Abstract
In Deutschland besteht ein enormer Bedarf an evidenzbasierter Politikberatung. Viele wirtschaftspolitische Interventionen werden bislang nicht umfassend evaluiert, und falls doch, wenden die wenigsten Untersuchungen geeignete Verfahren der Kausalanalyse an, um einen ursächlichen Zusammenhang zwischen der Intervention und dem Erreichen von wirtschaftspolitischen Zielen zu identifizieren. Das Leibniz-Institut für Wirtschaftsforschung Halle hat für diese Aufgabe das Zentrum für evidenzbasierte Politikberatung (IWH-CEP) eingerichtet. Eine Pilotstudie zu den Wirkungen der betrieblichen Investitionsförderung ist bereits angelaufen.

German Households Benefit from Low Interest Environment
Calculations of the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association show that the average household in Germany has benefited from the low policy rate environment. The average return on their portfolio was higher than in the pre-crisis period while at the same time, they benefited from lower interest on new loans. Households in Germany had a total Euro benefit of more than 364 billion Euro over a five-year period relative to 2003 to 2007. Increases in stock prices and real estate prices over-compensate lower interest rates on savings accounts, despite their relatively low share in households’ portfolios. There are benefits across the income distribution. Households that do not own real estate lost though, but their losses are very small at on average about 100 Euro per year.

Haushaltsüberschuss in Deutschland: Einkommensteuer jetzt reformieren
Die öffentlichen Haushalte haben in der ersten Hälfte des Jahres einen Überschuss in Höhe von mehr als 20 Mrd. Euro erzielt. Dies liegt u. a. daran, dass die Steuereinnahmen trendmäßig stark steigen; die Belastung der Einkommen mit Steuern und Beiträgen ist in Deutschland im internationalen Vergleich hoch. Ferner nehmen die Steuereinnahmen aufgrund der Steuerprogression im Verhältnis zur Bemessungsgrundlage trendmäßig zu. Um den dadurch zunehmenden ineffizienten Keil zwischen Arbeitgeber- und Arbeitgeberinnenkosten sowie Arbeitnehmer- und Arbeitnehmerinnenbezügen nicht weiter steigen zu lassen oder sogar zu reduzieren, ist eine Reform des Einkommensteuertarifs erforderlich.

Monetary Policy under the Microscope: Intra-bank Transmission of Asset Purchase Programs of the ECB

Abstract
With a unique loan portfolio maintained by a top-20 universal bank in Germany, this study tests whether unconventional monetary policy by the European Central Bank (ECB) reduced corporate borrowing costs. We decompose corporate lending rates into refinancing costs, as determined by money markets, and markups that the bank is able to charge its customers in regional markets. This decomposition reveals how banks transmit monetary policy within their organizations. To identify policy effects on loan rate components, we exploit the co-existence of eurozone-wide security purchase programs and regional fiscal policies at the district level. ECB purchase programs reduced refinancing costs significantly, even in an economy not specifically targeted for sovereign debt stress relief, but not loan rates themselves. However, asset purchases mitigated those loan price hikes due to additional credit demand stimulated by regional tax policy and enabled the bank to realize larger economic margins.

Stress Testing and Bank Efficiency: Evidence from Europe

Abstract
This study examines whether and how the stress testing of European banks in 2010, 2011, and 2014 is related to their technical, allocative, and cost efficiency. Using a sample of large commercial banks operating in 20 European countries, and Data Envelopment Analysis (DEA), the authors perform comparisons between banks that were included in one of the three European stress tests and untested banks operating in the same countries. They estimate various specifications as for the inputs and outputs, cross-section and pooled estimations, and they also examine alternative samples as for the ownership of banks. In general, the authors conclude that banks included in the stress-test exercises are more efficient that their counterparties. The differences tend to be statistically significant in the case of allocative efficiency and cost efficiency, but not in the case of technical efficiency. With regards to the latter form of efficiency, the results depend upon the specification and the stress test in question.

Returns to Skills around the World: Evidence from PIAAC

Abstract
Existing estimates of the labor-market returns to human capital give a distorted picture of the role of skills across different economies. International comparisons of earnings analyses rely almost exclusively on school attainment measures of human capital, and evidence incorporating direct measures of cognitive skills is mostly restricted to early-career workers in the United States. Analysis of the new PIAAC survey of adult skills over the full lifecycle in 23 countries shows that the focus on early-career earnings leads to underestimating the lifetime returns to skills by about one quarter. On average, a one-standard-deviation increase in numeracy skills is associated with an 18 percent wage increase among prime-age workers. But this masks considerable heterogeneity across countries. Eight countries, including all Nordic countries, have returns between 12 and 15 percent, while six are above 21 percent with the largest return being 28 percent in the United States. Estimates are remarkably robust to different earnings and skill measures, additional controls, and various subgroups. Instrumental-variable models that use skill variation stemming from school attainment, parental education, or compulsory-schooling laws provide even higher estimates. Intriguingly, returns to skills are systematically lower in countries with higher union density, stricter employment protection, and larger public-sector shares.

A Community College Instructor Like Me: Race and Ethnicity Interactions in the Classroom

Abstract
Administrative data from a large and diverse community college are used to examine if underrepresented minority students benefit from taking courses with underrepresented minority instructors. To identify racial interactions we estimate models that include both student and classroom fixed effects and focus on students with limited choice in courses. We find that the performance gap in terms of class dropout rates and grade performance between white and underrepresented minority students falls by 20 to 50 percent when taught by an underrepresented minority instructor. We also find these interactions affect longer term outcomes such as subsequent course selection, retention, and degree completion.

Parent Universities and the Location of Academic Startups

Abstract
Academic startups are thought to locate in their parent university’s home region because geographic proximity to a university facilitates access to academic knowledge and resources. In this paper we analyze the importance of a different channel, namely social ties between academic entrepreneurs and university researchers, for the access to academic knowledge and resources, and therefore for the location of the startups. We employ unique data on academic startups from regions with more than one university and find that only the parent university influences academic entrepreneurs’ decisions to stay in the region while other universities in the same region play no role. Our findings suggest that geographic proximity to a university may not per se guarantee access to knowledge and resources; social contacts are additionally required. The importance of social ties implies that academic knowledge and resources are not necessarily local public goods. This holds implications for universities’ role in stimulating regional development.

Abstract
Gut qualifizierte Erwerbspersonen sind eine Voraussetzung für die internationale Wettbewerbsfähigkeit einer Region. Daraus leitet sich die Bildungsfunktion der Hochschulen ab. In welchem Ausmaß Kapazitäten für die Bildungsfunktion eingeplant werden müssen, hängt unter anderem von der Anzahl der Studienanfänger und der Betreuungsrelation ab. Wir betrachten dies hier für sechs exemplarische Raumordnungsregionen in west- und ostdeutschen Bundesländern.
