Abstract
Die Modellierung des CO2Zertifikatepreisrisikos ist ein wichtiger Teilaspekt eines ganzheitlichen Managements von mit dem Emissionshandel verbundenen Unternehmensrisiken. Das Papier diskutiert ein Preisbildungsmodell, auf dessen Grundlage das Zertifikatepreisrisiko bewertet werden kann. Es wird davon ausgegangen, dass der Zertifikatepreis durch die erwarteten Grenzvermeidungskosten der Handelsperiode determiniert wird und stochastisch um dieses Niveau schwankt. Dieses Verhalten wird mit einem Mean-Reversion-Prozess modelliert. Aufgrund von Unsicherheiten bezüglich künftiger Umweltzustände ist jedoch zu vermuten, dass innerhalb einer Handelsperiode durch das Bekanntwerden neuer Informationen sprunghafte Veränderungen der erwarteten Grenzvermeidungskosten auftreten können, womit sprunghafte Verschiebungen des erwarteten Preisniveaus einhergehen. Neben der ParameterSchätzung ist es daher auch ein Ziel der Arbeit, den Mean-Reversion-Prozess so zu modifizieren, dass solche sprunghaften Veränderungen des erwarteten Reversion-Niveaus abgebildet werden können.

Abstract
The paper deals with the effects of local governments’ interference with business affairs of publicly owned utilities. A partial model is presented to illustrate the consequences of “democratic control” for the public managers’ effort and the efficiency of local public production. To check the theoretical results empirically, a two-stage data envelopment analysis (DEA) is carried out for a sample of East German water suppliers. The organisational form is used as a measure for the degree of municipal control. The results of the OLS- and Tobit regression indicate an efficiency-enhancing effect of organisational forms with less distinctive control options for local politicians.

Spillover Effects and R&D-Cooperations - The Influence of Market Structure

Abstract
This paper examines empirically the role of market structure for the influence of spill-over effects on R&D-cooperations. The results of a microeconometric analysis, based on firm data on innovation, let in general presume that with intensified competition also the influence of spillovers on R&D-cooperation increases. However, competition seems to induce firms to search for effective firm-specific appropriation facilities first. Spillovers that are sufficiently high such that the internalisation effect from R&D-cooperation more than outweighs the competitive effect from research, only arise whenever firms are not able to protect their research results through any appropriation facility. Additionally, there is some evidence that spillover effects may even hinder firms from cooperating in R&D when there is intensive competition on the research stage.

Abstract
This paper examines the relation between corporate social responsibility (CSR) performance and tax–motivated income shifting. Using a profit–shifting measure estimated from multinational enterprises (MNEs) data, we find that parent firms with higher CSR scores shift significantly more profits to their low-tax foreign subsidiaries. Overall, our evidence suggests that MNEs engaging in CSR activities acquire legitimacy and moral capital that temper negative responses by stakeholders and thus have greater scope and chance to engage in unethical profit-shifting activities, consistent with the legitimacy theory.
