Abstract
In dieser Studie wird geprüft, ob die Genauigkeit der ersten Schätzung der Bruttowertschöpfung und des Bruttoinlandsprodukts für die Bundesländer erhöht und damit das Ausmaß der nachfolgenden Revisionen reduziert werden kann. Dazu werden alternative ökonometrische Methoden und zusätzliche Daten herangezogen. Zunächst wird untersucht, in welchen Bereichen die Revisionen stärker ausfallen als in anderen. Dabei werden das BIP und die Bruttowertschöpfung (BWS) auf der Wirtschaftszweig-Gliederungsebene A*10 mit Zusammenfassungen in die Untersuchung einbezogen. Anschließend werden die amtlichen Ergebnisse mit denen der alternativen Ansätze verglichen. Insgesamt ist das Ausmaß, in dem der Revisionsbedarf mit alternativen Methoden verringert werden konnte, relativ gering.

Abstract
Gutachten im Auftrag des Bundesministeriums für Wirtschaft und Klimaschutz
Das vorliegende Kurzgutachten befasst sich mit der Analyse des aktuellen Standes der Maßnahmen des StStG. Ausgangspunkt für die Analysen stellt eine Auswertung der aktuellen Literatur zum Strukturwandel in den deutschen Kohlerevieren dar. Dieser Literaturüberblick zeigt, dass die Förderregionen im Geltungsbereich des StStG sehr unterschiedliche Voraussetzungen für eine erfolgreiche Bewältigung des Strukturwandels aufweisen. Dennoch sollten die Maßnahmen in allen Regionen an den wichtigen Determinanten des Wirtschaftswachstums ansetzen, wobei sie auf die Gegebenheiten der Regionen abgestimmt sein sollten. Dabei sind vor allem Investitionen als zentraler Bestimmungsfaktor für die langfristige wirtschaftliche Leistungsfähigkeit anzusehen. Diese setzen sich aus privaten Investitionen in Sachkapital, Ausgaben für Forschung und Entwicklung mit dem Ziel des technologischen Fortschritts, Ausgaben für Bildung zur Erhöhung des Humankapitals sowie Investitionen in den öffentlichen Kapitalstock, etwa die Verkehrsinfrastruktur, zusammen. Dabei werden langfristig Bildung und Forschung und Entwicklung als wichtigste Wachstumstreiber angesehen, an denen die Förderung des Strukturwandels entsprechend ansetzen sollte. Auch sollte das Augenmerk auf die Diffusion und den Transfer von Wissen und Technologien gerichtet sein. Kritische Anmerkungen weisen in die Richtung, dass vor allem Infrastrukturprojekte Unterstützung durch StStG-Mittel erhalten, die ohnehin durchgeführt worden wären und dass die Kommunen die StStG-Mittel als Erweiterung ihrer Haushaltsspielräume betrachten.

Economic growth, public finances and greenhouse gas emissions in the medium term
According to the Halle Institute for Economic Research (IWH) and its medium-term projection of the German economy, growth in the next six years will be about the same as in the past six years, at 1% per year. The national budget will remain in deficit, but the debt level will decline again relative to the gross domestic product (GDP) from 2024 onwards. At this rate of economic expansion, greenhouse gas emissions will continue to decline in the medium term, but at a much slower rate than necessary to meet the national emission reduction targets.

Abstract
Die mittelfristige Projektion der gesamtwirtschaftlichen Lage in Deutschland beinhaltet, dass das Wirtschaftswachstum mit 1% pro Jahr in den kommenden sechs Jahren in etwa genauso hoch ausfällt wie in den vergangenen sechs Jahren. Der Staatshaushalt bleibt im Defizit, aber der Schuldenstand geht relativ zum Bruttoinlandsprodukt ab dem Jahr 2024 wieder zurück. Bei diesem Tempo der wirtschaftlichen Expansion werden die Emissionen mittelfristig zwar weiter zurückgehen, aber deutlich langsamer als nötig, um die nationalen Klimaschutzziele zu erreichen.

Crisis is gradually being overcome – align actions to lower growth
The Corona pandemic still shapes the economic situation in Germany. A complete normalisation of contact-intensive activities is not to be expected in the short term. In addition, supply bottlenecks are hampering manufacturing for the time being. The German economy will reach normal capacity utilisation in the course of 2022. In their autumn report, the leading economic research institutes forecast that Gross Domestic Product (GDP) will rise by 2.4% in 2021 and by 4.8% in 2022.
