Creditor-control Rights and the Nonsynchronicity of Global CDS Markets

Abstract
We analyze how creditor rights affect the nonsynchronicity of global corporate credit default swap spreads (CDS-NS). CDS-NS is negatively related to the country-level creditor-control rights, especially to the “restrictions on reorganization” component, where creditor-shareholder conflicts are high. The effect is concentrated in firms with high investment intensity, asset growth, information opacity, and risk. Pro-creditor bankruptcy reforms led to a decline in CDS-NS, indicating lower firm-specific idiosyncratic information being priced in credit markets. A strategic-disclosure incentive among debtors avoiding creditor intervention seems more dominant than the disciplining effect, suggesting how strengthening creditor rights affects power rebalancing between creditors and shareholders.

Abstract
Finanzmarktkrisen verursachen in der Regel hohe Kosten. Banken müssen stabilisiert werden, um einen Zusammenbruch des Bankensystems zu verhindern, was immense Kosten für den Staat bedeuten kann. Ebenso kommt es im Zuge von Finanzmarktkrisen zu einem starken Rückgang der wirtschaftlichen Aktivität, der im Vergleich zu gewöhnlichen Rezessionen länger anhält. Die Finanzmarktkrise hat dies ein weiteres Mal verdeutlicht und eine Phase der signifikanten Verschärfung der Regulierung und Aufsicht von Banken eingeleitet. Die Legislative hat das »Window of Opportunity« gut genutzt, und sowohl auf nationaler als auch auf europäischer Ebene wurden neue gesetzliche Grundlagen für eine stärkere Regulierung des Bankensystems erfolgreich eingeführt. Ein erster Erfolg des neuen regulatorischen Umfelds zeigte sich während der Corona-Pandemie, in der das Bankensystem stabil blieb. Dies wird auch durch die aktuell steigenden Eigenkapitalquoten und vergleichsweise niedrigen Ausfallraten im Kreditportfolio der Banken deutlich. Hervorzuheben ist außerdem, dass nicht nur auf nationaler Ebene Anstrengungen unternommen wurden, das regulatorische Umfeld für Banken zu verbessern, sondern dass es auch auf Ebene der Europäischen Union (EU) gelungen ist, mit dem »Single Rulebook« einen einheitlichen regulatorischen Rahmen zu schaffen. Dies wirkt Verschiebungen von Risiken innerhalb der EU entgegen. Trotz dieser Erfolge und positiven Entwicklungen darf nicht übersehen werden, dass sich durch staatliches Eingreifen und die Einführung neuer Regulierungsvorschriften nicht nur der betroffene Sektor, also die Banken, anpassen. Es kann auch zu Auswirkungen auf verschiedenste Akteure kommen, die direkt oder indirekt mit dem Bankensystem interagieren. Zudem kann es im Anpassungsprozess zu dynamischen Effekten kommen. Im Beitrag gehen wir auf zwei ausgewählte Aspekte ein, welche in diesem Zusammenhang von der Legislative zu beachten sind.

Abstract
Die wirtschaftliche Aktivität und das Ausfallrisiko staatlicher Schulden beeinflussen sich gegenseitig. Sinkt die wirtschaftliche Aktivität einer Volkswirtschaft, steigt wegen fallender Steuereinnahmen das Risiko, dass der Staat Zinszahlungen und Tilgungen auf Staatsanleihen nicht zurückzahlen kann. Umgekehrt kann das staatliche Ausfallrisiko seinerseits die wirtschaftliche Aktivität beeinflussen. Steigt das Ausfallrisiko, geraten Banken unter Druck, die Staatsanleihen in ihren Bilanzen führen, und reduzieren die Kreditvergabe an Unternehmen. In der Konsequenz sinkt die wirtschaftliche Aktivität. Dieser Beitrag nutzt hochfrequente News-Ticker-Daten zur Ableitung politischer Ereignisse und davon ausgelöster Fluktuationen im Staatsschuldenrisiko. Diese allein politisch bedingten Fluktuationen ermöglichen es, den Effekt des Staatsschuldenrisikos auf die wirtschaftliche Aktivität zu messen, ohne dass die Schätzung von der gegenläufigen Beziehung der Variablen beeinträchtigt wird. Das Vorgehen wird am Beispiel Italiens erläutert.

Market-implied Ratings and Their Divergence from Credit Ratings

Abstract
In this article, we investigate the divergence between credit ratings (CRs) and Moody's market-implied ratings (MIRs). Our evidence shows that rating gaps provide incremental information to the market regarding issuers' default risk over CRs alone in the short horizon and outperform CRs over extended horizons. The predictive ability of rating gaps is greater for more opaque and volatile issuers. Such predictability was more pronounced during the 2008 financial crisis but weakened in the post-Dodd-Frank Act period. This finding is consistent with credit rating agencies' efforts to improve their performance when facing regulatory pressure. Moreover, our analysis identifies rating-gap signals that do (do not) lead to subsequent Moody's actions to place issuers on negative outlook and watchlists. We find that negative signals from MIR gaps have a real economic impact on issuers' fundamentals such as profitability, leverage, investment, and default risk, thus supporting the recovery-efforts hypothesis.

Natural Disasters and Bank Stability: Evidence from the U.S. Financial System

Abstract
We show that weather-related natural disasters in the United States significantly weaken the financial stability of banks with business activities in affected regions. This is reflected in higher probabilities of default, lower z-scores, higher non-performing assets ratios, higher foreclosure ratios, lower returns on assets and lower equity ratios of affected banks in the years following a natural disaster. The effects are economically relevant and highlight the financial vulnerability of banks and their borrowers despite insurances and public aid programs.

COVID-19 Pandemic and Global Corporate CDS Spreads

Abstract
We examine the impact of the COVID-19 pandemic on the credit risk of companies around the world. We find that increased infection rates affect firms more adversely as reflected by the wider increase in their credit default swap (CDS) spreads if they are larger, more leveraged, closer to default, have worse governance and more limited stakeholder engagement, and operate in more highly exposed industries. We observe that country-level determinants such as GDP, political stability, foreign direct investment, and commitment to crisis management (income support, health and lockdown policies) also affect the sensitivity of CDS spreads to COVID-19 infection rates. A negative amplification effect exists for firms with high default probability in countries with fiscal constraints. A direct comparison between global CDS and stock markets reveals that the CDS market prices in a distinct set of corporate traits and government policies in pandemic times.

Abstract
How does social capital affect trust? Evidence from a Chinese peer-to-peer lending platform shows regional social capital affects the trustee’s trustworthiness and the trustor’s trust propensity. Ceteris paribus, borrowers from higher social capital regions receive larger bid from individual lenders, have higher funding success, larger loan size, and lower default rates, especially for low-quality borrowers. Lenders from higher social capital regions take higher risks and have higher default rates, especially for inexperienced lenders. Cross-regional transactions are most (least) likely to be realized between parties from high (low) social capital regions.

Abstract
Bank regulators interfere with the efficient allocation of resources for the sake of financial stability. Based on this trade-off, I compare how different capital requirements affect default probabilities and the allocation of market shares across heterogeneous banks. In the model, banks‘ productivity determines their optimal strategy in oligopolistic markets. Higher productivity gives banks higher profit margins that lower their default risk. Hence, capital requirements indirectly aiming at high-productivity banks are less effective. They also bear a distortionary cost: Because incumbents increase interest rates, new entrants with low productivity are attracted and thus average productivity in the banking market decreases.

Ricardian Equivalence, Foreign Debt and Sovereign Default Risk

Abstract
We study the impact of sovereign solvency on the private-public savings offset. Using data on 80 economies for 1989–2018, we find robust evidence for a U-shaped pattern in the private-public savings offset in sovereign credit ratings. While the 1:1 savings offset is observed at intermediate levels of sovereign solvency, fiscal deficits are not offset by private savings at extremely low and high levels of sovereign solvency. Particularly, the U-shaped pattern is more pronounced for countries with high levels of foreign ownership of government debt. The U-shaped pattern is an emerging market phenomenon; additionally, it is confirmed when considering foreign currency rating and external public debt, but not for domestic currency rating and domestic public debt. For considerable foreign ownership of sovereign bonds, sovereign default constitutes a net wealth gain for domestic consumers.

What Drives the Commodity-Sovereign Risk Dependence in Emerging Market Economies?

Abstract
Using daily data for 34 emerging markets in the period 1994–2016, we find robust evidence that higher export commodity prices are associated with lower sovereign default risk, as measured by lower EMBI spreads. The economic effect is especially pronounced for heavy commodity exporters. Examining the drivers, we find that, first, commodity dependence is higher for countries that export large volumes of commodities, whereas other portfolio characteristics like volatility or concentration are less important. Second, commodity-sovereign risk dependence increases in times of recessions and expansionary U.S. monetary policy. Third, the importance of raw material prices for sovereign financing can likely be mitigated if a country improves institutions and tax systems, attracts FDI inflows, invests in manufacturing, machinery and infrastructure, builds up reserve assets and opens capital and trade accounts. Fourth, the country’s government indebtedness or amount of received development assistance appear to be only of secondary importance for commodity dependence.
