Die deutsche Wirtschaft tritt seit über zwei Jahren auf der Stelle. In den kommenden Quartalen dürfte eine langsame Erholung einsetzen. Aber an den Trend von vor der COVID-19-Pandemie wird das Wirtschaftswachstum auf absehbare Zeit nicht mehr anknüpfen können. Die Dekarbonisierung, die Digitalisierung, der demografische Wandel und wohl auch der stärkere Wettbewerb mit Unternehmen aus China haben strukturelle Anpassungsprozesse in Deutschland ausgelöst, die die Wachstumsaussichten für die deutsche Wirtschaft dämpfen.
Das Bruttoinlandsprodukt dürfte im Jahr 2024 um 0,1% sinken und in den kommenden beiden Jahren um 0,8% bzw. 1,3% zunehmen. Damit revidieren die Institute ihre Prognose vom Frühjahr 2024 leicht nach unten. Getragen wird die schmalspurige Erholung vom steigenden privaten Verbrauch, der von kräftigen Zuwächsen der real verfügbaren Einkommen angeregt wird. Das Anziehen der Konjunktur in wichtigen Absatzmärkten, wie den europäischen Nachbarländern, wird den deutschen Außenhandel stützen. Zusammen mit günstigeren Finanzierungsbedingungen kommt dies den Anlageinvestitionen zugute. Die Wirtschaftspolitik sollte Produktivitätshemmnisse abbauen, den Strukturwandel zulassen und die politische Unsicherheit verringern.
This study employs bilateral data on external assets to examine the impact of climate policies on the reallocation of international capital. We find that the stringency of climate policy in the destination country is significantly and positively associated with an increase in the allocation of portfolio equity and banking investment to that country. However, it does not show significant effects on the allocation of foreign direct investment and portfolio debt. Our findings are not driven by valuation effects, and we present evidence that suggests diversification, suasion, and uncertainty mitigation as possible underlying mechanisms.
The recent moderate pace of the global economy will continue for the time being. In Europe, the economy is likely to pick up slightly from the winter half-year 2024/2025. In Germany, the sluggish export business in particular is providing a lack of economic impetus. However, private consumption will contribute to a slight economic recovery in the winter half-year. Gross domestic product is likely to stagnate in 2024 and grow by 1.0% in 2025.
Die deutsche Wirtschaft ist noch immer im Abschwung. Seit nunmehr zwei Jahren folgen abwechselnd minimale Zu- und Abnahmen von einem Quartal auf das nächste. Zuletzt nahm das Bruttoinlandsprodukt (BIP) im zweiten Quartal 2024 um 0,1% ab. Zuvor war es zwar um 0,2% gestiegen (vgl. Abbildung 1), aber auch dies reicht nicht aus, um die negative Produktionslücke zu verringern. Die Produktion in der Industrie und vor allem am Bau ist im zweiten Quartal spürbar gesunken. Auch im laufenden dritten Quartal ist die Stimmung der Unternehmen schlecht. Neben einer schwachen Nachfrage für Exportgüter gibt es eine Reihe von Gründen, warum ein Aufschwung noch nicht in Gang kommt: So wirken neben hohen Zinsen und Energiepreisen auch eine richtungslose Politik sowie eine Vielzahl geopolitischer Krisenherde investitionshemmend. Auch der nach wie vor hohe Krankenstand belastet die Wirtschaft. Alles in allem dürfte das Bruttoinlandsprodukt (BIP) laut IWH-Flash-Indikator im dritten Quartal 2024 um lediglich 0,2% steigen, was erneut keine konjunkturelle Trendwende bedeutet. Eine kräftigere Belebung könnte sich aufgrund steigender Realeinkommen am Jahresende einstellen.
In this paper, we discuss how environmental damage and emission reduction policies affect the conduct of monetary policy in a two-sector (clean and dirty) dynamic stochastic general equilibrium model. In particular, we examine the optimal response of the interest rate to changes in sectoral inflation due to standard supply shocks, conditional on a given environmental policy. We then compare the performance of a nonstandard monetary rule with sectoral inflation targets to that of a standard Taylor rule. Our main results are as follows: first, the optimal monetary policy is affected by the existence of environmental policy (carbon taxation), as this introduces a distortion in the relative price level between the clean and dirty sectors. Second, compared with a standard Taylor rule targeting aggregate inflation, a monetary policy rule with asymmetric responses to sector-specific inflation allows for reduced volatility in the inflation gap, output gap, and emissions. Third, a nonstandard monetary policy rule allows for a higher level of welfare, so the two goals of welfare maximization and emission minimization can be aligned.
Die grüne Transformation, verstanden als ein Prozess, Energie zunehmend treibhausgasneutral zu erzeugen, kann mit marktwirtschaftlichen Instrumenten und dafür erforderlichen Rahmenbedingungen kostengünstiger umgesetzt werden als mit staatlicher Steuerung des Energieverbrauchs und der Energieerzeugung. Kosteneffizienz ist von entscheidender Bedeutung für die Bereitschaft und Fähigkeit der Bevölkerung, die Lasten der Transformation zu tragen, und für eine gerechte Verteilung der Lasten.
Die Treibhausgasemissionen sind im Jahr 2023 in Deutschland um 76 Mio. Tonnen von 750 Mio. Tonnen im Jahr zuvor auf 674 Mio. Tonnen zurückgegangen.1 Der Rückgang fiel damit deutlich stärker aus als in den Jahren zuvor.
Die Aussichten für die internationale Konjunktur bleiben leicht eingetrübt. In Europa setzt sich die zaghafte Erholung fort. In Deutschland vermehren sich die Anzeichen für eine konjunkturelle Besserung. Alles in allem wird die Produktion im Sommerhalbjahr wohl nur verhalten ausgeweitet, doch ab Herbst dürfte die Belebung Fahrt aufnehmen. Das Bruttoinlandsprodukt dürfte im Jahr 2024 um 0,3% expandieren, für 2025 prognostiziert das IWH einen Zuwachs um 1,5%.
Fußball-Welt- und Europameisterschaften sind große gesellschaftliche Ereignisse. Gesamtwirtschaftlich fallen sie in großen Volkswirtschaften mit bestehender Sport- und Verkehrsinfrastruktur und vorhandenen Kapazitäten im Gastgewerbe allerdings kaum ins Gewicht. In diesem Beitrag werden Studien zu den ökonomischen Effekten von Sportgroßveranstaltungen zusammengefasst, die wirtschaftlichen Effekte der Fußball-Weltmeisterschaft 2006 in Deutschland untersucht und daraus die zu erwartenden gesamtwirtschaftlichen Effekte der Fußball-Europameisterschaft 2024 in Deutschland abgeleitet. Die Bauaktivität in den Spielorten nimmt im Vorfeld der Meisterschaften zu; Effekte auf das Gastgewerbe gibt es hingegen kaum – vermutlich vor allem aufgrund von Verdrängungseffekten. Insgesamt war die gesamte nominale Bruttowertschöpfung im WM-Jahr 2006 in den Spielorten gut 1% höher als ohne die WM zu erwarten gewesen wäre; in realer Rechnung ist insgesamt kein signifikanter Effekt zu beobachten.
