Abstract
Niedriglohnsektor und steigende Lohnungleichheit sind seit langem dominierende Themen am Arbeitsmarkt. Dieser Artikel legt nahe, dass die Verhandlungsmacht der Arbeitnehmer von der Existenz von Betriebsräten und Tarifverträgen abhängt und dass sich vor allem betriebliche Mitbestimmung positiv auf Löhne auswirkt. Während Mitbestimmung die zwischenbetriebliche Lohnungleichheit erhöht, wird sie durch Tarifverträge reduziert.

Abstract
Die „Gemeinschaftaufgabe ‚Verbesserung der regionalen Wirtschaftsstruktur‘ (GRW)“ repräsentiert das wichtigste Instrument der Regionalpolitik in Deutschland. Das Förderprogramm gewährt nicht-rückzahlbare Zuschüsse als Anteilsfinanzierung für Investitionsprojekte von Betriebsstätten (und Kommunen) im GRW-Fördergebiet. Die Festlegung des Fördergebiets erfolgt anhand eines aus verschiedenen Teilindikatoren zusammengesetzten Strukturschwächeindikators und eines von der Europäischen Union festgelegten Anteils der in Fördergebieten lebenden Bevölkerung. Verantwortlich für die Auswahl der geförderten Projekte ist das jeweilige Land, in dem das GRW-Projekt beantragt wird.

Employment Effects of Introducing a Minimum Wage: The Case of Germany

Abstract
Income inequality has been a major concern of economic policy makers for several years. Can minimum wages help to mitigate inequality? In 2015, the German government introduced a nationwide statutory minimum wage to reduce income inequality by improving the labour income of low-wage employees. However, the employment effects of wage increases depend on time and region specific conditions and, hence, they cannot be known in advance. Because negative employment effects may offset the income gains for low-wage employees, it is important to evaluate minimum-wage policies empirically. We estimate the employment effects of the German minimum-wage introduction using panel regressions on the state-industry-level. We find a robust negative effect of the minimum wage on marginal and a robust positive effect on regular employment. In terms of the number of jobs, our results imply a negative overall effect. Hence, low-wage employees who are still employed are better off at the expense of those who have lost their jobs due to the minimum wage.

The Cleansing Effect of Banking Crises

Abstract
We assess the cleansing effects of the recent banking crisis. In U.S. regions with higher levels of supervisory forbearance on distressed banks during the crisis, there is less restructuring in the real sector and the banking sector remains less healthy for several years after the crisis. Regions with less supervisory forbearance experience higher productivity growth after the crisis with more firm entries, job creation, and employment, wages, patents, and output growth. Supervisory forbearance is greater for state-chartered banks and in regions with weaker banking competition and more independent banks, while recapitalisation of distressed banks through TARP does not facilitate cleansing.

Worker Participation in Decision-making, Worker Sorting, and Firm Performance

Abstract
Worker participation in decision-making is often associated with high-wage and high-productivity firm strategies. Using linked-employer-employee data for Germany and worker fixed effects from a two-way fixed effects model of wages capturing observed and unobserved worker quality, we find that establishments with formal worker participation via works councils indeed employ higher-quality workers. We show that worker quality is already higher in plants before council introduction and further increases after the introduction. Importantly, we corroborate previous studies by showing positive productivity and profitability effects even after taking into account worker sorting.

Does Low-pay Persist across Different Regimes? Evidence from the German Unification

Abstract
Using German administrative data, we study across-regime low-pay persistence in the context of an economic transformation process. We first show that individuals' initial allocation to the post-unification low-wage sector was close to random in terms of market-regime unobservables. Consistent with a weak connection between individuals' true productivity and their pre-unification low-wage status, the extent of across-regime state dependence is found to be small and appears to vanish over time. For males, across-regime state dependence is most pronounced among the medium- and high-skilled, suggesting the depreciation of human capital as an explanation.

Does Working at a Start-Up Pay Off?

Abstract
Using representative linked employer-employee data for Germany, this paper analyzes short- and long-run differences in labor market performance of workers joining startups instead of incumbent firms. Applying entropy balancing and following individuals over ten years, we find huge and long-lasting drawbacks from entering a start-up in terms of wages, yearly income, and (un)employment. These disadvantages hold for all groups of workers and types of start-ups analyzed. Although our analysis of different subsequent career paths highlights important heterogeneities, it does not reveal any strategy through which workers joining start-ups can catch up with the income of similar workers entering incumbent firms.

Abstract
In the canonical DMP model of job openings, all job openings stem from new job creation. Jobs denote worker-firm matches, which are destroyed following worker quits. Yet, employers classify 56 percent of vacancies as quit-driven replacement hiring into old jobs, which evidently outlived their previous matches. Accordingly, aggregate and firm-level hiring tightly track quits. We augment the DMP model with longer-lived jobs arising from sunk job creation costs and replacement hiring. Quits trigger vacancies, which beget vacancies through replacement hiring. This vacancy chain can raise total job openings and net employment. The procyclicality of quits can thereby amplify business cycles.

Abstract
Using data on US public firms, I uncover a strong and positive correlation between executive compensationand labor expenses. On average, a 1% increase in the wage bill translates into a 0.3% raise in total executivepay. This association is driven by wages rather than by employment growth, is stronger for the incentive thanfor the salary component of executive compensation, and is particularly pronounced in the financial sector.
