Employment Effects of Investment Grants and Firm Heterogeneity – Evidence from a Staggered Adoption Approach

Abstract
This study estimates the establishment-level employment effects of investment grants in Germany. In addition to the average treatment effect for the treated, we focus on discrimination in the funding rules as potential source of effect heterogeneity. We combine the difference-in-differences approach of Callaway and Sant’Anna (2021) that explicitly models variation in treatment timing with a ties matching at the cohort level. We observe a positive effect of investment grants on employment development in the full sample. The subsample analysis yields strong evidence for effect heterogeneity due to firm characteristics and the economic environment.

Criminal Network Formation and Optimal Detection Policy: The Role of Cascade of Detection

Abstract
This paper investigates the effect of cascade of detection, how detection of a criminal triggers detection of his network neighbors, on criminal network formation. We develop a model in which criminals choose both links and actions. We show that the degree of cascade of detection plays an important role in shaping equilibrium criminal networks. Surprisingly, greater cascade of detection could reduce ex ante social welfare. In particular, we prove that full cascade of detection yields a weakly denser criminal network than that under partial cascade of detection. We further characterize the optimal allocation of the detection resource and demonstrate that it should be highly asymmetric among ex ante identical agents.

Regionale Verteilung von Flüchtlingen in Deutschland
Angesichts hoher Flüchtlingszahlen und der nicht funktionsfähigen gemeinsamen europäischen Asylpolitik muss die regionale Verteilung der Flüchtlinge in Deutschland nach Einschätzung des IWH neu überdacht werden. Soziale Netzwerke und die regionale Arbeitsmarktlage sind dabei wichtige Indikatoren. Eine optimale Verteilung ist mit bürokratischen Mitteln allerdings kaum zu erreichen. Letztlich müssen Marktkräfte einen interregionalen Ausgleich unterstützen. Dafür bedarf es aber entsprechender Anreize sowohl für die Flüchtlinge als auch für die politischen Entscheidungsträger vor Ort – eine Herausforderung für Regionalpolitik und Finanzausgleich.

Intellectual Property Rights Policy, Competition and Innovation

Abstract
To what extent and in what form should the intellectual property rights (IPR) of innovators be protected? Should a company with a large technology lead over its rivals receive the same IPR protection as a company with a more limited advantage? In this paper, we develop a dynamic framework for the study of the interactions between IPR and competition, in particular to understand the impact of such policies on future incentives. The economy consists of many industries and firms engaged in cumulative (step-by-step) innovation. IPR policy regulates whether followers in an industry can copy the technology of the leader. We prove the existence of a steady-state equilibrium and characterize some of its properties. We then quantitatively investigate the implications of different types of IPR policy on the equilibrium growth rate and welfare. The most important result from this exercise is that full patent protection is not optimal; instead, optimal policy involves state-dependent IPR protection, providing greater protection to technology leaders that are further ahead than those that are close to their followers. This is because of a trickle-down effect: providing greater protection to firms that are further ahead of their followers than a certain threshold increases the R&D incentives also for all technology leaders that are less advanced than this threshold.

On the basis of a post-Keynesian market constellations approach, the necessity and institutional requirements of the coordination of macroeconomic policy areas in general and an optimal central bank setting in particular are analysed, and an amelioration of monetary policy of the neo-Keynesian ‘new macroeconomic consensus’ is provided.

Abstract
Das Land Sachsen-Anhalt hat in den kommenden Jahrzehnten einen dramatischen Rückgang und zugleich eine zunehmende Überalterung der Bevölkerung zu bewältigen. Damit werden spürbare Einschnitte in den öffentlichen Haushalten verbunden sein, die noch durch andere Faktoren verstärkt werden. Da sich der Bevölkerungsrückgang im ländlichen Raum besonders stark auswirkt, ist eine optimale Gestaltung der staatlichen und kommunalen Aufgabenerfüllung hier besonders dringlich. Hierzu gehört auch die Optimierung der gemeindlichen Verwaltungsstrukturen.

Abstract
Die Evaluation der ökonomischen Wirkungen von betrieblicher Mitbestimmung ist aufgrund von spezifischen Merkmalen bei Betrieben mit Betriebsräten aus methodischer Sicht nicht unproblematisch. So führen bisherige Studien zu teilweise konträren Ergebnissen. In der hier vorliegenden Studie sollen daher die Probleme aufgezeigt, näher diskutiert und Lösungsmöglichkeiten an dem Beispiel der betrieblichen Mitbestimmung in ostdeutschen Betrieben des produzierenden Gewerbes und des Baus dargestellt werden.
Es wird ein optimaler Matching-Algorithmus zur Zuordnung von "statistischen Zwillingsbetrieben" genutzt, der insbesondere gute Matchingergebnisse bei geringen Fallzahlen liefert. Da mit der ursprünglichen Teilnehmergruppe aufgrund kurzer Beobachtungsperioden nur kurzfristige Effekte ermittelt werden können, wird das Matchingverfahren zusätzlich zur Konstruktion verlängerter Beobachtungsperioden genutzt. Bei diesem neuen Anwendungsfall werden Betriebe, die einen Betriebsrat gegründet haben mit sogenannten Stellvertreter-Betrieben, die bereits einen Betriebsrat besitzen, verknüpft. Dadurch werden die kurzen Beobachtungsdauern verlängert, und es können auch Aussagen über die längerfristige Wirkung der betrieblichen Mitbestimmung getroffen werden.
Die ermittelten Effekte auf die Produktivität, die Ertragslage und das Qualifikationsniveau der Beschäftigten deuten weder kurz- noch langfristig auf eine signifikante Wirkung der betrieblichen Mitbestimmung hin.
