Abstract
Plagiate aus Schwellenländern haben in den vergangenen Jahren sehr stark die Diskussion über den Schutz intellektueller Eigentumsrechte dominiert. Das vernachlässigt die historische Tatsache, dass fast alle Länder, die aufschließen wollten, zunächst Technologien kopiert haben. Diese Diskussion überschattet auch die weit wichtigere Frage, ob die ständige Zunahme der Wettbewerbsintensität, welche die Produktlebenszyklen verringert und Druck auf Inventions- und Innovationssysteme ausübt, genügend Zeit zum Patentieren und Standardisieren lässt. Das Patentsystem setzt nicht nur Anreize für versunkene Kosten in Forschung und Entwicklung, sondern stellt auch einen ersten Schritt zur Verbreitung von Technologien durch die Patentschrift dar. Dieser Zusammenhang kann vor allem mit Blick auf den Aufbau von Standards (insbesondere Normen) für Wettbewerbsplattformen in aufnahmefähigen und verlässlichen Märkten langfristig kritische Wirkungen für die wirtschaftliche Entwicklung haben. Darüber hinaus führt das Migrieren von Technologien, als Folge der beständigen Neuordnung der räumlichen Arbeitsteilung, zu der nachteiligen Situation, dass Länder, die nunmehr Technologien beheimaten, nicht die erforderlichen Institutionen der Wissenskodifizierung besitzen.
Exogene Faktoren, die, zumindest nicht kurzfristig, durch den Standardisierungsprozess beeinflusst werden können, betreffen das Niveau der Kooperation zwischen interessierten Gruppen (und das wechselseitige Vertrauen und die institutionellen Verbindungen), die Wettbewerbsfähigkeit der Technologie, die Fähigkeit Externalitäten durch die Wissenskodifizierung zu erzeugen und die Produktivität der Technologie selbst. Der wichtigste einzelne Erfolgsfaktor, den die Standardisierungseinrichtungen selbst beeinflussen können, ist die Geschwindigkeit, mit der ein Normungskomitee voranschreitet und rechtzeitig die Norm festlegen kann. Im Kontext eines spieltheoretischen Modells und auf der Basis von Daten über veröffentlichte Normen von 1997 bis 2007 kann gezeigt werden, dass diese Herausforderung von den Normungsorganisationen bisher erfolgreich gemeistert wurde.

In which Ways do Universities React to New Technologies? The Case of Photovoltaics

Abstract
Hochschulen kommt als Akteuren in regionalen Innovationssystemen die Aufgabe zu, neues Wissen für eine Region verfügbar zu machen, durch Lehre zur Humankapitalbildung und durch Forschung zur Erweiterung des Wissens beizutragen. Diese Funktionen sind insbesondere wichtig bei der Adaption neuer Technologien, wie dies bei der Photovoltaik der Fall ist. 89 deutsche Hochschulen – darunter 65 Fachhochschulen – bieten mittlerweile 171 Vollzeitstudiengänge mit Ausrichtung auf die Photovoltaik an. Jedes Bundesland verfügt über mindestens einen Hochschulstandort mit entsprechendem Studienangebot. Ansätze für eine räumliche Ballung von Studiengängen lassen sich für Sachsen, für das Ruhrgebiet und für die Rhein-Main-Region erkennen. Nahezu 90% des Studienangebots werden von ingenieurwissenschaftlichen Fakultäten und Fachbereichen bestritten. Weniger als die Hälfte der Hochschulen mit Photovoltaik-Studiengängen hat Drittmittel aus der Forschungsförderung des Bundes eingeworben. Die meisten
Projekte und die höchste Fördersumme verzeichnet der Hochschulstandort Stuttgart, gefolgt von Darmstadt, Konstanz und München. Damit zeichnet sich eine relativ starke Ballung der Photovoltaik-Forschung im Süden der Republik ab. Auffällig ist weiterhin, dass sich mehrere kleinere ostdeutsche Hochschulstädte (Freiberg, Ilmenau, Stralsund, Cottbus) als relativ forschungsstark darstellen. Unter Berücksichtigung des Tatbestands, dass sich in Ostdeutschland viele größere Produktionsstätten für Solarzellen und die Sitze einiger wichtiger Photovoltaik-Unternehmen befinden, lässt sich feststellen, dass das mit der Weiterentwick-
lung der Photovoltaik verbundene Potenzial zu Kooperationen mit Unternehmen der Branche und zur Fokussierung der Hochschulstrukturen auf diese
Technologie von den dort gelegenen Hochschulen noch nicht ausgeschöpft wird.

Abstract
Der Artikel untersucht, welchen Beitrag einzelne ökonomische Schulen im Prozess des Niedergangs der Zentralverwaltungswirtschaften leisten und wie sie in der Lage sind, den Aufbau – mit seinen sehr länderspezifischen Problemen – zu lösen. Es wird gezeigt, dass keine der gewählten Disziplinen, ob Alte oder Neue Institutionenökonomik, ob Funktionalisten oder Strukturalisten, eine schlüssige Darstellung des wirtschaftlichen Untergangs und des anschließenden Aufbaus liefern können. Eine konsistente Darstellung gelingt mit einem transaktionskostenorientierten Ansatz der modernen Informationsökonomik, der die Folgen von Fehlanpassungen von Institutionen im Sinne der Technologie und der Anreizstrukturen beleuchtet.

Abstract
Hinsichtlich der technologischen Leistungsfähigkeit Deutschlands wird häufig gefragt: Ist das Glas nun halb voll oder halb leer? Deutschland ist ein anerkannter Hochtechnologiestandort und gilt als Garant für hohe Produktqualität und Solidität. Die Innenperspektive jedoch offenbart nicht nur in jüngerer Zeit verpasste Chancen und ungenutzte Möglichkeiten. Viel zitiert ist der Transrapid – eine einst führende Technologie, die nie zum Zuge kam. Ein für den globalen Wettbewerb weit deutlicheres Menetekel ist das von deutschen Entwicklern hervorgebrachte MP3-Format, für das sich aber kein Produzent am Standort Deutschland interessierte. Wie ist es also bestellt um den Hochtechnologiestandort? Droht Deutschland den Anschluss zu verlieren oder sind das überzogene Szenarien?

Abstract
Zur Förderung technologieorientierter Existenzgründer und Jungunternehmer werden in vielen Städten und Kommunen Deutschlands Technologie- und Gründerzentren (TGZ) errichtet. Im Rahmen der Bewertung der Effektivität dieser Zentren gilt die unternehmerische Überlebensrate als das zentrale Aushängeschild eines TGZ. Von offizieller Seite wird daher vielfach die Überlebensrate geförderter Unternehmen als Ausdruck der Leistungsfähigkeit dieser Zentren betont. Grundlage dieser Diskussionen sind allerdings fast ausschließlich Daten, die sich auf den eigentlichen Miet- und damit Förderzeitraum beziehen.
Doch wie leistungsfähig sind TGZ tatsächlich, wenn die langfristige Lebensfähigkeit der von ihnen geförderten Unternehmen betrachtet wird? Welche Überlebensquoten sind vor allem nach dem Ende der Förderung, also nach dem Auszug, zu erwarten? Hierüber liegen kaum Informationen vor.
Im Rahmen einer umfassenden Studie des IWH zu ehemaligen Förderempfängern aus TGZ in den Städten Dresden, Halle (Saale), Jena, Neubrandenburg und Rostock wurde neben weiteren Aspekten nunmehr Fragestellungen der Überlebens- und Sterbeprozesse der aus diesen Zentren ausgezogenen Unternehmen nachgegangen. Wesentliche Ergebnisse dieser Teiluntersuchung werden für jedes der fünf TGZ in diesem Beitrag vorgestellt.
Knapp ein Drittel der insgesamt geförderten Unternehmen stellt nach dem Auszug die Geschäftstätigkeiten ein, wobei Dresden am besten und Neubrandenburg am schlechtesten abschneidet. Ferner lässt sich insbesondere für Halle und Neubrandenburg feststellen, dass ein hoher Anteil der Unternehmen bereits in den ersten Jahren nach dem Auszug aus dem Markt austritt, also nicht langfristig überlebensfähig ist.

Vom akademischen Standpunkt aus oft kritisiert, von lokalpolitischer Seite dagegen vielfach als Erfolgsmodelle präsentiert, haben sich die TGZ zu einem kontrovers diskutierten Instrument ent-wickelt. Über die tatsächliche Effektivität der TGZ im Osten Deutschlands ist jedoch kaum etwas bekannt. Die Hauptziele der TGZ liegen in der Förderung technologieorientierter Unternehmensgründungen und Jungunternehmen sowie in der positiven Beeinflussung regionaler Wirtschaftsstrukturen. Hieraus lassen sich wiederum spezifische Teilaspekte bzw. Zwischenziele ableiten. Für drei dieser Zwischenziele untersucht der vorliegende Beitrag anhand verschiedener Indikatoren die Effektivität von fünf TGZ in Ostdeutschland. Die empirischen Untersuchungen zeigen, dass sich eine positive Zwischenbilanz hinsichtlich der betrachteten Effektivitätsindikatoren der analysierten TGZ abzeichnet. Deutliche Stärken lassen sich im Rahmen der Funktion der TGZ als `Durchlauferhitzer´ identifizieren. Auch hinsichtlich des Anteils der Neugründungen an der Gesamtzahl der geförderten Unternehmen kann den TGZ ein gutes Zeugnis ausgestellt werden. Leichte Schwächen müssen hingegen bezüglich des technologischen Niveaus der geförderten Unternehmen in den TGZ konstatiert werden. Der Beitrag formuliert abschließend einen Ausblick auf zukünftige Forschungsbestrebungen.

Specialization as Strategy for Business Incubators: An Assessment of the Central German Multimedia Center

Abstract
Die wissenschaftliche Debatte um die Wirksamkeit von Technologie- und Gründerzentren (TGZ) beschränkt sich weitgehend auf Zentren, die für alle Branchen offen sind (diversifizierte TGZ). Obwohl das Konzept einer Spezialisierung von TGZ zunehmend an Bedeutung gewinnt, werden mögliche Vorteile dieser Strategie kaum thematisiert. In Deutschland können gegenwärtig rund 19% aller TGZ als spezialisiert bezeichnet werden und knapp ein Drittel aller seit 1999 neu eröffneten Zentren haben einen spezifischen Branchenfokus. Dieser Artikel widmet sich den theoretischen Vor- aber auch Nachteilen dieses Konzeptes und stellt diese, empirischen Beobachtungen eines auf die Medienbranche spezialisierten TGZ am Standort Halle (Saale) gegenüber. Die Ergebnisse zeigen, dass die Vorteile einer Spezialisierungsstrategie insbesondere in dem qualitativ hochwertigen Angebot an Räumen und Ausrüstungsgegenständen, in der verbesserten Beratungs- und Betreuungsqualität sowie in verbesserten Imageeffekten des Standortes zu suchen sind. Nachteile können vor allem im Hinblick auf die zentreninterne Vernetzung der Unternehmen untereinander sowie mit wissenschaftlichen Einrichtungen identifiziert werden.

Technologie- und Gründerzentren im Lichte von Diversifizierung versus Spezialisierung

Abstract
Im Kontext einer Unternehmensförderung durch Technologie- und Gründerzentren (TGZ) lässt sich, nicht nur in Deutschland, seit einigen Jahren ein Trend zur Errichtung von TGZ erkennen, welche ihre Förderstrukturen auf eine einzige oder wenige komplementäre Branchen bzw. Technologien ausrichten. Trotz der stetig steigenden Bedeutung dieser spezifischen Maßnahme städtischer Wirtschaftsförderung, existieren noch keine verlässlichen Studien zu den Besonderheiten und vor allem Vorteilen spezialisierter TGZ im Vergleich zu eher traditionell diversifizierten Zentren. Diese Arbeit stellt nunmehr Ergebnisse einer im Frühjahr 2008 vom IWH durchgeführten Erhebung von 161 in spezialisierten wie auch diversifizierten TGZ in Deutschland ansässigen Unternehmen vor. Ziel ist es, erstmals theoretisch fundierte Hypothesen bezüglich der Wirkungsweise spezialisierter gegenüber diversifizierter TGZ im Rahmen einer auf die gesamtdeutsche Zentrenlandschaft fokussierten Querschnittsuntersuchung zu überprüfen.

Abstract
Unternehmen der Hochtechnologie wird oftmals eine herausragende Rolle im Rahmen der Stärkung, Transformation und Verbesserung der Zukunftsfähigkeit der ostdeutschen Wirtschaft zugesprochen. Dabei wird meist auf deren überlegenes Wachstum abgestellt, insbesondere im Hinblick auf die Schaffung neuer Arbeitsplätze. Der Beitrag zeigt einleitend die räumliche Verteilung der Beschäftigten in Hochtechnologieunternehmen im Osten Deutschlands auf und geht anschließend im Rahmen eines Fallbeispiels mit Hilfe einer Stichprobe junger, durch Technologie- und Gründerzentren (TGZ) geförderter Unternehmen der vielfach erhofften Wachstumsstärke von Hightech-Unternehmen nach. In den Neuen Bundesländern lässt sich räumlich eine stark heterogene Struktur der Hochtechnologiesektoren mit einem ausgeprägten Nord-Süd-Gefälle feststellen. Während in einigen Städten und Regionen kaum Hightech-Unternehmen angesiedelt sind, können dagegen auch einige Hightech-Schwerpunkte identifiziert werden. Dabei handelt es sich insbesondere um Standorte mit langjährigen Traditionen in bestimmten Technologiefeldern. Darüber hinaus zeigte die empirische Untersuchung des Fallbeispiels TGZ-geförderter Firmen zum Unternehmenswachstum in Abhängigkeit vom Technologieniveau nicht nur ein statistisch signifikant stärkeres Wachstum der Hochtechnologieunternehmen gegenüber nicht bzw. nur gering technologieorientierten Unternehmen, sondern auch, dass innerhalb der Hightech-Segmente mit steigender Technologieorientierung höheres Wachstum der in dieser Fallstudie untersuchten Unternehmen einhergeht. Der Beitrag weist abschließend darauf hin, dass die Potenziale der Hochtechnologie in Ostdeutschland realistisch eingeschätzt werden sollten. Insbesondere ist aufgrund des gegenwärtig und wohl auch zukünftig relativ geringen Anteils dieser Unternehmen an der Gesamtbeschäftigung in den Neuen Bundesländern vor einer Überschätzung im Hinblick auf die Generierung von Arbeitsplätzen zu warnen.
