The Contribution of Employer Changes to Aggregate Wage Mobility

Abstract
Wage mobility reduces the persistence of wage inequality. We develop a framework to quantify the contribution of employer-to-employer movers to aggregate wage mobility. Using three decades of German social security data, we find that inequality increased while aggregate wage mobility decreased. Employer-to-employer movers exhibit higher wage mobility, mainly due to changes in employer wage premia at job change. The massive structural changes following German unification temporarily led to a high number of movers, which in turn boosted aggregate wage mobility. Wage mobility is much lower at the bottom of the wage distribution, and the decline in aggregate wage mobility since the 1980s is concentrated there. The overall decline can be mostly attributed to a reduction in wage mobility per mover, which is due to a compositional shift toward lower-wage movers.

Abstract
Der Klimawandel und die übermäßige Nutzung natürlicher Ressourcen stellen große Herausforderungen für eine nachhaltige Entwicklung auf der Erde dar. Auf Seite der Unternehmen besteht die Herausforderung darin, Wege zu finden, wie sie Ressourcen schonen und Emissionen senken können. Die Verbraucher wiederum haben über ihr Konsumverhalten Einfluss darauf, welche Produkte Unternehmen überhaupt absetzen können. Nachhaltiger Konsum ist somit ein wichtiger Baustein in der grünen Transformation. In einer jüngst als IWH-Diskussionspapier erschienenen Studie wird untersucht, inwiefern Inflationssorgen den Kauf von Bio-Produkten beeinflussen. Gerade in Zeiten stark steigender Preise könnte die Sorge über das eigene Budget die Sorgen über Klimawandel und Nachhaltigkeit in den Hintergrund treten lassen und sich somit negativ auf den Konsum von oft relativ teuren Bio-Produkten auswirken. Die Ergebnisse der Studie basieren auf einer Befragung von rund 1 200 Teilnehmenden sowie einem Feldexperiment zum tatsächlichen Einkaufsverhalten mit circa 500 Teilnehmenden. Die Ergebnisse zeigen, dass gerade Teilnehmende mit vergleichsweise geringerem Umweltbewusstsein und, damit einhergehend, sowieso schon niedrigerem Anteil an nachhaltigen Produkten nochmals erheblich weniger nachhaltige Produkte konsumieren, sobald sie mit Inflationssorgen konfrontiert werden.

Ecological Preferences and the carbon Intensity of Corporate Investment

Abstract
Lowering carbon intensity in manufacturing is necessary to transform current production technologies. We test if local agents’ preferences, revealed by vote shares for the Green party during local elections in Germany, relate to the carbon intensity of investments in production technologies. Our sample comprises all investment choices made by manufacturing establishments from 2005-2017. Our results suggest that ecological preferences correlate with significantly fewer carbon-intensive investment projects while investments stimulating growth and reducing carbon emissions increase by 14 percentage points. Both results are more distinct in federal states where the Green Party enjoys political power and local ecological preferences are high.

The Distribution of National Income in Germany, 1992-2019

Abstract
This paper analyzes the distribution and composition of pre-tax national income in Germany since 1992, combining personal income tax returns, household survey data, and national accounts. Inequality rose from the 1990s to the late 2000s due to falling labor incomes among the bottom 50% and rising incomes in the top 10%. This trend reversed after 2007 as labor incomes across the bottom 90% increased. The top 1% income share, dominated by business income, remained relatively stable between 1992 and 2019. A large share of Germany’s top 1% earners are non-corporate business owners in labor-intensive professions. At least half of the business owners in P99-99.9 and a quarter in the top 0.1% operate firms in professional services – a pattern mirroring the United States. From 1992 to 2019, Germany’s top 0.1% income concentration exceeded France’s and matched U.S. levels until the late 2000s.

Worker Beliefs about Outside Options

Abstract
Standard labor market models assume that workers hold accurate beliefs about the external wage distribution, and hence their outside options with other employers. We test this assumption by comparing German workers’ beliefs about outside options with objective benchmarks. First, we find that workers wrongly anchor their beliefs about outside options on their current wage: workers that would experience a 10% wage change if switching to their outside option only expect a 1% change. Second, workers in low-paying firms underestimate wages elsewhere. Third, in response to information about the wages of similar workers, respondents correct their beliefs about their outside options and change their job search and wage negotiation intentions. Finally, we analyze the consequences of anchoring in a simple equilibrium model. In the model, anchored beliefs keep overly pessimistic workers stuck in low-wage jobs, which gives rise to monopsony power and labor market segmentation.

Abstract
This article examines how collective bargaining through unions and workplace codetermination through works councils relate to labor market imperfections and how labor market imperfections relate to employer wage premia. Based on representative German plant data for the years 1999-2016, the authors document that 70% of employers pay wages below the marginal revenue product of labor and 30% pay wages above that level. Findings further show that the prevalence of wage markdowns is significantly smaller when organized labor is present, and that the ratio of wages to the marginal revenue product of labor is significantly larger. Finally, the authors document a close link between labor market imperfections and mean employer wage premia, that is, wage differences between employers corrected for worker sorting.

Who Benefits from Place-based Policies? Evidence from Matched Employer-Employee Data

Abstract
We study the wage and employment effects of a German place-based policy using a research design that exploits conditionally exogenous EU-wide rules governing the program parameters at the regional level. The place-based program subsidizes investments to create jobs with a subsidy rate that varies across labor market regions. The analysis uses matched data on the universe of establishments and their employees, establishment-level panel data on program participation, and regional scores that generate spatial discontinuities in program eligibility and generosity. These rich data enable us to study the incidence of the place-based program on different groups of individuals. We find that the program helps establishments create jobs that disproportionately benefit younger and less-educated workers. Funded establishments increase their wages but, unlike employment, wage gains do not persist in the long run. Employment effects estimated at the local area level are slightly larger than establishment-level estimates, suggesting limited spillover effects. Using subsidy rates as an instrumental variable for actual subsidies indicates that it costs approximately EUR 25,000 to create a new job in the economically disadvantaged areas targeted by the program.
