Wage mobility reduces the persistence of wage inequality. We develop a framework to quantify the contribution of employer-to-employer movers to aggregate wage mobility. Using three decades of German social security data, we find that inequality increased while aggregate wage mobility decreased. Employer-to-employer movers exhibit higher wage mobility, mainly due to changes in employer wage premia at job change. The massive structural changes following German unification temporarily led to a high number of movers, which in turn boosted aggregate wage mobility. Wage mobility is much lower at the bottom of the wage distribution, and the decline in aggregate wage mobility since the 1980s is concentrated there. The overall decline can be mostly attributed to a reduction in wage mobility per mover, which is due to a compositional shift toward lower-wage movers.
Gegenstand dieses Evaluationsberichts ist die Replikation und Erweiterung der Ergebnisse des vorhergehenden Gutachtens zur Evaluation der Gemeinschaftsaufgabe ‚Verbesserung der regionalen Wirtschaftsstruktur‘ (GRW)
Der vorliegende Evaluationsbericht verfolgt zwei Ziele. Erstens aktualisiert er die Ergebnisse aus dem vorherigen Gutachten. Zweitens betrachtet er einige Aspekte zu den Wirkungen der GRW-Förderung vertiefend. Dazu gehört insbesondere die Frage, ob die GRW für die geförderten Betriebe tatsächlich einen Anreizeffekt im Sinne einer Ausweitung der Investitionstätigkeit hatte und wie sich die Effekte der Förderung unter Verwendung fortgeschrittener Produktivitätsmaße darstellt. Des Weiteren widmet sich der Evaluationsbericht einer vertiefenden Untersuchung heterogener Effekte auf sektoral disaggregierter Ebene sowie nach Betriebsgrößenklassen. Wo es möglich ist, analysiert der Bericht zudem längere Zeiträume nach dem Beginn des Förderprojekts. Schließlich widmet sich der Evaluationsbericht Fragen zur Wirtschaftlichkeit des GRW-Programms auf einzelbetrieblicher Ebene, indem er die Effekte in Beziehung setzt zur Höhe der aufgewendeten Fördermittel.
Die deutsche Wirtschaft ist noch immer im Abschwung. Seit nunmehr zwei Jahren folgen abwechselnd minimale Zu- und Abnahmen von einem Quartal auf das nächste. Zuletzt nahm das Bruttoinlandsprodukt (BIP) im zweiten Quartal 2024 um 0,1% ab. Zuvor war es zwar um 0,2% gestiegen (vgl. Abbildung 1), aber auch dies reicht nicht aus, um die negative Produktionslücke zu verringern. Die Produktion in der Industrie und vor allem am Bau ist im zweiten Quartal spürbar gesunken. Auch im laufenden dritten Quartal ist die Stimmung der Unternehmen schlecht. Neben einer schwachen Nachfrage für Exportgüter gibt es eine Reihe von Gründen, warum ein Aufschwung noch nicht in Gang kommt: So wirken neben hohen Zinsen und Energiepreisen auch eine richtungslose Politik sowie eine Vielzahl geopolitischer Krisenherde investitionshemmend. Auch der nach wie vor hohe Krankenstand belastet die Wirtschaft. Alles in allem dürfte das Bruttoinlandsprodukt (BIP) laut IWH-Flash-Indikator im dritten Quartal 2024 um lediglich 0,2% steigen, was erneut keine konjunkturelle Trendwende bedeutet. Eine kräftigere Belebung könnte sich aufgrund steigender Realeinkommen am Jahresende einstellen.
In this paper, we discuss how environmental damage and emission reduction policies affect the conduct of monetary policy in a two-sector (clean and dirty) dynamic stochastic general equilibrium model. In particular, we examine the optimal response of the interest rate to changes in sectoral inflation due to standard supply shocks, conditional on a given environmental policy. We then compare the performance of a nonstandard monetary rule with sectoral inflation targets to that of a standard Taylor rule. Our main results are as follows: first, the optimal monetary policy is affected by the existence of environmental policy (carbon taxation), as this introduces a distortion in the relative price level between the clean and dirty sectors. Second, compared with a standard Taylor rule targeting aggregate inflation, a monetary policy rule with asymmetric responses to sector-specific inflation allows for reduced volatility in the inflation gap, output gap, and emissions. Third, a nonstandard monetary policy rule allows for a higher level of welfare, so the two goals of welfare maximization and emission minimization can be aligned.
We investigate whether lenders employ sustainability pricing provisions to manage borrowers’ environmental risk. Using unexpected negative environmental incidents of borrowers as exogenous shocks that reveal information on environmental risk, we find that lenders manage borrowers’ environmental risk by conventional tools such as imposing higher interest rates, utilizing financial and net worth covenants, showing reluctance to refinance, and demanding increased collateral. In contrast, the inclusion of sustainability pricing provisions in loan agreements for high environmental risk borrowers is reduced by 11 percentage points. Our study suggests that sustainability pricing provisions may not primarily serve as risk management tools but rather as instruments to attract demand from institutional investors and facilitate secondary market transactions.
Finanzmarktkrisen verursachen in der Regel hohe Kosten. Banken müssen stabilisiert werden, um einen Zusammenbruch des Bankensystems zu verhindern, was immense Kosten für den Staat bedeuten kann. Ebenso kommt es im Zuge von Finanzmarktkrisen zu einem starken Rückgang der wirtschaftlichen Aktivität, der im Vergleich zu gewöhnlichen Rezessionen länger anhält. Die Finanzmarktkrise hat dies ein weiteres Mal verdeutlicht und eine Phase der signifikanten Verschärfung der Regulierung und Aufsicht von Banken eingeleitet. Die Legislative hat das »Window of Opportunity« gut genutzt, und sowohl auf nationaler als auch auf europäischer Ebene wurden neue gesetzliche Grundlagen für eine stärkere Regulierung des Bankensystems erfolgreich eingeführt. Ein erster Erfolg des neuen regulatorischen Umfelds zeigte sich während der Corona-Pandemie, in der das Bankensystem stabil blieb. Dies wird auch durch die aktuell steigenden Eigenkapitalquoten und vergleichsweise niedrigen Ausfallraten im Kreditportfolio der Banken deutlich. Hervorzuheben ist außerdem, dass nicht nur auf nationaler Ebene Anstrengungen unternommen wurden, das regulatorische Umfeld für Banken zu verbessern, sondern dass es auch auf Ebene der Europäischen Union (EU) gelungen ist, mit dem »Single Rulebook« einen einheitlichen regulatorischen Rahmen zu schaffen. Dies wirkt Verschiebungen von Risiken innerhalb der EU entgegen. Trotz dieser Erfolge und positiven Entwicklungen darf nicht übersehen werden, dass sich durch staatliches Eingreifen und die Einführung neuer Regulierungsvorschriften nicht nur der betroffene Sektor, also die Banken, anpassen. Es kann auch zu Auswirkungen auf verschiedenste Akteure kommen, die direkt oder indirekt mit dem Bankensystem interagieren. Zudem kann es im Anpassungsprozess zu dynamischen Effekten kommen. Im Beitrag gehen wir auf zwei ausgewählte Aspekte ein, welche in diesem Zusammenhang von der Legislative zu beachten sind.

Die grüne Transformation, verstanden als ein Prozess, Energie zunehmend treibhausgasneutral zu erzeugen, kann mit marktwirtschaftlichen Instrumenten und dafür erforderlichen Rahmenbedingungen kostengünstiger umgesetzt werden als mit staatlicher Steuerung des Energieverbrauchs und der Energieerzeugung. Kosteneffizienz ist von entscheidender Bedeutung für die Bereitschaft und Fähigkeit der Bevölkerung, die Lasten der Transformation zu tragen, und für eine gerechte Verteilung der Lasten.
