs) und würde an die Stelle vorhandener steuerlicher und sozialer Instrumente der Existenzsicherung treten. Mit dem Grundeinkommen würden Armut umfassend verhindert, das Sozial- und Steuersystem erheblich vereinfacht und der Produktionsfaktor Arbeit von den Kosten der sozialen Sicherung entlastet werden. Es wäre das Ende der problematischen staatlichen Kontrollen von Arbeitsfähigkeit und -bereitschaft von Arbeitslosen. Probleme des Vorschlags sind die Finanzierungsschwierigkeiten und die Gefahr verringerter Arbeitsanreize, die der Umsetzung des Modells in Reinform Grenzen setzen.

Abstract
Die Hartz IV-Reform beinhaltet wesentliche Verbesserungen im System der sozialen Grundsicherung für Langzeitarbeitslose. Deshalb war mit der Reform die Erwartung verbunden, daß Empfängerzahlen und Ausgaben zurückgehen würden. Statt dessen kam es jedoch zu einem Anstieg. Folglich ist zu vermuten, daß die Reform Mängel aufweist und Probleme, die für die bisherige Sozialhilfe für Erwerbsfähige nachgewiesen wurden, nicht adäquat gelöst hat. Um diese Vermutung zu überprüfen, wird zunächst das Arbeitslosengeld II systematisch mit der bisherigen Sozialhilfe für Erwerbsfähige verglichen. Neben positiv zu bewertenden Veränderungen kann die Streichung des Unterhaltsrückgriffs auf die Eltern erwachsener Kinder ebenso zu einem Anstieg der Empfängerzahlen beigetragen haben wie die Anhebung der allgemeinen Vermögensfreibeträge, die nicht für die Altersvorsorge bestimmt sind. Schließlich beinhaltet die Umsetzung der Reform den Verzicht auf eine ganzheitliche Betreuung der Betroffenen, von dem ebenfalls negative Effekte auf die Empfängerzahlen ausgehen. In einem zweiten Schritt werden Faktoren identifiziert, die sich in der Vergangenheit als statistisch signifikant für die Überwindung des Sozialhilfebezugs erwiesen haben. Dabei zeigt sich u. a., daß die Diskussion geeigneter Ausstiegsanreize für die Betroffenen nicht auf finanzielle Aspekte beschränkt werden sollte. Vielmehr ist auch der Ausgestaltung der Beziehung zwischen Behördenmitarbeitern und den ALG II Empfängern größere Beachtung zu schenken. In diesem Punkt führt die Umsetzung der Reform zu einer Verschlechterung. Außerdem zeigen die empirischen Resultate, daß von einer isolierten Anwendung der 1-Euro-Jobs keine positiven Effekte für die Überwindung des ALG II Bezugs zu erwarten sind.

Abstract
Die Reformdiskussion für die soziale Grundsicherung für Erwerbsfähige konzentriert sich in der Regel auf eine Verbesserung der finanziellen Anreize zur Aufnahme einer Erwerbstätigkeit und auf Maßnahmen des “workfare“. Das vorliegende Papier verbreitert die Diskussion mit Hilfe eines Konzepts der Anreizethik. Dabei wird gezeigt, wie durch die Allokation sogenannter moralischer Güter durch die Mitarbeiter der Grundsicherungsbehörden zur Überwindung der Abhängigkeit von sozialer Grundsicherung angereizt werden kann. Das Konzept wird zunächst zur Bewertung der Hartz IV Reform genutzt. Es zeigt sich, dass diese teilweise zu einer Verschlechterung der Anreizstrukturen beiträgt. Der Artikel schließt mit Anregungen zur Beseitigung der aufgedeckten Mängel und mit einem Reformvorschlag im Sinne des anreizethischen Konzepts.

Abstract
The weak performance of the German labour market over the past years has led to a significant unemployment problem. Currently, on average 4.5 mio. people are without a job contract, and a large part of them are long-term unemployed. A longer period of unemployment reduces their employability and aggravates the problem of social exclusion.
The factors driving the evolution of employment have been recently discussed on the workshop Determinanten der Beschäftigung – die makroökonomische Sicht organized jointly by the IAB, Nuremberg, and the IWH, Halle. The present volume contains the papers and proceedings to the policy oriented workshop held in November 2004, 15-16th. The main focus of the contributions is twofold. First, macroeconomic conditions to stimulate output and employment are considered. Second, the impacts of the increasing tax wedge between labour costs and the take home pay are emphasized. In particular, the role of the contributions to the social security system is investigated.
In his introductory address, Ulrich Walwei (IAB) links the unemployment experience to the modest path of economic growth in Germany. In addition, the low employment intensity of GDP growth and the temporary standstill of the convergence process of the East German economy have contributed to the weak labour market performance. In his analysis, Gebhard Flaig (ifo Institute, München) stresses the importance of relative factor price developments. A higher rate of wage growth leads to a decrease of the employment intensity of production, and correspondingly to an increase of the threshold of employment. Christian Dreger (IWH) discusses the relevance of labour market institutions like employment protection legislation and the structure of the wage bargaining process on the labour market outcome. Compared to the current setting, policies should try to introduce more flexibility in labour markets to improve the employment record. The impact of interest rate shocks on production is examined by the paper of Boris Hofmann (Deutsche Bundesbank, Frankfurt). According to the empirical evidence, monetary policy cannot explain the modest economic performance in Germany. György Barabas and Roland Döhrn (RWI Essen) have simulated the effects of a world trade shock on output and employment. The relationships have been fairly stable over the past years, even in light of the increasing globalization. Income and employment effects of the German tax reform in 2000 are discussed by Peter Haan and Viktor Steiner (DIW Berlin). On the base of a microsimulation model, household gains are determined. Also, a positive relationship between wages and labour supply can be established. Michael Feil und Gerd Zika (IAB) have examined the employment effects of a reduction of the contribution rates to the social security system. To obtain robust results, the analysis is done under alternative financing scenarios and with different macroeconometric models. The impacts of allowances of social security contributions on the incentives to work are discussed by Wolfgang Meister and Wolfgang Ochel (ifo München). According to their study, willingness to work is expected to increase especially at the lower end of the income distribution. The implied loss of contributions could be financed by higher taxes.
