Sachsen-Anhalts Mittelstand atmet auf
Der Mittelstand in Sachsen-Anhalt erholt sich langsam von den Folgen des Corona-Konjunktureinbruchs. Die Stimmungslage der Unternehmen hat sich gebessert. Das geht aus der gemeinsamen Umfrage von Creditreform und Leibniz-Institut für Wirtschaftsforschung Halle (IWH) hervor, an der sich rund 460 Unternehmen aus Sachsen-Anhalt beteiligt haben.

Aufschwung im Osten so stark wie in Deutschland insgesamt – Implikationen der Gemeinschaftsdiagnose Herbst 2017 für Ostdeutschland
Für das Jahr 2017 prognostiziert das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) einen Anstieg des ostdeutschen Bruttoinlandsprodukts mit Berlin um 1,9% (Gemeinschaftsdiagnose für Deutschland insgesamt ebenfalls 1,9%). Der gegenüber dem Jahr 2016 (2,1%) etwas schwächere Zuwachs der Produktion resultiert lediglich aus der geringeren Anzahl von Arbeitstagen. Auch im Jahr 2018 dürfte die ostdeutsche Wirtschaft mit 2,0% so kräftig wie in Deutschland insgesamt zulegen.

Abstract
Die EZB hat am 22. Januar 2015 beschlossen, in großem Umfang Anleihen öffentlicher Institutionen aus dem Euroraum, darunter auch der Nationalstaaten, zu kaufen. Es gibt gute Gründe für diese Maßnahme: Marktbasierte mittelfristige Inflationserwartungen sind zuletzt deutlich gesunken, die Inflationsrate ist tendenziell rückläufig und war zuletzt sogar negativ. Die Wahrscheinlichkeit einer deflationären Spirale hat sich erhöht, mit unabsehbaren Folgen für die wirtschaftliche Entwicklung. Die schwache Verbraucherpreisentwicklung im Euroraum basiert auf mehreren Faktoren: der schleppenden Konjunkturentwicklung, fallenden Ölpreisen und fiskalpolitischer Konsolidierung in einigen Euroländern (Spanien, Portugal, Irland).

Abstract
Im Frühjahr und Sommer 2013 ließ die Aussicht auf eine allmähliche Abkehr der US-Notenbank von ihrem sehr expansiven Kurs die langfristigen US-Zinsen um über einen Prozentpunkt steigen. Damit wurde die Anlage von Kapital in anderen Wirtschaftsräumen weniger attraktiv. Finanzinvestoren zogen Gelder aus Schwellenländern ab, und die Währungen Brasiliens, Indiens, Indonesiens, Südafrikas und der Türkei verloren deutlich an Wert. Für diese Länder deuten gegenwärtig Frühindikatoren auf eine Abschwächung der gesamtwirtschaftlichen Aktivität hin. Zwar wird mittlerweile wieder erwartet, dass die Geldpolitik in den USA noch längere Zeit expansiv bleiben wird. Dennoch werden die zurzeit historisch niedrigen Zinsen in den fortgeschrittenen Volkswirtschaften über kurz oder lang wieder steigen. Es stellt sich deshalb die Frage, welche Effekte auf die Weltkonjunktur von einem deutlichen Zinsanstieg in den fortgeschrittenen Volkswirtschaften zu erwarten sind. Die Turbulenzen vom Sommer dieses Jahres zeigen, dass es auch dann zu einem erwartungsgetriebenen Anstieg der langfristigen Zinsen kommen kann, wenn die durch die Zentralbanken bestimmten kurzfristigen Zinsen noch unverändert niedrig sind. Ein solcher Zinsanstieg kann auf Änderungen der Langfrist-Erwartungen hinsichtlich Wachstum oder Inflation zurückgehen, er kann vorübergehend oder auch von Dauer sein.

Abstract
Am 16. Dezember 2013 fand am IWH die Konferenz „Von der Transformation zur europäischen Integration – Ostdeutschland und Mittelosteuropa in der Forschung des IWH“ statt. Den Eröffnungsvortrag hielt der Minister für Wissenschaft und Wirtschaft des Landes Sachsen-Anhalt, Hartmut Möllring, zum Thema „Internationalisierungsstrategie für Sachsen-Anhalt: Ziele, Umsetzung und künftige Handlungsbedarfe“. In den darauf folgenden Vorträgen von Wissenschaftlerinnen und Wissenschaftlern des IWH wurden Befunde über die Internationalisierung des FuEStandortes Deutschland, die Umsetzung des europäischen Fiskalpakts und der deutschen Schuldenbremse, die Konjunkturentwicklung in Ostdeutschland und über die Auswirkungen der Preisliberalisierung auf das Städtesystem Russlands präsentiert. Den Abschluss bildete ein Podiumsgespräch mit Persönlichkeiten aus Unternehmen der Region und der Wissenschaft zum Thema: „Ostdeutsche Mittelständler auf Erfolgskurs in Europa – Was steckt dahinter?“

Entscheidung des Wirtschaftsministeriums: Gemeinschaftsdiagnose - IWH, IMK und WIFO sind beteiligt
Das Institut für Wirtschaftsforschung Halle (IWH) wird in den kommenden drei Jahren zusammen mit seinen beiden Partnern, dem Institut für Makroökonomie und Konjunkturforschung in der Hans Böckler-Stiftung (IMK) und dem Österreichischen Institut für Wirtschaftsforschung (WIFO) Wien an der Gemeinschaftsdiagnose zur Konjunkturentwicklung mitwirken. Am Montagabend fiel die Entscheidung des Bundeswirtschaftsministeriums (BMWi) zugunsten des international ausgerichteten Bieterkonsortiums, das über langjährige Erfahrungen mit Konjunkturprognosen verfügt.

Das Institut für Wirtschaftsforschung Halle (IWH) hat zusammen mit zwei Partnern beim Bundeswirtschaftsministerium sein Interesse bekundet, an der neu ausgeschriebenen Gemeinschaftsdiagnose zur Konjunkturentwicklung mitzuwirken. Neben dem IWH beteiligen sich das Institut für Makroökonomie und Konjunkturforschung in der Hans-Böckler-Stiftung (IMK) und das Österreichische Institut für Wirtschaftsforschung (WIFO) in Wien an dem Konsortium.
