Abstract
This paper uses the co-incidence of extreme shocks to banks’ risk to examine within-country and across country contagion among large EU banks. Banks’ risk is measured by the first difference of weekly distances to default and abnormal returns. Using Monte Carlo simulations, the paper examines whether the observed frequency of large shocks experienced by two or more banks simultaneously is consistent with the assumption of a multivariate normal or a student t distribution. Further, the paper proposes a simple metric, which is used to identify contagion from one bank to another and identify “systemically important” banks in the EU.

Abstract
Die Geschäftslage im ostdeutschen Baugewerbe hat sich laut IWH-Umfrage unter mehr als 300 Unternehmen im Februar gegenüber dem Jahresende 2003 verschlechtert, und es überwiegen wieder die negativen Urteile. Diese Entwicklung dürfte vor allem die saisonbedingt üblichen Schwankungen zum Ausdruck bringen. Mit knapp zwei Drittel schlechter und eher schlechter Urteile fällt die Unzufriedenheit mit der Geschäftslage aber immer noch geringer aus als in den entsprechenden Zeiträumen der letzten vier Jahre. Allerdings kippt die Geschäftslage unter Ausschaltung der Saisonfaktoren zuletzt leicht ab. Dies dürfte auch ein Anzeichen dafür sein, dass der vor allem durch flutbedingte Aufbauarbeiten ausgelöste Höhenflug nun dem Ende zugeht.

Softening Competition by Inducing Switching in Credit Markets

Abstract
We show that competing banks relax overall competition by inducing borrowers to switch lenders. We illustrate our findings in a two-period model with adverse selection where banks strategically commit to disclosing borrower information. By doing this, they invite rivals to poach their first-period market. Disclosure of borrower information increases the rival's second-period profits. This dampens competition for serving the first-period market.

Die ostdeutschen Industrieunternehmen festigten 2003 trotz des allgemein schwachen konjunkturellen Umfeldes ihre Ertragslage. Mit Gewinn schlossen 57% der Unternehmen ab, ein Viertel wirtschaftete zumindest kostendeckend, und der Anteil der Verlustbetriebe verringerte sich geringfügig auf 18%.

Abstract
Der Beitrag behandelt die Entwicklung der Stückkosten in den Industrieunternehmen Ost- und Westdeutschlands seit Anfang der 90er Jahre. Die ostdeutschen Industrieunternehmen haben bis 2001 die Stückkosten ihrer Produktion fast auf das westdeutsche Niveau senken können. Dies ist nicht zuletzt auf die Entkoppelung der Personalkosten von den Tarifabschlüssen in der zweiten Hälfte der neunziger Jahre zurückzuführen. Die Rendite in den ostdeutschen Industrieunternehmen liegt allerdings weiterhin unter der ihrer westdeutschen Wettbewerber. Maßgeblich hierfür sind die hohen Belastungen aus dem Aufbau des neuen Kapitalstocks. Von daher greift es auch zu kurz, den Lohnfindungsprozess allein auf die Entwicklung der Lohnstückkosten abzustellen.

Abstract
Das Geschäftsklima im Verarbeitenden Gewerbe Ostdeutschlands hat sich zu Beginn des Jahres 2004 laut IWH-Umfrage unter rund 300 Unternehmen deutlich verbessert. Sowohl die Wertungen zur Geschäftslage als auch zu den Geschäftsaussichten legten gegenüber der vorangegangenen Umfrage im November zu. Während zuversichtliche Einschätzungen der Geschäftsaussichten zu Jahresbeginn saisonüblich sind, wird die Lage in der Regel schlechter bewertet. Die Verbesserung des Geschäftsklimas im Januar spricht dafür, dass der konjunkturelle Erholungsprozess in Gang gekommen ist.

Abstract
Die Baunachfrage in Ostdeutschland ist im vergangenen Jahr um reichlich 5% geschrumpft. Sonderfaktoren, vor allem die Aktivitäten zur Beseitigung der Flutschäden und Vorzieheffekte infolge der Diskussion um die Kürzung der Eigenheimzulage, haben den bislang steilen Abwärtstrend deutlich abgemildert: Der Rückgang fiel nur etwa halb so hoch aus wie in den Jahren 2000 bis 2002. In keiner Sparte konnte er aber gänzlich aufgehalten werden. Mit dem Ziel, die Wettbewerbsnachteile hinsichtlich Produktivität und Lohnstückkosten gegenüber westdeutschen und ausländischen Anbietern abzubauen, ist die Beschäftigung wiederum stärker verringert worden als die Bauleistungen gesunken sind. Im Bauhauptgewerbe fiel sie um etwa 7%.

Abstract
Die Intensität des Strukturwandels im Verarbeitenden Gewerbe Ostdeutschlands (berechnet auf Basis von 241 Wirtschaftszweigen) hat sich seit Beginn der neunziger Jahre deutlich verringert, liegt aber immer noch höher als in Westdeutschland. Dahinter verbirgt sich, wie in diesem Heft noch genauer gezeigt wird, die zunehmende Modernisierung in der ostdeutschen Industrie: Branchen der Spitzentechnologie und (wenngleich weniger deutlich) der höherwertigen Technologie gewinnen an Bedeutung, während eher traditionelle Branchen an Gewicht verlieren. Insoweit ist die hohe Intensität des Strukturwandels, auch wenn sie für die Betroffenen Anpassungslasten auferlegen mag, etwas Positives.

Abstract
Für die neuen Bundesländer ist der Ausbau humankapitalintensiver Produktionen von eminent wichtiger Bedeutung. Davon ausgehend, wird in diesem Beitrag das Ergebnis einer Untersuchung dargestellt, wie sich die forschungsintensiven Industrien, auch in den einzelnen Technologieklassen, von 1998 bis 2002 entwickelt haben. Ausgewertet wurde dafür die Produktionsgüterstatistik des Statistischen Bundesamtes. Die Analyse zeigt, dass die Produktion der Güter der forschungsintensiven Industrien - mit einem jahresdurchschnittlichen Wachstum von 8,5% - deutlich stärker zugenommen hat als die gesamte Güterproduktion des Verarbeitenden Gewerbes in Ostdeutschland (5,9%). Beigetragen zu dieser Entwicklung hat vor allem das sehr kräftige Produktionswachstum von Gütern der Spitzentechnologie, insbesondere der elektronischen Industrie und des Luft- und Raumfahrzeugbaus - weniger dagegen das der Güter der hochwertigen Technologie. Insgesamt zeugt die Entwicklung von einer verbesserten technologischen Leistungsfähigkeit der Industrie in Ostdeutschland. Im Vergleich zu Westdeutschland ist die Produktion von Gütern der hochwertigen Technologie unterrepräsentiert. Auch nimmt nur eine Gütergruppe der ostdeutschen FuE-intensiven Industrien - dabei handelt es sich um elektronische Bauelemente - eine bedeutende Position in der gesamtdeutschen Produktion ein.

Abstract
Durch die Zunahme der Konkurrenz aus dem Ausland, die ihre Leistungen aufgrund geringerer Lohnstandards zu günstigeren Preisen anbieten kann, verstärkt sich der Wettbewerbsdruck in ganz Deutschland. In den westdeutschen Ländern stellen zudem die ostdeutschen Unternehmen, die nach dem niedrigeren Osttarif bezahlen, eine direkte Konkurrenz dar. Die Tariftreuegesetze sollen Wettbewerbsverzerrungen, die in der Bauwirtschaft durch den Einsatz von Niedriglohnkräften entstehen, entgegen wirken. Eine Studie des IWH ergab, dass die Einführung von Tariftreuegesetzen weder aus beschäftigungspolitischer noch aus ökonomischer Sicht erforderlich erscheint.
