IWH-Bauumfrage zum Jahresauftakt 2017: Bauunternehmen blicken mit großer Zuversicht in das Jahr 2017
Das Baugewerbe in Ostdeutschland dürfte das Jahr 2016 laut IWH-Umfrage bei 300 Bauunternehmen mit einem Umsatzplus abgeschlossen haben. Die vor Jahresfrist geäußerten Erwartungen der Unternehmen sind sogar übertroffen worden. Am günstigsten fällt der Jahresabschluss im Ausbaugewerbe aus. Wegen der stärkeren Orientierung nach Westdeutschland und dort günstigerer Preisüberwälzungsspielräume konnten in dieser Sparte erhebliche Produktionszuwächse und auch Gewinne erzielt werden.
Für das Jahr 2017 sind die Bauunternehmen recht zuversichtlich. Der Anteil der Unternehmen, die steigende Umsätze erwarten, fällt fast doppelt so hoch aus wie der Anteil von Unternehmen, die von schrumpfenden Umsätzen ausgehen. Diese Tendenz zieht sich durch alle Bausparten, was auf eine breit angelegte Ausweitung der Bauproduktion im Jahr 2017 hindeutet. Die entscheidenden Hoffnungsträger bleiben wie im Jahr zuvor der Wohnungsneubau und die Wohnungsmodernisierung, die vor allem den Hoch- und Ausbauunternehmen zugutekommen. Im Unterschied zu den Vorjahren überwiegen nunmehr aber auch im Tiefbau die Hoffnungen auf eine Expansion gegenüber der Furcht vor Rückgängen, was wohl auf die tendenziell steigenden Investitionen in die Verkehrsinfrastruktur und in den Breitbandausbau zurückzuführen ist. Die positiven Produktionserwartungen dürften im Jahr 2017 auch Zuwächse bei der Beschäftigung nach sich ziehen. Den stärksten Personalaufbau sieht dabei der Hochbau vor.

IWH-Industrieumfrage im vierten Quartal 2016: Geschäftslage leicht gedämpft, aber Aussichten verbessert
Das Geschäftsklima im Verarbeitenden Gewerbe Ostdeutschlands hat sich zum Jahresende 2016 nur wenig verändert; dies zeigen die Ergebnisse der IWH-Industrieumfrage unter rund 300 Unternehmen. Die Lage wird per saldo zwei Punkte schlechter als im Vorquartal bewertet. Der Saldo aus positiven und negativen Meldungen über die Geschäftsaussichten ist hingegen um zwei Punkte besser ausgefallen (vgl. Abbildung 1 und Tabelle).

Worse ratings by U.S. rating agencies for European sovereigns no argument for European rating agency
A new study by the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association shows that the major U.S. rating agencies rated European sovereigns significantly worse than Fitch, which is more “Europe oriented”. Although the findings in part support the claim of some European politicians during the recent debt crisis that there was an “anti-Europe” bias of the U.S. agencies, the study shows that a new European agency would not address this problem. The reason: Market participants would not listen to the new agency.

IWH-Bauumfrage im vierten Quartal 2016: Bauproduktion im Osten derzeit stark vom Tiefbau getrieben
Das Geschäftsklima im Baugewerbe Ostdeutschlands hat sich laut Umfrage des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) Ende 2016 erneut verbessert. Das im Herbst 2016 erreichte Niveau, das bereits den Höchststand seit Beginn der Umfrage im Jahr 1993 markierte, ist damit nochmals überschritten worden (vgl. Abbildung 1). Die Geschäftslage verbesserte sich mit einem Saldenpunkt nur leicht, die Geschäftsaussichten mit fünf Saldenpunkten allerdings merklich. Die Umfrage deutet somit auf eine nach wie vor aufwärtsgerichtete Bauproduktion bis zu Sommer 2017 hin.

Wirtschaftliche Aussichten Ostdeutschlands für 2017
Im Jahr 2017 wird das Bruttoinlandsprodukt in Ost- wie in Westdeutschland mit 1,3% im Gleichschritt expandieren. Der Wachstumsvorsprung der ostdeutschen Wirtschaft (einschließlich Berlin) in den beiden Vorjahren ist bereits im Jahr 2016 geschmolzen, sodass der wirtschaftliche Aufholprozess Ostdeutschlands insgesamt erneut stagniert.

German economic activity remains robust due to strong domestic demand. IWH forecasts gross domestic product (GDP) to increase by 1.3% in 2017.
