Abstract
Governments purchase everything from airplanes to zucchini. This paper investigates whether the technological intensity of government demand affects corporate R&D activities. In a quality-ladder model of endogenous growth, we show that an increase in the share of government purchases in high-tech industries increases the rewards for innovation, and stimulates private-sector R&D at the aggregate level. We test this prediction using administrative data on federal procurement performed in US states. Both panel fixed effects and instrumental variable estimations provide results in line with the model. Our findings bring public procurement within the realm of the innovation policy debate.

Abstract
Business incubator initiatives are a widespread policy instrument for the promotion of entrepreneurship, innovation and the development of new technology-based firms. Recently, there has been an increasing tendency for the more traditional diversified incubators to be superseded by incubators focusing their support elements, processes and selection criteria on firms from one specific sector, and its particular needs. Despite the increasing importance of such specialized incubators in regional innovation strategies, the question of whether they are advantageous has neither been investigated empirically nor discussed theoretically in detail. Drawing on large-scale survey data from 161 firms incubated in either diversified or specialized incubators in Germany, we investigate the benefits to firms of being part of a specialized business incubator as opposed to being part of a generalized business incubator. The investigation of the value-added contribution of specialized incubators, in particular regarding hardware components, business assistance, networking and reputation gains, reveals considerable differences compared to the more diversified incubation model.

Abstract
To what extent and in what form should the intellectual property rights (IPR) of innovators be protected? Should a company with a large technology lead over its rivals receive the same IPR protection as a company with a more limited advantage? In this paper, we develop a dynamic framework for the study of the interactions between IPR and competition, in particular to understand the impact of such policies on future incentives. The economy consists of many industries and firms engaged in cumulative (step-by-step) innovation. IPR policy regulates whether followers in an industry can copy the technology of the leader. We prove the existence of a steady-state equilibrium and characterize some of its properties. We then quantitatively investigate the implications of different types of IPR policy on the equilibrium growth rate and welfare. The most important result from this exercise is that full patent protection is not optimal; instead, optimal policy involves state-dependent IPR protection, providing greater protection to technology leaders that are further ahead than those that are close to their followers. This is because of a trickle-down effect: providing greater protection to firms that are further ahead of their followers than a certain threshold increases the R&D incentives also for all technology leaders that are less advanced than this threshold.

Abstract
Within incubator-incubation research, there is a predominant focus on incubator organizations located in industrialized or developed economies. Knowledge regarding the evolution of incubators located in transition economies is almost non-existent. However, meanwhile a significant number of incubators have been established since the fall of the iron curtain in many Central and Eastern European (CEE) countries as well. Here, the present paper sets in through providing evidence on the development, distribution and structural characteristics of incubators in six selected CEE countries (Poland, Czech Republic, Slovakia, Lithuania, Estonia and Latvia). We show that incubator organizations have become a central element of support infrastructure for SME and entrepreneurship in CEE countries during the past 20 years. We further argue that by drawing upon the accumulated experience with incubators in developed Western (European) economies, there are important lessons to be learned for incubator stakeholders in transition economies. We, therefore, outline particular suggestions considered to be vital for long-term successful incubation processes in transition economies.

Abstract
The integration of post-communist countries into the European and global economy after 1990 has led to a renewed interest in the role of multinational enterprises (MNEs) in economic restructuring and technological development. This book explains the expansion of MNEs into a transition economy from the technology accumulation perspective. Key assumptions of the technological accumulation approach towards firms' internationalisation are tested, using the examples of foreign and West German MNEs in East Germany. The effects of technological externalities on MNE location choice are analysed, in addition to an exploration of the factors driving the location of foreign affiliates' research and development (R&D) and innovation activities. The book provides a novel and comprehensive empirical approach to assess the developmental role of MNEs, deriving significant economic policy implications for transition and emerging economies.

Abstract
Drawing on the systems perspective of innovation processes, this article proposes a conceptual approach for a comprehensive analysis of regional knowledge generation and transfer. Instead of focusing on one single indicator, the approach emphasizes the importance to take multiple channels of knowledge transfer into account. This provides valuable insights into the spatial structure of innovation processes on different levels. We disentangle the innovation process and consider four different layers: i.) publications in peer-reviewed journals, ii.) patent applications, iii.) formal R&D collaboration projects, the iv.) localized input-output relations. Further, we demonstrate the relevance of the „multi-layer approach‟ by applying it empirically to a specific regional innovation system: The Free State of Saxony – a federal state in Germany. We argue that the approach could be a valuable tool to inform policy-makers about knowledge-based regional development strategies.

The Impact of Government Procurement Composition on Private R&D Activities

Abstract
This paper addresses the question of whether government procurement can work as a de facto innovation policy tool. We develop an endogenous growth model with quality-improving in-novation that incorporates industries with heterogeneous innovation sizes. Government demand in high-tech industries increases the market size in these industries and, with it, the incentives for private firms to invest in R&D. At the economy-wide level, the additional R&D induced in high-tech industries outweighs the R&D foregone in all remaining industries. The implications of the model are empirically tested using a unique data set that includes federal procurement in U.S. states. We find evidence that a shift in the composition of government purchases toward high-tech industries indeed stimulates privately funded company R&D.

Abstract
The topic of this special issue refers to the observation that many larger and middle-sized cities dispose of a considerable potential of institutions creating and disseminating knowledge. This kind of endowment seems to be especially valuable in an upcoming knowledge-based economy. Recent strategic concepts and inter-city competitions referring to ‘knowledge-based urban development’, ‘knowledge city’, ‘creative city’, ‘science city’ or ‘entrepreneurial university’ indicate that urban planners and politicians are beginning to search for strategies to take advantage and to make use of this potential. The papers in this special issue a) present case studies of cities trying to activate their knowledge resources for local economic growth, b) deal with regulatory barriers and problems for cities applying ‘knowledge city’ strategies, c) analyze the university support for entrepreneurial activities, and d) discuss some implications of ‘knowledge city’ strategies for architecture and urban planning.

Abstract
The adoption of information and communication technology (ICT) can have far-reaching effects on the nature of production technologies. Because ICT adoption is incomplete, especially in developing countries, different groups of firms will have different production technologies. We estimate a latent class stochastic frontier model, which allows us to test for the existence of multiple production technologies across firms and consider the associated implications for efficiency measures. We use a unique data set of Chilean retailers, which includes detailed information on ICT adoption. We find three distinct production technologies. The probability of membership in a more productive group is positively related to ICT use.

Effects of Local Public Investment into Infrastructure for Tourism: The Example of Saxony

Abstract
Nach 1990 erfolgten in allen Neuen Ländern der Bundesrepublik Deutschland massive Investitionen in die touristische Infrastruktur. Dabei wurden sowohl das Ziel der Erhaltung bzw. Wiedererlangung der Wettbewerbsfähigkeit traditioneller Tourismusgebiete als auch die Unterstützung eines dienstleistungsorientierten Strukturwandels in de-industrialisierten Regionen verfolgt. Ein Großteil dieser Investitionen wurde aus Mitteln des Programms der Gemeinschaftsaufgabe zur Verbesserung der regionalen Wirtschaftsstruktur, insbesondere der kommunalen wirtschaftsnahen Infrastruktur (GA-Infra) gefördert. Der vorliegende Beitrag untersucht die Wirkung derart geförderter Investitionen in die touristische Infrastruktur auf die Beschäftigung im Gastgewerbe in Sachsen auf der Ebene der Kommunen. Dabei zeigt sich, dass für bestimmte Investitionsarten für den Zeitraum von 2000 bis 2007 tatsächlich eine positive Korrelation mit der Entwicklung im Gastgewerbe bestand. Diese ist jedoch an bestimmte Voraussetzungen gebunden, z. B. das Vorhandensein komplementärer Faktoren und einer bereits bestehenden touristischen Tradition.
