Multinationale Unternehmen in der Russischen Föderation: DFG fördert Forschungskooperation zwischen IWH und Higher School of Economics Moskau
Das Institut für Wirtschaftsforschung Halle (IWH) hat von der Deutschen Forschungsgemeinschaft (DFG) die Zusage zur Förderung einer wissenschaftlichen Kooperation mit der angesehenen Moskauer Higher School of Economics (HSE) erhalten. Durch die Zusammenarbeit mit einem Hochschulpartner in der wichtigsten osteuropäischen Volkswirtschaft baut das IWH seine Forschungskompetenz im Bereich der Transformationsökonomik aus. Das Kooperationsprojekt wird untersuchen, welche Faktoren für die Standortwahl multinationaler Unternehmen sowie den Technologietransfer in die Russische Föderation entscheidend sind.

Deutsche Metropolregionen im Vergleich: Politische Institutionalisierung unterschiedlich vorangekommen
Bisher haben nur wenige der elf deutschen Metropolregionen das Stadium fortgeschrittener politischer Institutionalisierung und damit auch Kooperation erreicht. Der Prozess zeichnet sich jedoch durch eine hohe Dynamik aus. Ein dominantes regionales Zentrum (eine Großstadt als Lead-Akteur) scheint dies zu begünstigen. Erstrecken sich Metropolregionen über mehrere Bundesländer, kommen die Länderregierungen als zusätzliche Akteure ins Spiel. Das scheint sich eher ungünstig auf die Eigeninitiative regionaler Akteure auszuwirken. Zu diesem Ergebnis kommt eine Studie des Instituts für Wirtschaftsforschung Halle (IWH), in der die deutschen Metropolregionen mit Hilfe eines vierstufigen Modells der politischen Institutionalisierung miteinander verglichen werden.

Arbeitsmarktbilanz Ostdeutschland: Bedeutung sozialversicherungspflichtiger Beschäftigung nimmt zu
Die Lage auf dem ostdeutschen Arbeitsmarkt hat sich weiter verbessert. Vom gesamten Beschäftigungsaufbau entfällt etwa die Hälfte auf das Produzierende Gewerbe. Der Rückgang der Zahl der Arbeitslosen war allerdings trotz der anhaltenden Schrumpfung des Arbeitsangebots geringer als der Beschäftigungsaufbau. Hierfür waren Sonderfaktoren verantwortlich, beispielsweise der Wegfall der Freizügigkeitsbeschränkung für Arbeitnehmer aus den neuen Mitgliedstaaten der Europäischen Union und die Rückführung arbeitsmarktpolitischer Maßnahmen.

Wie fördern Bund und Länder die Energieeffizienz im Gebäudebestand?
Im Rahmen der Programme „Energieeffizient sanieren – Zuschuss“ und „Energieeffizient sanieren – Kredit“ fördert der Bund die energetische Sanierung von Wohngebäuden im Jahr 2011 mit knapp einer Milliarde Euro. Eine Aufstockung auf 1,5 Milliarden Euro jährlich ist geplant. Zusätzlich existieren derzeit auf Länderebene insgesamt 28 Programme. In neun der zehn westdeutschen Länder wird die energetische Sanierung besonders gefördert, wenn der Wohnraum über Mietpreis- und Belegungsbindung sozialverträglich zur Verfügung gestellt wird. In Ostdeutschland werden zentrumsnahe Bestände (Sachsen), Altbaubestände (Thüringen) und kleinere Gebäude (Sachsen-Anhalt) besonders gefördert.

Ostdeutsche Industrie: Auswärtige Investoren stärker von der Krise betroffen als einheimische Eigenständler
Die ostdeutsche Wirtschaft ist von der Krise in den Jahren 2008/2009 weniger erschüttert worden als die westdeutsche. Das bestätigen jetzt auch erste Untersuchungen auf der Betriebsebene. In Ostdeutschland hatte demnach die Industrie die Hauptlast außerhalb des Finanzsektors zu tragen. Knapp die Hälfte der Industriebetriebe verspürte negative Auswirkungen; in der Gesamtwirtschaft war es nur ein Drittel aller Betriebe.

IWH-Bauumfrage im Oktober 2011: Gute Baukonjunktur setzt sich fort
Nach der neuesten Umfrage des IWH vom Oktober 2011 hält sich das Geschäftsklima am ostdeutschen Bau auf einem außerordentlich hohen Niveau. Die Geschäftslage der 300 vom IWH befragten Bauunternehmen hat sich gegenüber der vorangegangenen Befragung im August sowie gegenüber dem Vorjahr verbessert. Mit knapp neun Zehnteln guter bzw. eher guter Urteile erreicht die derzeitige Konjunkturlage den höchsten Saldenwert seit Beginn der Umfrage im Jahr 1993 (bei allerdings niedrigeren Baukapazitäten als in den 1990er Boomjahren). Ihre Geschäftsaussichten bewerten die Unternehmen hingegen nicht mehr so gut wie im Sommer; im Vergleich zum Vorjahr stellt sich dieser Indikator jedoch ebenfalls besser dar.

Größe ist nicht alles – Kommunale Effizienz in Sachsen-Anhalt
Eine Studie des Instituts für Wirtschaftsforschung Halle (IWH) in Zusammenarbeit mit dem Lehrstuhl für Ökonometrie an der Martin-Luther-Universität Halle-Wittenberg hat die Gemeindestruktur in Sachsen-Anhalt im Jahr 2004 – kurz vor der dortigen Gemeindegebietsreform – untersucht. Sie kommt zu dem Ergebnis, dass dezentrale Verwaltungsformen keinen signifikanten Effizienznachteil gegenüber Einheitsgemeinden aufweisen müssen. Zudem hatte die Mehrheit der sachsen-anhaltischen Gemeinden durch die Bildung von Verwaltungsgemeinschaften bereits vor der Reform eine weitgehend effiziente „Betriebsgröße“.

Clusterpolitiken in Bayern und Thüringen: Praxis eilt der Theorie voraus
In einer Vergleichsstudie hat das Institut für Wirtschaftsforschung Halle (IWH) anhand veröffentlichter Dokumente die Clusterpolitiken in den Ländern Bayern und Thüringen analysiert. Ziel dieser Politiken ist die Stärkung der Innovationskraft. Es fehlt jedoch eine explizite Begründung für die staatliche Unterstützung von Clustern im Sinne von Marktversagen, die darlegt, weshalb der Markt allein (aufgrund von externen Effekten, Informationsasymmetrien oder Koordinierungsmängeln) ein Zuwenig an Clusterbildung erzeugt. Offen bleibt daher, ob die praktizierte Clusterpolitik tatsächlich ursachenadäquat ist. In Thüringen wird Clusterpolitik mit der Kleinteiligkeit der Unternehmensstrukturen motiviert, was eher indirekt auf Informations- und Koordinierungsprobleme schließen lässt.

Neues EU-Projekt am IWH stärkt internationale Vernetzung
Das Institut für Wirtschaftsforschung Halle (IWH) hat heute die Verträge zur Beteiligung am Forschungsprojekt „Growth – Innovation – Competitiveness: Fostering Cohesion in Central and Eastern Europe (GRINCOH)“ unterzeichnet, das im 7. Forschungsrahmenprogramm der Europäischen Union (EU) gefördert wird. Im Wettbewerb der eingereichten Anträge wurde das GRINCOH-Projekt nach den Kriterien wissenschaftliche Exzellenz, Qualität des Konsortiums und potenzielle Wirksamkeit in der politischen Beratung am höchsten bewertet.

IWH-Industrieumfrage im September 2011: Höhenflug beendet
Das Geschäftsklima im Verarbeitenden Gewerbe Ostdeutschlands hat sich stark abgekühlt. Dies geht aus den Ergebnissen der IWH-Industrieumfrage vom September unter rund 300 Unternehmen hervor. Die Unternehmen schätzen beide Komponenten des Klimas deutlich schlechter ein als im Juli. So ging der Saldo aus positiven und negativen Bewertungen der aktuellen Geschäftslage um acht Punkte zurück und der Saldo der Geschäftsaussichten für die nächsten sechs Monate sogar um 24 Punkte (vgl. Tabelle). In der aktuellen Umfrage hat der Anteil von Unternehmen, die ihre Aussichten „eher schlecht“ oder „schlecht“ bewerten, gegenüber Juli stark zugenommen (von 9% auf 21%). Trotz dieses Rückganges überwiegen nach wie vor die positiven Einschätzungen.
