Spätfolgen der Treuhand: Preisgekrönter US-Ökonom startet Forschungsprojekt am IWH
Es ist eine der wichtigsten Auszeichnungen des deutschen Wissenschaftsbetriebs: Der mit 1,5 Millionen Euro dotierte Max-Planck-Humboldt-Forschungspreis geht in diesem Jahr an den Volkswirt Ufuk Akcigit von der Universität Chicago. Am Leibniz-Institut für Wirtschaftsforschung Halle (IWH) will Akcigit mit innovativen Methoden untersuchen, warum die Wirtschaft in Ostdeutschland bis heute hinter der westdeutschen zurückbleibt – und welche Rolle die Treuhandanstalt dabei spielt.

Determinants of Knowledge Exchange Between Foreign and Domestic Enterprises in European Post-transition Economies

Abstract
The aim of this paper is to contribute to the literature on internationalised research and development by investigating determinants of knowledge and technology transfer between foreign subsidiaries and the local economy in European post-transition economies. This inquiry leads to a better understanding of determinants that influence this knowledge and technology exchange. Applying a logit model, we find that, in particular, the foreign subsidiary’s corporate governance structure, its embeddedness in the multinational enterprise’s internal knowledge base, its own technological capacity, the growth of the regional knowledge stock and the regional sectoral diversification are all positively associated with the transfer of knowledge. Subsidiaries’ investment motives and the relative weight of the sector of investment in the region’s economy appear to be of less importance. The analysis focuses on European post-transition economies, using the example of five selected Central Eastern European countries and East Germany. We exploit a unique dataset, the IWH FDI Micro database, which contains information on one thousand two hundred forty-five foreign subsidiaries in this region.

R&D Offshoring and the Productivity Growth of European Regions

Abstract
The recent increase in R&D offshoring have raised fears that knowledge and competitiveness in advanced countries may be at risk of 'hollowing out'. At the same time, economic research has stressed that this process is also likely to allow some reverse technology transfer and foster growth at home. This paper addresses this issue by investigating the extent to which R&D offshoring is associated with productivity dynamics of European regions. We find that offshoring regions have higher productivity growth, but this positive effect fades down with the number of investment projects carried out abroad. A large and positive correlation emerge between the extent of R&D offshoring and the home region productivity growth, supporting the idea that carrying out R&D abroad strengthen European competitiveness.

Abstract
Traditional models of technology transfer via FDI rely upon technology gap and absorptive capacity arguments to explain host economies’ potential to benefit from technological spillovers. This paper emphasizes foreign affiliates’ technological heterogeneity. We apply a novel approach differentiating extent and intensity of backward linkages between foreign affiliates and local suppliers. We use survey data on 809 foreign affiliates in five transition economies. Our evidence shows that foreign affiliates’ technological capability, embeddedness and autonomy are positively related to knowledge transfer via backward linkages. In contrast to what is widely assumed, we find a non-linear relationship between extent of local sourcing and knowledge transfer to domestic suppliers.

Abstract
Informal inter-organizational networks provide manifold opportunities to organize the transfer of information, knowledge and technology between actors. The importance of informal networks as a channel of knowledge transfer is widely acknowledged by academics and practitioners. However, there is a significant lack of discussion on their theoretical foundations and systematic empirical research on the origins, dynamics and effects of informal networking. The objective of this paper is threefold. First, we review the fragmented academic discussion of the notion of informal networking, thereby focusing on how these relationships emerge initially and what conditions (presumably) are required to make them a mutually fruitful and sustainable channel of the transfer of information and knowledge. Second, we give an up-to-date overview over most important and recent studies trying to disentangle the mechanisms of inter-organizational informal networking. Finally, we outline an agenda of future research directions which we encourage researchers to pursue in future empirical studies. Overall, six important research gaps are identified.
