IWH-Tarif-Check: Im Baugewerbe wird künftig auch real deutlich mehr gezahlt: Starker Anstieg der Tariflöhne, ostdeutsche Beschäftigte holen aber nicht weiter auf
Nach monatelangen Tarifverhandlungen gibt es für die rund 800 000 Beschäftigten im Bauhauptgewerbe einen Schlichterspruch – und die bislang höchste Tariflohnvereinbarung Deutschlands in diesem Jahr: Die Beschäftigten im Tarifgebiet West bekommen zum 1. Mai 2018 5,7% mehr Lohn und insgesamt drei Einmalzahlungen: im November diesen Jahres 250 Euro, im Juni 2019 600 Euro und im November 2019 noch einmal 250 Euro. Im Tarifgebiet Ost steigen die Tariflöhne ab Mai 2018 sogar um 6,6% und im Juni 2019 dann um 0,8%. Dazu kommt eine Einmalzahlung im November 2019 in Höhe von 250 Euro je Beschäftigten. Doch wie viel vom Plus bleibt den Bauarbeitenden wirklich? Das IWH hat die realen Einkommenszuwächse berechnet.

IWH-Tarif-Check: Auch real steigen die Einkommen im öffentlichen Dienst kräftig. Reale Netto-Lohnzuwächse bei den Beschäftigten von Bund und Kommunen in den nächsten Jahren
Der neue Tariflohnabschluss verheißt Positives für die 2,3 Millionen Beschäftigten des öffentlichen Dienstes von Bund und Kommunen: Rückwirkend zum 01.03.2018 erhalten sie 3,2%, ab dem 01.04.2019 weitere 3,1% und zum 01.03.2020 nochmals 1,1% mehr Lohn. Die Beschäftigten bis zur Entgeltgruppe 6 erhalten zudem eine Einmalzahlung von 250 Euro.

Ostdeutsche Produktion expandiert wieder langsamer als in Deutschland insgesamt – Implikationen der Gemeinschaftsdiagnose Frühjahr 2018 und amtlicher Daten für die ost-deutsche Wirtschaft im Jahr 2017
Für das Jahr 2018 prognostiziert das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) einen Anstieg des ostdeutschen Bruttoinlandsprodukts mit Berlin um 1,8% (Gemeinschaftsdiagnose für Deutschland insgesamt 2,2%). Im Jahr 2019 dürfte der Abstand zur gesamtdeutschen Zuwachsrate wieder etwas geringer werden (Ostdeutschland: 1,8%, Deutschland insgesamt: 2,0%).

Joint Economic Forecast Spring 2018: Germany’s Economic Experts Raise Forecast Slightly
Berlin, 19 April – Germany’s leading economic experts raised their forecasts for 2018 and 2019 slightly in their Spring Joint Economic Forecast released on Thursday in Berlin. They now expect economic growth of 2.2 percent for this year and 2.0 percent for 2019, versus 2.0 percent and 1.8 percent respectively in their autumn forecast. “The German economy is still booming, but the air is getting thinner as unused capacities are shrinking“, notes Timo Wollmershaeuser, ifo Head of Economic Forecasting. Commenting on the new German government’s economic policy, he adds: “It is precisely when the government’s coffers are full that fiscal policy should reflect the implications of its actions for overall economic stability and the sustainability of public finances. The extension of statutory pension benefits outlined in the coalition agreement runs counter to the idea of sustainability.”

Ostdeutsche Flächenländer können mit westdeutschem Wirtschaftswachstum nicht mithalten
Deutschlands Wirtschaft ist im Jahr 2017 um stolze 2,2% gewachsen. Bei näherem Hinsehen offenbart sich aber schnell: Die Wachstumszahlen von Bundesländern wie Bayern (+2,8%), Bremen (+3,3%) und Niedersachsen (+2,5%) verheißen deutlich mehr als die der ostdeutschen Flächenländer, beispielsweise die Sachsens (+1,4%) und vor allem Sachsen-Anhalts (0,8%), wie die heute vorgelegten BIP-Wachstumszahlen des Arbeitskreises Volkswirtschaftliche Gesamtrechnungen der Länder (VGRdL) für 2017 zeigen. Damit geht die Schere zwischen Ost- und Westdeutschland nicht weiter zu. „Der Aufholprozess stagniert; die ostdeutschen Länder sollten ihre Wirtschaftspolitik mehr auf die bessere Qualifizierung der Erwerbstätigen und Innovationen ausrichten“, so Oliver Holtemöller, Vizepräsident des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) und Leiter der Abteilung Makroökonomik.

What is holding back the banking union?
The European Commission wants to better regulate and monitor the European banking sector. In many EU Member States, however, the necessary directives are being implemented extremely slowly. Surprisingly, the reasons for this do not lie in politics and banking structures, but in the institutional framework conditions and existing regulations in the Member States, as argued by Michael Koetter, Thomas Krause and Lena Tonzer from the Halle Institute for Economic Research (IWH).

Economists – and the others
People with a background in economics react more strongly to financial incentives – both positively and negatively, as Dmitri Bershadskyy of the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association – found out. At the beginning of his laboratory experiment, economists were prepared to spend more money on a public good and keep to this social behaviour for a longer period than non-economists. However, towards the end of the experiment they were also the greatest free-riders.

Consistently strong economy, but risks are increasing
The global upswing continues in 2018. The German economy is cur-rently in a boom and is increasingly coming up against capacity limits. “According to our forecast, gross domestic product will expand by 2.2% in 2018; the general government surplus will amount to 1.1% in relation to gross domestic product. Economic growth in East Germany is likely to be slightly below the German growth rate”, says Oliver Holtemöller, head of the Department Macroeconomics and IWH vice president.

TV boosts entrepreneurial identity
Entrepreneurship is a key driver of development in free-market economies – and TV is one channel in transporting and promoting an entrepreneurial identity or ‘culture’, as IWH economist Viktor Slavtchev and his co-author Michael Wyrwich find in a recent study. For their analysis, they compare – for the period after 1990 – the entrepreneurship incidence among the inhabitants of East German regions that had West Ger¬man TV signal prior to 1990 to that of the inhabitants of regions without such a signal.
