Migration Affects Labour Market in Eastern Germany
Migration increasingly affects the labour market in Eastern Germany, having effects on employment and unemployment figures as well as the number of recipients of social assistance benefits under the SGB II regulations. Particularly with countries in Middle and Eastern Europe, countries affected by the European debt and confidence crisis and with people seeking asylum, there are large increases meeting the dimensions in Western Germany. However, migrants overall still form a significantly smaller percentage of the population and other labour market parameters in Eastern Germany, since migration was a lot stronger in Western Germany during the last decades. While on the short run negative effects on unemployment have to be expected, there are also chances, in the medium- and long-term, to soften the expectable demographic problems, if integration and qualification are supported.

Political lendings of German Savings Banks
A recent paper of the Halle Institute for Economic Research (IWH) suggests that German local politicians take advantage of their influence on the credit decisions of German savings banks. “German savings banks on average increase the supply of commercial loans by €7.6 million in the year of a local election”, says IWH president Reint E. Gropp. Loans that the savings banks generate during election years also perform worse and lead to lower interest income. The results suggest that local politicians take advantage of savings banks to further their chances of re-election.

Mindestlohnbetroffenheit – Besonders starker Rückgang geringfügiger Beschäftigung in den Neuen Bundesländern
Viele Ökonomen und Ökonominnen haben prognostiziert, dass die Anzahl der geringfügigen Beschäftigungsverhältnisse (Minijobs) als Folge des flächendeckenden gesetzlichen Mindestlohns deutlich zurückgehen wird. Tatsächlich hat sich die Anzahl der gewerblichen Minijobs im Juni 2015 um ca. 190 000 Beschäftigungsverhältnisse gegenüber dem Vorjahr reduziert, wie eine Darstellung des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) zeigt. Der Rückgang ist durchschnittlich umso größer, je mehr Personen in einem Bundesland vor Einführung des Mindestlohns weniger als 8,50 Euro brutto je Stunde verdienten.

IWH-Industrieumfrage im dritten Quartal 2015: Stimmung hat sich aufgehellt
Im Sommer hat die Geschäftstätigkeit im Verarbeitenden Gewerbe Ostdeutschlands Fahrt aufgenommen. Das zeigen die Ergebnisse der IWH-Industrieumfrage unter rund 300 Unternehmen. Gegenüber dem Vorquartal wird die aktuelle Geschäftslage im Saldo fünf Punkte positiver bewertet. Die saldierten Urteile über die Aussichten für die nächsten sechs Monate stiegen um sieben Punkte. Beide Komponenten des Geschäftsklimas liegen damit knapp unter den Vorjahreswerten. Eine gegenüber der vorherigen Umfrage deutlich besser bewertete Auftragslage und um neun Saldenpunkte gestiegene Produktionserwartungen untermauern die positive konjunkturelle Botschaft im dritten Quartal. Die Abgasaffäre des VW-Konzerns wurde allerdings erst nach Abschluss dieser Umfrage öffentlich.

Betriebsschließungen: Der Osten nähert sich dem Westen an
Noch in den späten 1990er Jahren musste im Osten jährlich ein deutlich höherer Anteil der Betriebe schließen als im Westen. Seit der Jahrtausendwende nähert sich der Osten dem Westen immer mehr an, und seit 2006 gibt es keine Unterschiede mehr, wie Berechnungen des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) zeigen. Schaut man auf die von Schließungen betroffenen Beschäftigten, lässt sich jedoch nur eine begrenzte Konvergenz zwischen Ost und West feststellen.

Arbeitslosigkeit vererbt sich auch in Deutschland – aber nicht in Familien mit Migrationshintergrund
Eine Studie konnte erstmals den Zusammenhang zwischen der Arbeitslosigkeit von Vätern und ihren Söhnen für Deutschland wissenschaftlich belegen. Söhne, deren Väter zeitweise arbeitslos waren, sind im Alter zwischen 17 und 24 Jahren deutlich häufiger selbst arbeitslos. Der Zusammenhang zwischen der Arbeitslosigkeit von Vätern und der ihrer Söhne ist bei Vätern mit Migrationshintergrund nicht nach-weisbar.

German Households Benefit from Low Interest Environment
Calculations of the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association show that the average household in Germany has benefited from the low policy rate environment. The average return on their portfolio was higher than in the pre-crisis period while at the same time, they benefited from lower interest on new loans. Households in Germany had a total Euro benefit of more than 364 billion Euro over a five-year period relative to 2003 to 2007. Increases in stock prices and real estate prices over-compensate lower interest rates on savings accounts, despite their relatively low share in households’ portfolios. There are benefits across the income distribution. Households that do not own real estate lost though, but their losses are very small at on average about 100 Euro per year.

IWH-Bauumfrage im dritten Quartal 2015: Geschäftsklima unverändert gut
Das Geschäftsklima im ostdeutschen Baugewerbe ist laut Umfrage des IWH im Sommer alles in allem freundlich geblieben. Die Unternehmen beurteilen ihre Geschäftslage ähnlich gut wie im Quartal zuvor. Hinsichtlich der Geschäftsaussichten für das nächste halbe Jahr sind sie sogar etwas optimistischer als noch im Frühjahr die saldierten Urteile der Unternehmen steigen um zwei Punkte. Die Ausstattung mit Liquidität wird etwas günstiger bewertet; hinsichtlich der zu erwartenden Produktion äußerten sich die Unternehmen aber etwas verhaltener als zuvor, und die im Frühjahr gestiegenen Ertragserwartungen fallen zurück auf Vorjahresniveau.

IWH-Konjunkturbarometer Ostdeutschland: Konjunktureller Gleichklang im zweiten Quartal zwischen Ost und West
Gestützt auf eine wieder erstarkende Industrie und eine Beschleunigung des Leistungszuwachses bei den „klassischen“ Dienstleistern Handel, Verkehr und Kommunikation hat das ostdeutsche Bruttoinlandsprodukt – saisonbereinigt nach dem Berliner Verfahren – im zweiten Quartal 2015 um 0,5% gegenüber dem ersten Quartal zugelegt. Die konjunkturelle Dynamik entsprach damit der Entwicklung in den Alten Bundesländern. Gegenüber dem Vorjahreszeitraum betrug der Zuwachs 1,2%. Bezogen auf das erste Halbjahr blieb der Produktionsanstieg mit 0,9% gegenüber dem Westen um einen halben Prozentpunkt zurück.

Konjunktur aktuell: Deutsche Konjunktur: Aufschwung in Deutschland bleibt verhalten
Die deutsche Wirtschaft befindet sich in einem verhaltenen Aufschwung. Die Kapazitätsauslastung hat im Frühjahr zugenommen, und im dritten Quartal 2015 dürfte die Veränderungsrate des Bruttoinlandsprodukts mit 0,5% leicht überdurchschnittlich ausfallen. Im weiteren Verlauf werden die Produktionskapazitäten wohl etwa normalausgelastet sein. Dabei dürfte sich ein Wechsel in den Triebkräften einstellen. Während die schwächere Nachfrage der Schwellenländer auf ein leichtes Abflachen der Exporte im späteren Jahresverlauf hindeutet, dürfte die inländische Nachfrage wieder stärker zulegen. Alles in allem wird das Bruttoinlandsprodukt im Jahr 2015 wohl um 1,8% zunehmen (66%-Prognoseintervall: 1,6% bis 2,0%).
