Joint Economic Forecast 2/2024: German economy in transition ‒ weak momentum, low potential growth
The Joint Economic Forecast Project Group forecasts a 0.1% decline in Germany's gross domestic product in 2024. Looking further ahead, the institutes expect a weak recovery with growth of 0.8% (2025) and 1.3% (2026). Compared to the spring forecast, this represents a down-ward revision of 0.2 (2024) and 0.6 (2025) percentage points. “In addition to the economic downturn, the German economy is also being weighed down by structural change,” says Dr Geraldine Dany-Knedlik, head of Forecasting and Economic Policy at the German Institute for Economic Research (DIW Berlin). “Decarbonisation, digitalisation, and demographic change – alongside stronger competition with companies from China – have triggered structural adjustment processes that are dampening the long-term growth prospects of the German economy.”

Abstract
Die deutsche Wirtschaft tritt seit über zwei Jahren auf der Stelle. In den kommenden Quartalen dürfte eine langsame Erholung einsetzen. Aber an den Trend von vor der COVID-19-Pandemie wird das Wirtschaftswachstum auf absehbare Zeit nicht mehr anknüpfen können. Die Dekarbonisierung, die Digitalisierung, der demografische Wandel und wohl auch der stärkere Wettbewerb mit Unternehmen aus China haben strukturelle Anpassungsprozesse in Deutschland ausgelöst, die die Wachstumsaussichten für die deutsche Wirtschaft dämpfen.
Das Bruttoinlandsprodukt dürfte im Jahr 2024 um 0,1% sinken und in den kommenden beiden Jahren um 0,8% bzw. 1,3% zunehmen. Damit revidieren die Institute ihre Prognose vom Frühjahr 2024 leicht nach unten. Getragen wird die schmalspurige Erholung vom steigenden privaten Verbrauch, der von kräftigen Zuwächsen der real verfügbaren Einkommen angeregt wird. Das Anziehen der Konjunktur in wichtigen Absatzmärkten, wie den europäischen Nachbarländern, wird den deutschen Außenhandel stützen. Zusammen mit günstigeren Finanzierungsbedingungen kommt dies den Anlageinvestitionen zugute. Die Wirtschaftspolitik sollte Produktivitätshemmnisse abbauen, den Strukturwandel zulassen und die politische Unsicherheit verringern.

IWH-Insolvenztrend: Zahl der Firmenpleiten im August leicht gesunken
Wie das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) in einer heute veröffentlichten Analyse feststellt, ist die Zahl der Insolvenzen von Personen- und Kapitalgesellschaften in Deutschland im August zwar leicht zurückgegangen. Dennoch liegt der Wert deutlich höher als vor der Corona-Pandemie. Besonders viele Insolvenzen gab es in Baden-Württemberg, Bayern und Sachsen.

gesellschaften ist im April den dritten Monat in Folge auf einen weiteren Höchstwert gestiegen. Auch die Zahl der betroffenen Arbeitsplätze ist außergewöhnlich hoch. Das Ende der Insolvenzwelle ist jedoch bereits in Sicht.

Allerdings ist ein Ende des Anstiegs der Insolvenzzahlen in Sicht.

Deutsche Wirtschaft kränkelt – Reform der Schuldenbremse kein Allheilmittel

Abstract
Die Wirtschaft in Deutschland ist angeschlagen. Eine bis zuletzt zähe konjunkturelle Schwächephase geht mit schwindenden Wachstumskräften einher. In der lahmenden gesamtwirtschaftlichen Entwicklung überlagern sich somit konjunkturelle und strukturelle Faktoren. Zwar dürfte ab dem Frühjahr eine Erholung einsetzen, die Dynamik wird aber insgesamt nicht allzu groß ausfallen.
Zeitlich verzögert und in abgeschwächter Form hat das konjunkturelle Grundmuster, das die Institute im vergangenen Herbstgutachten gezeichnet hatten, im Prognosezeitraum weiterhin Bestand. Im laufenden Jahr avanciert der private Konsum zur wichtigsten Triebkraft für die Konjunktur. Nachdem der ab Mitte 2021 einsetzende Teuerungsschub die Massenkaufkraft zwei Jahre lang drastisch geschmälert hatte, steigen die real verfügbaren Einkommen nun wieder deutlich. Zum einen bildet sich der kräftige Preisauftrieb weiter zurück, zum anderen werden nun mehr und mehr höhere Lohnabschlüsse wirksam, die zunächst nur verzögert an die hohe Geldentwertung angepasst werden konnten. Zudem schlägt auch bei den monetären Sozialleistungen in beiden Prognosejahren wieder ein deutliches reales Plus zu Buche. Damit fließt insgesamt mehr Kaufkraft an private Haushalte. Während somit in diesem Jahr die konsumbezogenen Auftriebskräfte dominieren, trägt im kommenden Jahr vermehrt das Auslandsgeschäft die Konjunktur.
Alles in allem revidieren die Institute ihre Prognose für die Veränderung des Bruttoinlandsprodukts im laufenden Jahr gegenüber ihrem Herbstgutachten deutlich um 1,2 Prozentpunkte nach unten auf nunmehr 0,1 %. Die Prognose für die Rate im kommenden Jahr bleibt mit 1,4 % nahezu unverändert (Rücknahme um 0,1 Prozentpunkte), geht aber mit einem um über 30 Mrd. Euro geringeren Volumen der Wirtschaftsleistung einher. Die Werte für die jahresdurchschnittliche Veränderung überzeichnen die Unterschiede in der konjunkturellen Dynamik beider Jahre, die ausweislich der jeweiligen Verlaufsraten mit 1,0 % und 1,5 % weniger ausgeprägt sind. Gleichwohl verlagert sich die Erholung nunmehr stärker in das kommende Jahr.

Die Zahl der Insolvenzen von Personen- und Kapitalgesellschaften klettert im Februar auf den höchsten Wert seit Beginn der Erhebung durch das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) im Jahr 2016. Rekordwerte sind vor allem im Süden Deutschlands zu verzeichnen.
