Abstract
Interkommunale Kooperation wird vielfach als ein Mittel angesehen, mit dem speziell Städte und Gemeinden außerhalb der großen Ballungsräume die Folgen des demographischen Wandels und des zunehmenden interregionalen Standortwettbewerbs besser bewältigen könnten. Obschon immer mehr Gemeinden bei ihrer Aufgabenerfüllung zusammenarbeiten, fehlen für Deutschland bislang großflächige empirische Untersuchungen zum Phänomen der interkommunalen Kooperation. Der vorliegende Beitrag stellt Ergebnisse aus einer Befragung von 6 745 Gemeinden abseits der großen Ballungsräume zu ihrem Kooperationsverhalten in den Aufgabenbereichen Allgemeine Verwaltung, Bauhof und Tourismusmarketing vor. Die Auswertung der 1 321 Antworten gewährt aktuelle Einblicke in Merkmale und Tendenzen der interkommunalen Zusammenarbeit. Es werden unter anderem Befunde zum räumlichen, zeitlichen und thematischen Auftreten sowie zu den dahinterstehenden Rechtsformen und Motiven vorgestellt. Abschließend wird ein Ausblick auf die Möglichkeiten gegeben, mit den erhobenen Daten die Fragen nach den Wirkungen und den Bedingungen für das Zustandekommen von interkommunaler Kooperation zu beantworten.

Abstract
Aufgrund anhaltender Globalisierungstendenzen und zunehmender Intensität des Austauschs von Informationen, Gütern und Dienstleistungen wird sich der Wettbewerb zwischen Regionen vermutlich weiter verschärfen. Dabei ergeben sich aus den in vielfacher Hinsicht veränderten Rahmenbedingungen auch neuere Planungs- und Steuerungsansätze. Diese reichen von den unterschiedlichen Wettbewerbsarten bis hin zu Fragen neuer Strategien der Regional- und Stadtentwicklungspolitik. Anhand verschiedener Fragestellungen werden in diesem Band die vielseitigen Dimensionen von Strukturveränderungen im Standortwettbewerb und deren Ursache mithilfe von „Querschnittsstudien“ vor allem auf der Basis vorliegender Untersuchungen nachgezeichnet, geordnet und konkretisiert. Da es in der bestehenden Literatur weitestgehend an empirischen Belegen zu den konkreten Folgen der veränderten Wettbewerbsbedingungen fehlt, wurde in explorativen Fallstudien für ausgewählte Städte und Regionen untersucht, inwieweit sich die erwarteten Veränderungen aufgrund der neuen Strukturen des Standortwettbewerbs nachweisen lassen und wie die jeweils zuständigen politischen Akteure hierauf bislang reagiert haben.

Abstract
Am Beispiel Leipzigs werden die Effekte der strukturellen Veränderungen und der zunehmenden Verschärfung des Standortwettbewerbs untersucht. Leipzig ist von besonderem Interesse, weil die Stadt traditionell ein Ort des Wissens und des Handels war; dies sind Faktoren bzw. Aktivitäten, denen gerade unter den heutigen Bedingungen des Standortwettbewerbs eine bei wichtigen Potenzialfaktoren. Hinsichtlich des wirtschaftlichen Ergebnisses hat die Stadt jedoch bislang nicht wieder die Position erreichen können, besondere Bedeutung zukommt. Aktuell verfügt Leipzig zwar über eine gute Ausstattung welche sie vor dem Zweiten Weltkrieg innehatte. Hierbei spielen die Folgen von Planwirtschaft und Systemtransformation ebenso eine Rolle wie die Veränderungen im Standortwettbewerb. Besonders deutlich wird der Einfluss dieser Veränderungen. in Leipzig u. a. darin, dass die Stadt sich - wie andere Städte auch - „moderner“ wirtschaftspolitischer Strategien (Clusterförderung, Amenity-Strategie, Metropolregionsstrategie) bedient.

Zu den paradoxen Effekten des sich seit Jahrzehnten intensivierenden internationalen Standortwettbewerbs gehört die damit verbundene Reaktion verschiedener Gebietskörperschaften, sich auf regionaler Ebene zu kooperativen Verbünden zusammenzuschließen, um in eben diesem Standortwettbewerb besser zu bestehen. Dieser Effekt weist Parallelen auf mit dem Vorgehen mancher Privatfirmen, die – großem Wettbewerbsdruck ausgesetzt – strategische (und befristete) Kooperationen mit Konkurrenten eingehen, um mit vereinten Kräften neue Produkte rascher entwickeln und sich so gemeinsam Wettbewerbsvorteile verschaffen zu können.

Abstract
Es wird häufig davon ausgegangen, dass der Standortwettbewerb während der vergangenen Jahrzehnte aufgrund verschiedener externer Veränderungen deutlich zugenommen und zugleich sein Gesicht verändert hat. Moderne stadt- und regionalökonomische Theorien lassen es naheliegend erscheinen, dass bestimmte Faktoren an Gewicht gewonnen und damit veränderte Bedingungen für den Wettbewerb zwischen Städten und Regionen geschaffen haben. Die Intention des Beitrags besteht darin, mit Hilfe von Fallstudien mehr Licht in diese Veränderungen zu bringen.
Der Beitrag basiert auf Arbeiten einer interdisziplinären Arbeitsgruppe der Akademie für Raumforschung und Landesplanung (ARL). Im ersten Teil wird auf der Grundlage vorliegender theoretischer und empirischer Literatur zum Standortwettbewerb eine systematische Klassifizierung neuerer Tendenzen im Standortwettbewerb erarbeitet. Im zweiten Teil werden die Ergebnisse von Fallstudien präsentiert, die in ausgewählten Städten und Regionen Deutschlands und Österreichs durchgeführt wurden, um die Bedeutung der neueren Tendenzen in der Realität zu identifizieren. Für einige Städte und Regionen konnte festgestellt werden, dass die Tendenz der sinkenden Transport- und Transaktionskosten dort insoweit positive Effekte hatte, weil dort solche Branchen konzentriert sind, die die mit den sinkenden Transport- und Transaktionskosten verbundenen Technologien, Infrastrukturen und Dienstleistungen bereitstellen. Für andere Städte und Regionen konnte ein positiver Einfluss des Abbaus von Grenzbarrieren ermittelt werden. Speziell der Aufholprozess in Ostdeutschland wird allerdings u.a. durch Ballungsvorteile im Westen begrenzt. Obwohl die Effekte der neuen Formen des Standortwettbewerbs auf die wirtschaftliche Performance der betrachteten Raumeinheiten insgesamt eher gering waren, konnte doch eine deutliche Wirkung auf die politischen Entscheidungen zur strategischen Neuaufstellung der Städte und Regionen identifiziert werden.

Abstract
Die deutschen Städte, und speziell die ostdeutschen Städte, stehen heute vor einer ganzen Reihe von Herausforderungen. Hier ist zunächst die Kürzung von Fördermitteln zu erwähnen, die teilweise bereits Realität ist. Der Solidarpakt II läuft am Ende des Jahres 2019 aus. Im Gefolge der weltweiten Finanz- und Wirtschaftskrise sind in den Kommunen seit dem Jahr 2009 deutlich rückläufige Steuereinnahmen zu verzeichnen. Zu diesen Herausforderungen aufgrund abnehmender Finanzmittel kommt der immer intensivere Standortwettbewerb zwischen den Großstädten in Deutschland und Europa hinzu, wobei dieser Wettbewerb nicht nur auf Unternehmen abzielt, sondern – nicht zuletzt aufgrund des allgemeinen demographischen Wandels – immer stärker auch auf die Potenziale an kreativen Köpfen, Forschern und kulturellen Faktoren. Vor diesem Hintergrund ist es für die verantwortlichen Akteure in jeder Stadt erforderlich, strategische Überlegungen hinsichtlich ihrer zukünftigen Position im europäischen System der Zentren und Metropolen anzustellen. Für diesen Zweck ist es wichtig, zunächst Klarheit über die bisher erreichte wirtschaftliche Position herzustellen und die bisherigen lokalen Entwicklungsstrategien zu bewerten.

Political Institutionalisation and Governance of the German Metropolitan Regions: A Comparative Study

Abstract
Mit der Bildung von Metropolregionen versuchen Städte und Kreise auf Anforderungen des globalen Standortwettbewerbes zu reagieren. Damit zeichnen sich neue Formen großflächiger interkommunaler Kooperation ab. In Deutschland sind in raumentwicklungspolitischer Absicht elf solcher Metropolregionen definiert und Anstöße zu ihrer Konstituierung gegeben worden. Um ihre politische Institutionalisierung bemühen sich die regionalen Akteure mit unterschiedlichem Erfolg, schlagen dabei aber zum Teil ähnliche Wege ein. In der vorliegenden
Studie werden die deutschen Metropolregionen mit Hilfe eines Stufenmodells der politischen Institutionalisierung diesbezüglich miteinander verglichen. Dabei wird auch der Einfluss intervenierender Faktoren wie der poly- bzw. monozentrischen Siedlungsstruktur sowie der Existenz von Ländergrenzen in diesen Regionen untersucht. Die Untersuchung kommt zum Ergebnis, dass bisher nur wenige Metropolregionen das Stadium fortgeschrittener Institutionalisierung und damit auch Kooperation erreicht haben. Eine Best-Practice-Empfehlung lässt sich
den eingeschlagenen Institutionalisierungspfaden bisher nicht entnehmen. Der Konstituierungsprozess zeichnet sich derzeit noch durch hohe Dynamik aus, sodass eine Wiederholung der Studie in den nächsten Jahren angezeigt erscheint.

Abstract
Die Publikation geht zunächst den allgemeinen Anforderungen nach, die aus ökonomischer Sicht an ein kommunales Einnahmensystem zu stellen sind. Hierbei wird auch auf Veränderungen in diesen Anforderungen eingegangen, die sich aus dem zunehmenden Standortwettbewerb sowie dem demographischen Wandel ergeben. Im Zentrum steht sodann die Frage, welche Einnahmenarten der Kommunen (Steuern, Gebühren, verschiedene Formen von Zuweisungen) wie ausgestaltet sein sollten, um den Anforderungen zu entsprechen. Im letzten Teil wird vor dem Hintergrund der großen Divergenz zwischen einem wünschenswerten und dem speziell in Deutschland derzeit realisierten Einnahmensystem der Kommunen gefragt, ob und inwieweit institutionelle Änderungen in diesem Bereich politisch möglich erscheinen.

Mögliche Wege zur Medienstadt: Chancen für Newcomer-Städte im Standortwettbewerb sind begrenzt
Seit einigen Jahren versuchen zahlreiche Städte, sich als Standort der Kreativ-, vor allem der Medienwirtschaft zu profilieren. Die Erfolge sind allerdings eher bescheiden. Dies ist auf eine Reihe von systematischen Ursachen zurückzuführen, die im vorliegenden Beitrag im Einzelnen diskutiert werden. Newcomer-Städte sollten sich deshalb von einer Förderung der Medienwirtschaft nicht zu viel versprechen. Gleichwohl bringt eine gewisse Grundsubstanz an Medienfirmen für eine Stadt bestimmte Vorteile.

Abstract
Jede Stadt steht heute vor der Frage, wie sie auf die Herausforderungen des zunehmenden Standortwettbewerbs sowie des demographischen Wandels reagieren sollte, um die lokale Wirtschaft nachhaltig weiterzuentwickeln. Für die Städte im Osten Deutschlands kommen als weitere Herausforderungen noch die Folgewirkungen der Systemtransformation sowie die bereits längerfristig festgelegten Kürzungen staatlicher Fördermittel hinzu. Eine von zahlreichen Städten gewählte Strategie ist der Versuch, ihre Position im Standortwettbewerb durch eine gezielte Förderung wissensintensiver und kreativer Branchen zu verbessern. Zu diesen Branchen gehört u. a. die Medienwirtschaft, die eng mit anderen Bereichen der Kreativ- und Kulturwirtschaft verbunden ist. Der Medienwirtschaft werden nach wie vor beträchtliche Zukunftspotenziale zugebilligt. Gegenüber anderen Teilen der Kulturwirtschaft zeichnet sich die Medienwirtschaft durch einen relativ hohen Anteil des überregionalen Absatzes am Gesamtabsatz aus. Zudem sind in der Medienwirtschaft Personen tätig, die als Multiplikatoren das positive Image eines Standorts nach außen kommunizieren können. Auch für die sachsen-anhaltische Kulturhauptstadt Halle wird von Seiten der lokalen Politik sowie der Landesregierung seit Mitte der 1990er Jahre das Ziel verfolgt, die Stadt als einen bedeutsamen Standort der Medienbranche zu etablieren.
