Abstract
Innovationen in Form neuer Produkte und Produktionsprozesse sind in fortgeschrittenen Volkswirtschaften der entscheidende Treiber der wirtschaftlichen Entwicklung. Nach Abschluss der massiven technologischen Erneuerung
in Ostdeutschland, die sich bis Ende der 1990er Jahre in deutlich höheren Quoten innovierender Betriebe als in Westdeutschland niederschlug, müssen sich die Betriebe in den Neuen Ländern im Innovationswettbewerb behaupten.
Der Beitrag skizziert die Innovationstätigkeit der Betriebe in Ost- und Westdeutschland und geht im Rahmen einer multivariaten Analyse den Bestimmungsfaktoren von Produkt- und Prozessinnovationen nach.
Die empirischen Untersuchungen unter Verwendung des IAB-Betriebspanels zeigen, dass sich die Betriebe des Verarbeitenden Gewerbes in Ostdeutschland im Jahr 2008 durch eine rege Innovationsbeteiligung auszeichnen. Gemessen am Anteil der Betriebe mit Innovationen bestehen zwischen Ost- und Westdeutschland keine wesentlichen Unterschiede. Die regressionsanalytische Untersuchung zeigt, dass eigene betriebliche Forschung und Entwicklung (FuE) eine wichtige Einflussgröße für Innovationen in Ost- und Westdeutschland darstellt. Auch den betrieblichen Weiterbildungsaktivitäten kann ein positiver Einfluss bescheinigt werden. Ein wesentlicher Unterschied zwischen Ost- und Westdeutschland besteht darin, dass eine zunehmende Betriebsgröße in Ostdeutschland – anders als in Westdeutschland – keinen Einfluss auf die Innovationsneigung ausübt. In Ostdeutschland zeigen die kleinen Betriebe (10 bis 49 Beschäftigte) eine starke Innovationsneigung bei den besonders wichtigen Produktinnovationen im Sinne
von Marktneuheiten.

Einflussfaktoren betrieblicher Innovationstätigkeit: Kleine Betriebe in Ostdeutschland mit viel Potenzial
Nach Abschluss der massiven technologischen Erneuerung in Ostdeutschland müssen sich die Betriebe in den Neuen Ländern im Innovationswettbewerb behaupten. Eine Untersuchung des Instituts für Wirtschaftsforschung Halle (IWH) zeigt, dass gemessen am Anteil der innovativen Betriebe des Verarbeitenden Gewerbes zwischen Ost- und Westdeutschland keine großen Unterschiede bestehen. Hinsichtlich der Einflussgrößen belegt die empirische Analyse, dass die eigene betriebliche Forschung und Entwicklung (FuE) in beiden Landesteilen eine treibende Kraft für Innovationen darstellt. Ein wesentlicher Unterschied ist in Bezug auf die Betriebsgröße zu beobachten. Während sich in Westdeutschland eine zunehmende Betriebsgröße positiv auf die betriebliche Innovations¬aktivität auswirkt, zeigen in den Neuen Ländern kleine Betriebe eine starke Innovationsneigung.

Abstract
Betriebliche Mitbestimmung der Arbeitnehmer durch Betriebsräte ist ein zentrales Element der industriellen Beziehungen in Deutschland. Dennoch besteht trotz langjähriger Forschung keine Einigkeit über ihre Wirkung auf die betriebliche Produktivität. In diesem Papier wird zunächst der statistische Zusammenhang zwischen Betriebsrat und Produktivität mit Hilfe des IAB Betriebspanels empirisch untersucht. Betriebe mit Betriebsrat erweisen sich als um 9 Prozent produktiver. Es wird anhand der Ergebnisse dieser und anderer Studien argumentiert, dass die Wirkung von Betriebsräten auf die Produktivität den geschätzten statistischen Zusammenhang übersteigt.

Abstract
Forschung und Entwicklung werden als Treiber des technischen Fortschritts und Garanten der internationalen Wettbewerbsfähigkeit angesehen. Der Freistaat Sachsen nimmt hinsichtlich der Ausgaben für Forschung und Entwicklung im Vergleich zu den Neuen Ländern eine Spitzenposition ein und kann sich auch mit einer Reihe westdeutscher Länder messen, ausgenommen Baden-Württemberg, Bayern und Hessen. Die immer noch relativ niedrige Forschungsintensität der Wirtschaft im Vergleich zur öffentlichen Forschung ist strukturell bedingt. Auf
aggregierter Ebene kompensieren die öffentlichen Forschungsausgaben dieses transformationsbedingte „Defizit“. Mit Blick auf diese Situation besitzt der Technologietransfer zwischen Wissenschaft und Wirtschaft, insbesondere
von Universitäten zu Unternehmen, eine hohe Bedeutung. Den Überlegungen der systemischen Innovationstheorie folgend sind verschiedene Kanäle des Transfers von Wissen zwischen Wissenschaft und Wirtschaft möglich. Dazu zählen die Auftragsforschung der Universitäten, Patentaktivitäten, Publikationen sowie Verbundprojekte. Die empirischen Befunde zu diesen ausgewählten Mechanismen des Technologietransfers lassen erkennen, dass der Freistaat Sachsen im Vergleich zu anderen Ländern eine solide Position einnimmt, aber auch noch Entwicklungspotenziale bestehen. Eine technologieoffen gestaltete Forschungspolitik kann dabei unterstützend wirksam sein.

Abstract
Jede Form finanzieller Unterstützung (Zuschuss, Darlehen, Garantie usw.), die aus staatlichen Budgets stammt, bezeichnet man als staatliche Beihilfe. In den mittel- und osteuropäischen Ländern (MOEL) waren Beihilfen ein wesentliches Instrument der Restrukturierung des Unternehmenssektors während der Transformation. Mit dem Beitritt der MOEL zur Europäischen Union (EU) am 01.05.2004 (Bulgarien und Rumänien am 01.01.2007) gerieten diese staatlichen Unterstützungen jedoch unter die kritische Beobachtung der Europäischen Kommission. Kurz vor dem EU-Beitritt waren sie auf ein Rekordniveau von 13,2 Mrd. Euro angestiegen – dies entspricht 2,0% der Wirtschaftsleistung (BIP). Nach dem EU-Beitritt der MOEL war eine rasche Annäherung der relativen Größen an den Durchschnitt der westlichen EU-Länder zu beobachten (2009: MOEL 0,9% des BIP, EU-15 0,6% des BIP). In absoluten Zahlen sank die Höhe der staatlichen Beihilfen in den MOEL ebenfalls – im Jahr 2009 flossen noch 4,7 Mrd. Euro.

Ageing and Labour Markets: An Analysis on the effect of worker’s age on productivity, innovation and mobility

Abstract
Die vorliegende Untersuchung hat die Folgen der Alterung von Beschäftigten auf den Arbeitsmarkt zum Gegenstand. Namentlich werden die Produktivitäts- und Lohn-, die Innovations- sowie die Mobilitätseffekte des Alters auf empirischem Weg analysiert. Der räumliche Fokus liegt dabei auch dem deutschen Arbeitsmarkt; als Datenbasis fungieren Personen- und Betriebsdaten des Instituts für Arbeitsmarkt- und Berufsforschung Nürnberg (IAB). Mit Blick auf die Produktivitäts- und Lohnwirkung des Alters liefert die ökonometrische Analyse von Betrieben des Verarbeitenden Gewerbes Hinweise auf einen positiven Einfluss des Anteils der mittleren Jahrgänge auf die betriebliche Produktivität. Es bestätigt sich der umgekehrt u-förmige Verlauf des Alters-Produktivitätsprofils, der auch in anderen Ländern gefunden wurde. Die Analyse der Produktivitäts-Lohn-Relation im Altersverlauf erbringt ferner deutliche Belege für ein ungleiches Muster beider Profile. Insbesondere die Altersgruppe der 41-50-Jährigen scheint im Vergleich zur Referenzgruppe der über 50-Jährigen aber auch zur Gruppe der 15-30-Jährigen deutlich unter Produktivität entlohnt zu werden. Hinsichtlich des Einflusses der Altersstruktur auf das betriebliche Innovationsverhalten erbringt die mikroökonometrische Untersuchung ebenfalls Belege für einen umgekehrt u-förmigen Verlauf – die Gruppe der Beschäftigten im Alter von ca. 40 Jahren treibt demnach den betrieblichen Innovationsprozess am stärksten. Ein weiterer Befund der Analyse betrifft die Wirkung von Altersheterogenität. Der erwartet positive Innovationseinfluss einer altersgemischten Belegschaft konnte hier nicht belegt werden. Was die Mobilitätseffekte des Alters betrifft, so besagen die Ergebnisse der Arbeit, dass das ein höheres Alter von Erwerbstätigen die – betriebliche und berufliche – Job-Mobilität dämpft. Das geschätzte Mehrgleichungsmodell macht sichtbar, dass sich der Lohn Älterer durch einen Wechsel nur vergleichsweise wenig oder überhaupt nicht verbessern lässt, mithin für die meisten Älteren keine finanziellen Mobilitätsanreize gegeben sind. Die zweite Erkenntnis der Analyse besteht darin, dass das Alter auch nach Kontrolle dieses für Ältere fehlenden Lohnanreizes immer noch signifikant negativ auf die Wechselneigung wirkt. Neben dem Beitrag zur wirtschaftswissenschaftlichen Forschung haben die Untersuchungsergebnisse auch Bedeutung für betriebliches und staatliches Handeln. Allgemein gesprochen sind beide Ebenen aufgefordert, die Herausforderungen des demographischen Wandels für die Produktivitätsentwicklung zu bewältigen. Dies ist einerseits erforderlich, um die nötigen Ressourcen für eine Gesellschaft zu generieren, in der sich ein steigender Anteil im nicht-erwerbsfähigen Alter befindet. Andererseits ist dies unerlässlich, um den wachsenden Anteil der Älteren, die noch im erwerbsfähigen Alter sind, mit echten Beschäftigungschancen auszustatten und so Erwerbstätigkeit im Kontext einer alternden Gesellschaft zu unterstützen.

Creating Networks by Public Research Subsidies in Saxony?

Abstract
Unbestritten ist die Notwendigkeit einer öffentlichen Unterstützung der Forschung und Entwicklung (FuE) von Wissenschaftseinrichtungen. Hier spielt die Projektförderung eine stetig wachsende Rolle, die insbesondere zur Vernetzung der Akteure eines Innovationssystems beitragen soll. Vor diesem Hintergrund hat das IWH am Beispiel Sachsens untersucht, ob eine Projektförderung von Wissenschaftseinrichtungen originäre Vernetzung begünstigt bzw. die Basis für eine intensivere Kooperationstätigkeit schafft. Die Ergebnisse zeigen, dass eine Projektförderung aus Sicht der geförderten Wissenschaftler einen Beitrag zur originären Vernetzung leisten kann und auch die FuE-Leistungsfähigkeit erhöht – eine Voraussetzung, um künftige Kooperationspotenziale effektiver zu nutzen und international anschlussfähig zu sein.

Abstract
Mit der Tagung „Analysen und Politik für Ostdeutschland”, die am 18. November 2010 zum vierten Mal stattfand, verfolgt das IWH im Rahmen seines Auftrags der wirtschaftspolitischen Beratung das Ziel, aktuelle Themen aus der laufenden Forschung des Instituts einer wirtschaftspolitisch interessierten Fachöffentlichkeit zu präsentieren und zu diskutieren. Die jüngste Veranstaltung widmete sich der Frage, welche wirtschaftliche Entwicklung Ostdeutschland nach der Finanzkrise einschlägt und inwiefern wirtschaftspolitische Entscheidungen die Zukunftsaussichten Ostdeutschlands beeinflussen. Neben einer Gesamteinschätzung der ostdeutschen Wirtschaftsentwicklung nach der Finanzkrise deckten die Fachvorträge daher ein weites Spektrum ökonomischer
Fragestellungen ab: So wurde die Zusammenarbeit zwischen Unternehmen und Wissenschaft am Beispiel der Zukunftsbranche Photovoltaik untersucht, die demographische Situation und Potenziale für Zuwanderung nach Ostdeutschland analysiert, die langfristige Wirkung der Neuordnung ehemaliger DDR Bezirksstädte verdeutlicht sowie die Notwendigkeit der Schuldenbremse und Möglichkeiten ihrer Umsetzung in den Ländern diskutiert.

Informal Networking - An Overview of the Literature and an Agenda for Future Research

Abstract
Informelle Netzwerkstrukturen bieten vielfältige Möglichkeiten, den Transfer von Informationen, Wissen und Technologie zwischen Akteuren zu organisieren. In Anbetracht des Potentials sowie der Bedeutung informeller Netzwerke ist der bestehende Mangel an theoretischen Diskussionen wie auch empirischer Forschung überraschend. Hier setzt der Beitrag an, indem eine Bündelung der bislang lediglich in Fragmenten vorliegenden Auseinandersetzung mit dem Konzept informeller Netzwerke vorgenommen wird. Der Fokus wird dabei auf Fragen der Entstehung solcher Netzwerkstrukturen sowie auf diejenigen Faktoren gelegt, die notwendig sind, informelle Netzwerke als effektiven und beständigen Kanal des Wissens- und Technologietransfers nutzbar zu machen. In einem zweiten Teil des Beitrags wird ein Überblick über die wichtigsten, zum gegenwärtigen Zeitpunkt existierenden, Studien gegeben, die sich empirisch mit dem Konzept informeller Netzwerkstrukturen auseinandersetzen. Basierend auf dieser Aufarbeitung werden anschließend fünf wichtige Forschungsfragen formuliert, die im Fokus zukünftiger Forschungsbestrebungen stehen sollten.

On the Determinants of the Cooperative Behavior of Firms in the German Photovoltaic Industry

Abstract
Wenn gleich die positiven Effekte von Kooperationen bereits in einer Vielzahl von Untersuchungen nachgewiesen werden konnten, erfährt die Frage nach den Determinanten der Neigung von Unternehmen, Kooperationsbeziehungen einzugehen, in der Forschung zu Unternehmenskooperationen bisher nur geringe Aufmerksamkeit. Dabei könnte die Kenntnis der relevanten Einflussfaktoren Aufschluss darüber geben, inwieweit sich unterschiedliche Kooperationsintensitäten in Regionen auf Unterschiede im Unternehmensbesatz zurückführen lassen. Vor diesem Hintergrund untersucht das Diskussionspapier, welche Einflussfaktoren die Anzahl der Kooperationspartner von Unternehmen in der Photovoltaik-Industrie bestimmen. Ausgehend von einem Überblick über die möglichen Effekte der Kooperation von Unternehmen mit Partnern innerhalb und außerhalb der eigenen Region werden Hypothesen über die Zusammenhänge zwischen sowohl unternehmensspezifischen als auch regionsspezifischen Variablen und der Kooperationsneigung von Unternehmen aufgestellt. Diese werden im Rahmen von Regressionsmodellen anhand eines Datensatzes zu 178 deutschen Photovoltaikunternehmen getestet. Die Ergebnisse zeigen, dass insbesondere große Unternehmen sowie Unternehmen mit hohen absorptiven Fähigkeiten eine Vielzahl an Kooperationsbeziehungen unterhalten. Kooperationen innerhalb der eigenen Region gehen die Unternehmen vor allem dann ein, wenn eine Vielzahl potenzieller Partner am Standort vorhanden ist. Zudem kooperieren Niederlassungen ausländischer Unternehmen besonders häufig mit Partnern aus der Region, in der sie angesiedelt sind.
