Abstract
Aus Anlass des Jahrestages hat das Institut für Wirtschaftsforschung Halle (IWH) die Broschüre „25 Jahre nach dem Mauerfall: Wirtschaftliche Integration Ostdeutschlands im Spiegel der Forschung am IWH“ herausgegeben. Ein Überblickstext und 25 Abbildungen zeichnen wichtige ökonomische Entwicklungen seit der deutschen Vereinigung bis heute nach. Der folgende Beitrag gibt Auszüge aus der Broschüre wieder. Im Mittelpunkt stehen die Themen Migration, Demographie und Arbeitsmarkt.

Abstract
Citizens of the German Democratic Republic (GDR) regained their civil liberties when the Berlin Wall fell 25 years ago. Since then, they have been able to travel freely and have been free to choose where to live and work. The fall of the Berlin Wall was quickly followed by preparations for German Unification at a speed unparalleled in history: the first free Volkskammer elections on 18 March 1990, the economic, monetary and social union on 1 July 1990, and finally, the unification of Germany when the GDR was included in the jurisdiction of the Basic Law of the Federal Republic of Germany. The integration of the economies of East and West Germany, however, has proven to be a drawn-out process.

Abstract
Als vor 25 Jahren die Berliner Mauer fiel, gewannen die Bürger der DDR ihre bürgerlichen Freiheiten zurück. Sie können seitdem frei reisen und ihren Wohn- und Arbeitsort frei wählen. Auf den Mauerfall folgten in historisch einmaligem Tempo Weichenstellungen zur Deutschen Einheit: erste freie Volkskammerwahlen am 18.03.1990, die Wirtschafts-, Währungs- und Sozialunion am 01.07.1990 und schließlich die Einheit Deutschlands durch den Beitritt der DDR zum Geltungsbereich des Grundgesetzes der Bundesrepublik Deutschland. Die Integration der ost- und westdeutschen Wirtschaft ist allerdings ein langwieriger Prozess.

Do Better Pre-migration Skills Accelerate Immigrants' Wage Assimilation?

Abstract
This paper analyzes wage assimilation of ethnic German immigrants to Germany using unique administrative data that include an administrative estimate of immigrants' expected wage in Germany at the time of migration. We find that a 10% higher wage potential translates into a 1.6% higher wage in Germany when also controlling for educational attainment, thus pointing at partial transferability of pre-migration skills to the host country's labor market. We also document that wage assimilation is significantly accelerated for immigrants with higher wage potentials. Our results are both in line with complementarities between pre-migration skills and host country-specific human capital and a U-shaped pattern of immigrants' job mobility with initial downgrading and subsequent upgrading.

Abstract
Die deutsche Wirtschaft expandiert im Jahr 2014 in mäßigem Tempo. Der hohe Produktionszuwachs vom Jahresanfang hat sich nicht fortgesetzt, und die Unternehmen schätzen ihre Aussichten nicht mehr ganz so günstig ein, denn eine kräftige Erholung des Euroraums lässt weiter auf sich warten. Zudem verunsichert der Konflikt zwischen Russland und dem Westen. Die binnenwirtschaftlichen Bedingungen sind aber weiter günstig. Das reale Bruttoinlandsprodukt dürfte im Jahr 2014 um 1,5% und im Jahr 2015 um 1,6% zunehmen.

Abstract
We analyze the impact of financial globalization on volatilities of hours worked and wages of high-skilled and low-skilled workers. Using cross-country, industry-level data for the years 1970–2004, we establish stylized facts that document how volatilities of hours worked and wages of workers with different skill levels have changed over time. We then document that the volatility of hours worked by low-skilled workers has increased the most in response to the increase in financial globalization. We develop a dynamic stochastic general equilibrium model of a small open economy that is consistent with the empirical results. The model predicts that greater financial globalization increases the volatility of hours worked, and this effect is strongest for low-skilled workers.

Abstract
Building on the right-to-manage model of collective bargaining, this paper tries to infer union power from the observed results in wage setting. It derives a time-varying indicator of union strength taking account of taxation, unemployment benefits, and the labour market situation and confronts this indicator with annual data for Germany. The results show that union power did not change much from 1992 to 2002 but fell markedly (by about one-third) from 2002 to 2007 in the aftermath of substantial labour market reforms.

Abstract
Measuring skill mismatch is problematic, because objective data on an individual skill level are often not available. Recently published data from the Program for the International Assessment of Adult Competencies (PIAAC) provide a unique opportunity for gauging the importance of skill mismatch in modern labor markets. This paper systematically compares existing measures of skill mismatch in terms of their implications for labor market outcomes. We also provide a new measure that addresses an important limitation of existing measures, namely, assigning a single competency score to individuals. We find that the importance of skill mismatch for individual earnings differs greatly, depending on the measure of mismatch used.
