Abstract
Die deutsche Wirtschaft ist noch immer im Abschwung. Seit nunmehr zwei Jahren folgen abwechselnd minimale Zu- und Abnahmen von einem Quartal auf das nächste. Zuletzt nahm das Bruttoinlandsprodukt (BIP) im zweiten Quartal 2024 um 0,1% ab. Zuvor war es zwar um 0,2% gestiegen (vgl. Abbildung 1), aber auch dies reicht nicht aus, um die negative Produktionslücke zu verringern. Die Produktion in der Industrie und vor allem am Bau ist im zweiten Quartal spürbar gesunken. Auch im laufenden dritten Quartal ist die Stimmung der Unternehmen schlecht. Neben einer schwachen Nachfrage für Exportgüter gibt es eine Reihe von Gründen, warum ein Aufschwung noch nicht in Gang kommt: So wirken neben hohen Zinsen und Energiepreisen auch eine richtungslose Politik sowie eine Vielzahl geopolitischer Krisenherde investitionshemmend. Auch der nach wie vor hohe Krankenstand belastet die Wirtschaft. Alles in allem dürfte das Bruttoinlandsprodukt (BIP) laut IWH-Flash-Indikator im dritten Quartal 2024 um lediglich 0,2% steigen, was erneut keine konjunkturelle Trendwende bedeutet. Eine kräftigere Belebung könnte sich aufgrund steigender Realeinkommen am Jahresende einstellen.

Searching where Ideas Are Harder to Find – The Productivity Slowdown as a Result of Firms Hindering Disruptive Innovation

Abstract
This paper proposes to explain the productivity growth slowdown with the poaching of disruptive inventors by firms these inventors threaten with their research. I build an endogenous growth model with incremental and disruptive innovation and an inventor labor market where this defensive poaching takes place. Incremental firms poach more as they grow, which lowers the probability of disruption and makes large incremental firms even more prevalent. I perform an event study around disruptive innovations to confirm the main features of the model: Disruptions increase future research productivity, hurt incumbent inventors and raise the probability of future disruption. Without disruption, technology classes slowly trend even further towards incrementalism. I calibrate the model to the global patent landscape in 1990 and show that the model predicts 52% of the decline of disruptive innovation until 2010.

The Impact of Risk-based Capital Rules for International Lending on Income Inequality: Global Evidence

Abstract
This paper investigates the impact of international bank flows from G10 lender countries on income inequality in 74 borrower countries over 1999–2013. Specifically, we examine the role of international bank flows contingent upon the Basel 2 capital regulation and the level of financial market development in the borrower countries. First, we find that improvements in the borrower country risk weights due to rating upgrades under the Basel 2 framework significantly increase bank flows, leading to improvements in income inequality. Second, we find that the level of financial market development is also important. We report that a well-functioning financial market helps the poor access credit and thereby reduces inequality. Moreover, we employ threshold estimations to identify the thresholds for each of the financial development measures that borrower countries need to reach before realizing the potential reductions in income inequality from international bank financing.

Power Generation and Structural Change: Quantifying Economic Effects of the Coal Phase-out in Germany

Abstract
In the fight against global warming, the reduction of greenhouse gas emissions is a major objective. In particular, a decrease in electricity generation by coal could contribute to reducing CO2 emissions. We study potential economic consequences of a coal phase-out in Germany, using a multi-region dynamic general equilibrium model. Four regional phase-out scenarios before the end of 2040 are simulated. We find that the worst case phase-out scenario would lead to an increase in the aggregate unemployment rate by about 0.13 [0.09 minimum; 0.18 maximum] percentage points from 2020 to 2040. The effect on regional unemployment rates varies between 0.18 [0.13; 0.22] and 1.07 [1.00; 1.13] percentage points in the lignite regions. A faster coal phase-out can lead to a faster recovery. The coal phase-out leads to migration from German lignite regions to German non-lignite regions and reduces the labour force in the lignite regions by 10,100 [6300; 12,300] people by 2040. A coal phase-out until 2035 is not worse in terms of welfare, consumption and employment compared to a coal-exit until 2040.

Private Debt, Public Debt, and Capital Misallocation

Abstract
Does finance facilitate efficient allocation of resources? Our aim in this paper is to find out whether increases in private and public indebtedness affect capital misallocation, which is measured as the dispersion in the return to capital across firms in different industries. For this, we use a novel dataset containing industrylevel data for 18 European countries and control for different macroeconomic indicators as potential determinants of capital misallocation. We exploit the within-country variation across industries in such indicators as external finance dependence, technological intensity, credit constraints and competitive structure, and find that private debt accumulation disproportionately increases capital misallocation in industries with higher financial dependence, higher R&D intensity, a larger share of credit-constrained firms and a lower level of competition. On the other hand, we fail to find any significant and robust effect of public debt on capital misallocation within our country-sector pairs. We believe the distortionary effects of private debt found in our analysis needs a deeper theoretical investigation.

Abstract
Ohne weitere staatliche Maßnahmen können die Klimaschutzziele der Bundesregierung nicht erreicht werden. Eine Möglichkeit, Emissionen zu reduzieren, ist der Ausstieg aus der Braunkohleverbrennung. Die Braunkohlenwirtschaft zahlt allerdings doppelt so hohe Löhne im Vergleich zum durchschnittlichen Lohnniveau. Der Braunkohleausstieg wird voraussichtlich Einkommenseinbußen und Abwanderung aus den Braunkohleregionen mit sich bringen.
