Abstract
We analyze the effect of central bank transparency on cross-border bank activities. Based on a panel gravity model for cross-border bank claims for 21 home and 47 destination countries from 1998 to 2010, we find strong empirical evidence that a rise in central bank transparency in the destination country, on average, increases cross-border claims. Using interaction models, we find that the positive effect of central bank transparency on cross-border claims is only significant if the central bank is politically independent and operates in a stable economic environment. Central bank transparency and credibility are thus considered complements by banks investing abroad.

Sie folgt auf Manfred Maas, der den Vorstandsrat und späteren Aufsichtsrat des Instituts seit 2003 über drei Amtszeiten hinweg geleitet hat.

Kranke Banken treiben Schulden von Zombie-Firmen nach oben
Angeschlagene Eurostaaten wie Griechenland und Spanien haben aktuell nicht nur mit ihren Banken zu kämpfen, sondern auch mit hochverschuldeten Firmen im eigenen Land. Eine Gruppe von Forschern unter der Beteiligung von Michael Koetter vom Leibniz-Institut für Wirtschaftsforschung Halle (IWH) fand nun heraus: Scheitern die Banken daran, ihre finanziellen Probleme in den Griff zu bekommen, behindert das auch den Schuldenabbau von Unternehmen, die ohnehin ums Überleben kämpfen – und steigert mitunter sogar deren Schulden.

Career Experience, Political Effects, and Voting Behavior in the Riksbank’s Monetary Policy Committee

Abstract
We find that career experience shapes the voting behavior of the Riksbank’s Monetary Policy Committee (MPC) members. Members with a career in the Riksbank and the government prefer higher rates. During a legislation with a center-right (center-left) party administration, MPC members with a career background in the government favor higher (lower) interest rates. Highlights: • The determinants of voting behavior in the Swedish Riksbank are considered. • Voting is analyzed with random effects ordered logit models for 1999–2013. • Interplay of career experience and political factors shapes voting behavior. • Government or Riksbank background leads to higher interest rate votes. • Partisan voting behavior is detected for members with government background.

Abstract
This paper investigates the relationship between local banking structures and SMEs’ access to debt and performance. Using a unique dataset on bank branch locations in Poland and firm-, county-, and bank-level data, we conclude that a strong position for local cooperative banks facilitates access to bank financing, lowers financial costs, boosts investments, and favours growth for SMEs. Moreover, counties in which cooperative banks hold a strong position are characterized by a more rapid pace of new firm creation. The opposite effects appear in the majority of cases for local banking markets dominated by foreign-owned banks. Consequently, our findings are important from a policy perspective because they show that foreign bank entry and industry consolidation may raise valid concerns for SME prospects in emerging economies.

Abstract
We show that the speed and type of corporate deleveraging depends on the interaction between corporate and financial sector health. Based on granular bank-firm data pertaining to small and medium-sized enterprises (SME) from five stressed and two non-stressed euro area economies, we show that “zombie” firms generally continued to lever up during the 2010–2014 period. Whereas relationships with stressed banks reduce SME leverage on average, we also show that zombie firms that are tied to weak banks in euro area periphery countries increase their indebtedness even further. Sustainable economic recovery therefore requires both: deleveraging of banks and firms.

Do Conventional Monetary Policy Instruments Matter in Unconventional Times?

Abstract
This paper investigates how declines in the deposit facility rate set by the European Central Bank (ECB) affect bank behavior. The ECB aims to reduce banks’ incentives to hold reserves at the central bank and thus to encourage loan supply. However, given depressed margins in a low interest environment, banks might reallocate their liquidity toward more profitable liquid assets other than traditional loans. Our analysis is based on a sample of euro area banks for the period from 2009 to 2014. Three key findings arise. First, banks reduce their reserve holdings following declines in the deposit facility rate. Second, this effect is heterogeneous across banks depending on their business model. Banks with a more interest-sensitive business model are more responsive to changes in the deposit facility rate. Third, there is evidence of a reallocation of liquidity toward loans but not toward other liquid assets. This result is most pronounced for non-GIIPS countries of the euro area.

Abstract
Policies that foster the expansion of regional banking services can be an effective tool to enhance financial inclusion by facilitating the access to deposit services. Financial inclusion, in turn, can expand banks’ deposit base with positive spillovers for financial stability, both at the bank and country levels. Governments’ support to unconventional branching via correspondent banking, to the proportionality of regulation, and to the harmonization of banking services can provide the conditions to stimulate banks to reach customers that remain outside the financial system, especially in emerging countries. By encouraging these conditions within its Financial Inclusion Action Plan, the G20 could effectively link its financial inclusion and financial stability objectives within a consistent policy framework.
