Abstract
Die Kontrolle staatlicher Subventionen in Europa hat eine bewegte Geschichte: Bis in die 1970er haben viele europäische Staaten ausgiebig Subventionspolitik betrieben, die nach heutigen Regeln kaum möglich gewesen wären. Mit der Vertiefung des europäischen Binnenmarktes gegen Ende der 1980er und Anfang der 1990er wurden zunehmend europäische Normen für die staatliche Beihilfe-politik auf nationaler Ebene durchgesetzt. Diese Studie untersucht insbesondere die Auswirkungen der Ost-Erweiterung der Europäischen Union im Jahr 2004 auf die Unabhängigkeit der Europäischen Beihilfekontrolle. Hierfür werden neben quantitativen auch qualitative Analysen in Form von Case Studies genutzt. Die Ergebnisse zeigen, dass in den vergangenen Jahren ein einheitliches Level Playing Field zwischen den Mitgliedsstaaten entstanden ist. Auch der Status des EU Kommissars für Wettbewerb zeigt sich als stark und unabhängig und – bis auf wenige Ausnahmen - weitgehend frei von nationaler Einflussnahm.

Abstract
Nach der 17. UN-Klimakonferenz im südafrikanischen Durban erscheint der aktuelle Stand der Dinge für die Europäische Union unverändert problematisch. Die Asymmetrie zwischen internationaler Wahrnehmung der Klimaproblematik und den eigenen, ambitionierten Reduktionszielen besteht weiter, vor allem im Vergleich zu den USA oder China. Europas Vorbildfunktion scheint andere Staaten bisher nicht ausreichend motiviert zu haben.

Abstract
Drei Jahre nach dem Beginn der schwersten Rezession der Nachkriegsgeschichte steht die Wirtschaft des Euroraums vor einer erneuten Rezession; die Konjunktur in Deutschland gerät aller Wahrscheinlichkeit nach in eine Phase der Stagnation. Nach der hier vorgelegten Prognose wird die gesamtwirtschaftliche Produktion in Deutschland in beiden Quartalen des Winterhalbjahres 2011/2012 leicht sinken; die technische Bedingung für eine Rezession wäre damit auch hier erfüllt.
Eine langsamere Gangart der Konjunktur ab dem zweiten Halbjahr 2011 war schon im Frühjahr weithin erwartet worden. In den vergangenen Wochen hat die Abschwächung jedoch eine neue Qualität bekommen. Die Aktienkurse sind rund um den Globus massiv eingebrochen und zeigen deutlich erhöhte Schwankungen. Gleichzeitig haben sich die Vertrauensindikatoren weltweit stark verschlechtert, zuletzt insbesondere auch in Deutschland. Der Vertrauensverlust setzte ein, während in den USA um die Ausweitung der Obergrenze für Bundesschulden und in der Europäischen Union um ein neues Hilfspaket für Griechenland sowie eine Reform des Rettungsfonds gerungen wurde. Die Ende Juli ausgehandelten Kompromisse wurden weder diesseits noch jenseits des Atlantiks als Befreiungsschläge aus den fiskalpolitischen Krisen aufgefasst und konnten deshalb die Stimmungseinbrüche nicht aufhalten. Stattdessen hat sich die Situation im Euroraum in den vergangenen Wochen weiter zugespitzt, weil an den Finanzmärkten Zweifel an der Zahlungsfähigkeit der großen Schuldenländer Spanien und vor allem Italien größer geworden sind. Zwar konnte die Europäische Zentralbank eine deutliche Erhöhung der Risikoaufschläge italienischer und spanischer Staatsanleihen durch eine Ausweitung ihres Ankaufprogramms verhindern, eine langfristige Lösung für die Schuldenpro¬blematik ist dies jedoch nicht.

Deutscher Handel mit Osteuropa: Kaum Vorteile bei kapitalintensiven Gütern
Die kräftig expandierende Nachfrage in den mittel- und osteuropäischen EU-Mitgliedstaaten liefert der deutschen Exportindustrie deutliche Wachstumsimpulse. Die osteuropäischen Länder haben sich im Zuge ihrer Integration in die Europäische Union hinsichtlich der Produktionsstrukturen in den vergangenen Jahren an Deutschland angenähert. Der deutsche Außenhandel mit diesen Ländern ist kaum mehr durch Importüberschüsse bei arbeitsintensiven Gütern gekennzeichnet. Osteuropäische Länder sind zudem keine Netto-Exporteure von Vorleistungen mehr.

Abstract
Das deutsche Bruttoinlandsprodukt steigt im Jahr 2010 preisbereinigt um 3,7%. Es ist sehr wahrscheinlich, dass sich der Aufschwung in den beiden kommenden Jahren fortsetzen wird und das reale Bruttoinlandsprodukt 2011 um 2,3% und 2012 um 1,7% zulegt. Damit gelingt es der deutschen Wirtschaft, den Aufholprozess nach der weltweiten Finanzkrise als Startrampe für den Aufschwung zu nutzen. Käme es jedoch zu einer weiteren Zuspitzung der europäischen Schulden- und Vertrauenskrise oder wegen der äußerst expansiven Wirtschaftspolitik in den USA zu einem Verlust des Vertrauens in den US-Dollar, würde dies die konjunkturellen Erwartungen erheblich dämpfen. Entscheidend ist jetzt, dass die europäische Wirtschaftspolitik Krisenprävention und Krisenmanagement nachhaltig verbessert.
Die weltwirtschaftliche Erholung setzt sich fort. Die Produktion stieg in den fortgeschrittenen Volkswirtschaften bis in den Herbst 2010 hinein weiter, in den USA sogar wieder etwas beschleunigt. Auch in der Europäischen Union nahm die Produktion deutlich zu – trotz der irischen Krise und umfangreicher Sparpakete in Großbritannien und Spanien. In den meisten Schwellenländern bemühte sich die Wirtschaftspolitik schon das ganze Jahr über, eine Überhitzung zu verhindern, ohne die vielfach hohe Wachstumsdynamik zu beschädigen. Auch deswegen hat sich der Aufschwung insbesondere in Asien seit dem Frühjahr verlangsamt. Für die Wachstumszentren China und Indien sprechen aber Stimmungsindikatoren wieder für ein Anziehen der Konjunktur im Winterhalbjahr. Davon dürften die Nachbarländer, etwa die zuletzt wieder schwächelnde Konjunktur in Japan, profitieren.

Die Einführung der Deutschen Mark als Währung im vereinigten Deutschland – irreführend als Währungsunion bezeichnet – war für die ostdeutsche Wirtschaft ein Schock, von dem sie sich bis heute nicht erholt hat. Der Umtauschsatz von 1:1 bedeutete die Überbewertung des Kapitalbestands, mit der die mangelnde Wettbewerbsfähigkeit einherging. Der Schwarzmarktkurs zwischen DDR-Mark und D-Mark betrug 1990 7:1.1 Während man zunächst von einem phasenweisen Übergang wirtschaftlicher Integration ausging, an dessen Ende als Krönung die gemeinsame Währung stehen sollte, wurde die D-Mark in Ostdeutschland quasi über Nacht eingeführt. Die Frage, ob das vereinigte Deutschland überhaupt den Kriterien eines optimalen Währungsraums entspricht, wurde nicht gestellt. Die Antwort wäre sicher negativ ausgefallen. Es ist zu vermuten, dass die Konversionsrate 1:1 politischen Motiven folgte, insbesondere im Hinblick auf die Stromgrößen wie die Löhne und Gehälter, aber auch die Ersparnisse. Von der Möglichkeit einer Entschuldung wie etwa bei der der westdeutschen Währungsreform 1948 wurde kein Gebrauch gemacht. Langfristig hat sich die Vorstellung, dass sich der wirtschaftliche Integrationsprozess auf der Grundlage einer gemeinsamen Währung endogen vollziehen würde, als grober Irrtum erwiesen. Dies sollte bei der Einführung des Euro in den neuen Mitgliedsländern der Europäischen Union eine Lehre sein.

Abstract
Die Europäische Wirtschafts- und Währungsunion (EWWU) befindet sich gegenwärtig in einer Schulden- und Vertrauenskrise. Die europäischen Institutionen haben darauf mit einer Reihe von Maßnahmen reagiert: Ein Finanzstabilisierungsmechanismus wurde geschaffen, und die Europäische Zentralbank hat damit begonnen, die Anleihen von denjenigen Mitgliedsstaaten des Euro-Währungsgebietes aufzukaufen, die auf den Finanzmärkten gar nicht mehr oder nur zu relativ hohen Zinsen Finanzmittel aufnehmen können. Zwar können diese Maßnahmen kurzfristig geeignet sein, die Lage zu stabilisieren; langfristig sind sie jedoch problematisch. So wird das Überschuldungsproblem Griechenlands nicht dauerhaft gelöst und die Krisenanfälligkeit sowohl des Finanzsystems als auch der Mitgliedsstaaten selbst wird nicht gemindert. Die durch die ergriffenen Maßnahmen gewonnene Zeit muss unbedingt zur Stärkung der Institutionen im Euro-Währungsgebiet genutzt werden. Eine graduelle Modifikation des Stabilitäts- und Wachstumspaktes oder die Schaffung neuer politischer Institutionen, zum Beispiel einer europäischen Wirtschaftsregierung, wird dies nicht leisten können. Vielmehr bedarf es der Einsicht, dass Krisen Bestandteil marktwirtschaftlich organisierter Volkswirtschaften sind und dass vorab vereinbarte Regeln für den Umgang mit ihnen festgelegt werden müssen. Dazu zählt vor allem eine Insolvenzordnung für Banken und auch für Staaten, um systemische Risiken zu reduzieren.

Abstract
Die Europäische Union (EU) hat mit dem Barcelona-Ziel für Forschung und Entwicklung (FuE) eine ebenso umstrittene wie konkrete Messlatte gesetzt: Bis 2010 sollten die FuE-Aufwendungen der EU auf 3% des Bruttoinlandsprodukts (BIP) steigen. In Deutschland betrugen die FuE-Ausgaben im Jahr 2007 rund 2,5% des BIP. Im innerdeutschen Vergleich ist die FuE-Leistung Ostdeutschlands unterlegen, dem europäischen Vergleich hält sie durchaus stand. Gegenüber Tschechien, Ungarn und Polen weist Ostdeutschland insgesamt eine höhere FuE-Intensität auf, obschon Tschechien im Bereich der privaten FuE etwas besser abschneidet.

Abstract
Europa blickte bis vor wenigen Monaten auf eine außerordentliche Geschichte des Aufholprozesses zurück: Neben dem Kern der frühindustrialisierten Länder, die weitgehend die alte Europäische Union ausmachten, waren es die nördlichen, westlichen und südlichen Erweiterungsmitglieder, oft spätindustrialisiert, die mit Hilfe der Unterstützung der Union eine außerordentliche soziale und wirtschaftliche Entwicklung zeigten. Mit der Osterweiterung schien diese Erfolgsgeschichte ihre Fortsetzung zu finden. Eigentlich machten alle Länder das Richtige: Sie investierten kräftig, was meist mit Leistungsbilanzdefiziten verbunden ist, um später über Exporterlöse die aufgelaufenen Verbindlichkeiten abzubezahlen und so am Wohlstand der Union äquivalent teilzuhaben.
